Nobody knows how author's rights are charged in Croatia

It is our belief that no one intends to systematically deal with the payment or compensation for the use of music copyrights to ZAMP, (Croatian Composers' Society, Collecting Society). This is a very interesting parafiscal rate, one of around 250 as it is in Croatia, for which no one in the whole country does not know precisely how and for what charges. Banal thought of billing system simple and logical, falls into a waste bin the moment when seen how it is done in Croatian practice: maybe You’ll be charged, maybe you won’t, if you dispute the reports of these NGOs inspector, you’ll be charged double, charm and willingness to pay some inspector a drink will also reflect on the final price.

Through the entire current system of protection of copyright is well organized a small group of people, which are connected by the principle of sheep intestine, as we saw in Soprano’s: a dozen private companies, hundred employees in various firms, which have an absolute monopoly on the market (no other organization but ZAMP can not deal with the protection of music copyrights), that have unknown amounts of money, and who do not have any state control.

The men most often are not even aware of how many times by various grounds are paid duties to ZAMP: they are included in the price of coffee that is consumed a at a coffee shop, the price of subscription broadcasting, calculated the cost of items they purchase in a market center, or the cost of using toilets a, to price hotel rooms, graduation parties, using the Internet. Each entry in a trade show area, a visit to rural events, winding up at a sports meeting, the participation of the Congress shall entail payment of compensation to ZAMP.

Which is why are interested, as consumers to force implementation of fair system of taxation not on the expense of the authors, but neither customers as well. Since Croatia has implemented most of the legal regulations regarding consumer’s protection from European Union we would like to collect useful information of this practice in country members of EU so that in communication with Croatian state authorized institutions can be suggested new and better systems of transparent collecting of taxes intended for copyright protection.
