Writing scientific papers is a way of communication in science. Scientific papers are published in scientific journals. One such scientific journal in thousands world’s journals is our journal Special Education and Rehabilitation, which tends to follow the trends. In the small scientific environments such as the Republic of Macedonia there are many factors that hinder the work and reduce the actual quality of the scientific journals. When the state invests only 0.3% of GDP in science, then you can not expect a serious scientific achievement of the Macedonian scientific journals. These small magazines always have a big problem in providing high-quality papers that would later be widely quoted and would provide a factor of influence of the scientific journal. The state requires high criteria of the teaching staff and publication of papers in journals with high impact factor, but it does not provide any access to the database Web of Science. Inevitably there is an impression that the welfare state and high science do not go together hand in hand. When you add the illogical moves of the publishers for reduction of the remuneration of the members of the publishing office and the moves for selection of the printing office that are not to the taste of the main editors, then you can conclude that in order to become a successful editor of a ultimate scientific journal in a small scientific environment as Macedonia is a mission impossible. The Ministry of Education and Science have to find additional resources and to increase the funding of scientific research projects and to invest more in international journals with domestic origin, so they could acquire a factor of influence in the near future.
Let us look briefly at this issue 1-2 2015. In the first rubric Special Education and professional problems this time is represented by domestic authors. My colleague Daniela Dimitrova-Radojichikj writes about Concepts of colors in children with congenital blindness, and the authors Rashikj-Canevska and Chichevska-Jovanova process some determinants of the quality of life in patients suffering from multiple sclerosis. In the rubric medical treatment there is a paper by the author Dobrinka Georgieva coming from Bulgaria. It examines the multidimensional outcome and long-term evaluation of non-avoidance therapy in stuttering. In the rubric Psychological-Pedagogical review there are two papers by authors from the United States that cover the following topics: An evidence-based analysis of self-regulated strategy development writing interventions for students with specific learning disabilities and the second Passing standardized assessments with fading prompts. Authors from Croatia in the rubric devoted to practical work represent the guided reading program for prisoners. In the last rubric Experiences and News Indian authors introduce the topic Does father involvement influence the affect, language acquisition, social engagement and behavior in young autistic children?
In the rubric News and Information readers will find information on the eighth international conference Special Education and Rehabilitation today held in Belgrade, Serbia. Then, Ana Petkovska writes about the 3rd meeting on rare disease in South-Eastern Europe held in November 2014 in MASA Skopje. Finally, the News end with a project report: Program for full socialization of children with special needs into their communities submitted by Jasmina Troshanska. Then, there is an abstract of a master's thesis defended by the colleague Sashka Trajkovski entitled Ability of self-advocacy of people with intellectual disabilities.

Today September 15th Vol. 15, issue 3-4; 2014 is published

Respected readers,
I want to announce that today September 15th we released newest issue 3-4, Vol.15 of Journal of Special Education and Rehabilitation. Here is editorial preface.

The goal of each publishing office is to increase the visibility of the magazine and its access to as many readers and authors as possible. The author of these lines makes huge efforts in posting daily articles on Facebook, Twitter, Google+ and related social media to achieve that goal. In the last year, the magazine has increased its metrics. For example, Google Scholar has assigned values h5 index: 3; h5-median to the magazine: 4. on the other side, for the first time we are indexed in the seminal SCImago database that is directly related to the database Scopus. The bibliometric information for 2013 is the following: SNIP: 0.119; SJR: 0.12; IPP: 0.07. In the last month, the magazine is resubmitted for re-evaluation in Medilne and by February 2015 we expect the results and for first time, it is submitted for indexation in PubMed Central. However, despite these successes, the publishing office cannot provide good quality and dedicated web-administrator who will quite professionally keep the online version of the magazine that you can find at the following link: http://jser.fzf.ukim.edu .mk. We sincerely hope that the publishing council will find incentives and finances to ensure smooth work of this very important part of the magazine.
In your hands is the number 3-4 for 2014. The authors of Slovenia in the first rubric of Special Education and professional issues write about the inclusive education for blind and low vision students in Slovenia. The second paper of this rubric gives an overview of the special education programs in the state of Jordan where the current practices, the challenges they face and the future perspectives are described. The section ends with a display of recidivism after a treatment in a disciplinary center for juveniles in Bosnia and Herzegovina. The effect of the training on emotional intelligence of behavior problems of boys with externalized behavioral disorders in primary schools is the title of the first paper in the rubric Psychological and pedagogical review. The rubric continues with the paper of the author Monica Reichenberg which addresses the structured talks on a text and its importance for student’s reading comprehension in special schools. The authors Metka Novak and Majda Koncar show a practical paper titled: The role of support groups in the cooperation between parents of children with intellectual disabilities and professional staff. The paper Methodology of teaching and examination of persons with visual impairment: a system in India and Japan is included in the rubric Experiences and news in the world.
In the rubric News and Information the readers will be informed about the celebration of April 2nd, the International Day of Persons with Autism. Irena Novacheska writes about the International Congress on Education and Rehabilitation Faculty in Zagreb, held from 11 to 13 April this year. The last news from this edition is the international symposium Newest medical views on trisomy 21 and autism held in May in Croatia. Then, there is an abstract from a doctoral thesis defended by our colleague Aleksandra Karovska Ristovska titled: Comparative analysis of the structure of the Macedonian and American Sign Language.
As in all previous editions, you will read the regular rubrics: Bibliography, List of reviewers and Author Index.
The publication of scientific papers in international journals by the M.A and PhD students should not be just an obligation and duty of every young scientist, but it should be a noble task towards self-recognition and increased visibility of the young colleagues in the world of science. Who cannot understand this, has probably wandered in the scientific waters.

March 11th JSER Vol. 15, Issue 1-2, 2014 is released

Dear readers,
March 11th 2014 we released the newest issue of Journal of Special Education and Rehabilitation Vol. 15, Issue 1-2, 2014.
In the last period we have intensified the control of plagiarism. In addition to using the program eTBLAST, through our electronic publisher De Gruyter we have introduced the program iThenticate, a program for prevention of plagiarism. This program is being used worldwide by the publishers of scientific journals and it ensures the originality of papers before publishing. We hope that with this dishonesty, fraud and duplication of papers will be disabled or minimized. On the other hand, the strict reviewers have increased the rate of rejection of papers and now it is 60%. As editorial office, we are constantly trying to raise the level of quality of the published papers. It seems necessary to deliver a seminar where the authors will gain new knowledges about the process of writing, submitting, publishing scientific papers in reviewed journals, as well as the ethics of publishing.What to expect in volume 15, edition 1-2? The Special Educationand Rehabilitation section begins with a paper which gives a comparative study of the attitudes of Israeli and Slovak students and teachers regarding the inclusion of students with disabilities in mainstream education. The second paper in this section also refers to the inclusive education and the support of children with behavioral problems in primary education in Germany. The author Sheffali Gulati from India gives a literature review of options for diagnosis and treatment of autistic spectrum disorders. The Bosnian authors from the University of Tuzla write about the development of phonological awareness of stuttering children and children with fluent speech. To be or not to be: an informative non-symbolic numerical magnitude processing study about small versus large numbers in infants is presented in the section entitled Psychological and pedagogical review. The colleagues from the practice can broaden their knowledge by reading the paper The Effectiveness of theory of mind training on the adaptive behavior of students with intellectual disabilities. A group of authors from the USA introduced us to Peer tutoring intervention for students with Autism Spectrum Disorders: meta-synthesis.

In the section News and Information the readers can read information on the Fourth International Conference held in October 2013, in Ohrid. Then, there is news about the International Student Seminar in Zlatibor, Serbia, where our students have participated. At the end we can introduce the activities on the occasion of the celebration of 3th of December – the International Day of People with Disabilities. In this edition, there is also an abstract from a defended master thesis by our colleague Irena Novacheska, titled: Risk factors for the emergence of behavior disorders and the need for prevention and early intervention.

The publication of scientific papers in international journals is a difficult task, but at the same time it is a rewarding job because you are doing a favor to your own careers.

Advances in the research of melatonin in autism spectrum disorders: literature review and new perspectives

Abstract

Abnormalities in melatonin physiology may be involved or closely linked to the pathophysiology and behavioral expression of autistic disorder, given its role in neurodevelopment and reports of sleep-wake rhythm disturbances, decreased nocturnal melatonin production, and beneficial therapeutic effects of melatonin in individuals with autism. In addition, melatonin, as a pineal gland hormone produced from serotonin, is of special interest in autistic disorder given reported alterations in central and peripheral serotonin neurobiology. More specifically, the role of melatonin in the ontogenetic establishment of circadian rhythms and the synchronization of peripheral oscillators opens interesting perspectives to ascertain better the mechanisms underlying the significant relationship found between lower nocturnal melatonin excretion and increased severity of autistic social communication impairments, especially for verbal communication and social imitative play. In this article, first we review the studies on melatonin levels and the treatment studies of melatonin in autistic disorder. Then, we discuss the relationships between melatonin and autistic behavioral impairments with regard to social communication (verbal and non-verbal communication, social interaction), and repetitive behaviors or interests with difficulties adapting to change. In conclusion, we emphasize that randomized clinical trials in autism spectrum disorders are warranted to establish potential therapeutic efficacy of melatonin for social communication impairments and stereotyped behaviors or interests.

Sažetak
Multiple factors infl uence the discrepancy between the prevalence rates of developmental disorders worldwide. In addition to different prevalence rates of developmental disorders, there are differences in terminology and their classifi cation. The purpose of the research was to estimate the prevalence and gender distribution of developmental disorders and to calculate the number of children with developmental disorders and special educational needs in a convenience sample of school-age children. We also calculated the number of children with congenital malformations and diseases that affect vision and hearing. We processed the data from medical records of 1750 children (835 males and 915 females) who were examined in the Pediatric Dispensary, Military Hospital, Skopje, Republic of Macedonia during the period of June 30 1992 to June 30 2011. A descriptive method was used. For statistical data analysis we used Chi-square test and Fisher exact test with level of signifi cance p<0.05. A total of 153 out of 1750 (8.7%) children had developmental disorders and special educational needs. Gender distribution shows that 97 children (11.6%) were males and 56 children (6.1%) were females. Specifi c developmental disorders of speech and language were most frequent (82.3%) from all developmental disorders. Prevalence rates of some diseases and developmental disorders were lower in comparison to other studies, e.g., specific developmental disorders of scholastic skills, hyperkinetic disorders, refractive errors and conductive hearing loss. Low prevalence rate of certain disorders could indicate their underdetection.

September 30th JSER Vol. 14, Issue 3-4, 2013 is released

Dear readers,
September 30th 2013 we released the newest issue of Journal of Special Education and Rehabilitation Vol. 14, Issue 3-4, 2013.
One month before the celebration of the 20th anniversary of the Institute of Special Education and
Rehabilitation the colleagues rapidly implement the last preparations. As it was already mentioned
in the previous edition, the International Conference will be held in the hotel Metropol in Ohrid
from 17th to 19th October, 2013. Presence of around 150 guests from the region is expected, as well
as the presence of invited lecturers from England. This is another good opportunity to invite You to
take part in the Conference and thus, to enrich Your knowledge with modern aspects of special
education and rehabilitation. A book of abstracts and a Book of papers are expected to be printed
after the Conference, which unfortunately will not be under our special edition, due to the
conceptual differences with most of the colleagues from the Institute.
Meanwhile, the magazine reinforces its scientometric parameters. For example, we have recently
received a value for universal impact factor (UIF 2012 = 1.0985), and the value for h5 index and h5
median for 2013 is 2. It is my obligation to point out that the universal impact factor does not refer
to the famous impact factor which is awarded by the Thompson Reuters Company.
What is new in this edition? It is encouraging to know that the number of new authors who publish
papers for the first time in this magazine is increased. The authors Kitkanj and Georgieva talk about
behavioral disorders in adolescents with mild intellectual disability. In the first section, the authors
from Croatia introduce a topic about the parent’s satisfaction with the early measures of care of
children with intellectual disability. Reichenberg and Lovegren from Sweden write about the social
practice of reading and writing teaching in schools with students with intellectual disability. The
Italian authors, in the section psychological pedagogical review, introduce a provocative topic: What
do we know about ‘the attachment disorders”? Our colleagues Rajovic and Jovanovic elaborate the
barriers of inclusive education, giving a review of the attitudes of the Serbian teachers towards the
inclusive education in the past ten years. One more paper about the integration and inclusion in the
Israeli education system is given in the section dedicated to practitioners. In the last section, world
news, the authors analyze the Usher syndrome of the educational environment in India.
In the standard rubric News and information we encounter useful information about the tribune held
at the Faculty of Philosophy in Skopje on the occasion of the World Day of persons with Down
Syndrome, to mark the World Day of persons with Autism, as well as to give precise information for
the upcoming international conference which will be held in Ohrid. In this edition there is also a
paper of a defended master thesis on The quality of the relationship between siblings in families with
an autistic child and an abstract from a defended a doctoral dissertation on the Assessment of the
independence in performing everyday activities and the need for occupational therapy in persons
with multiplex sclerosis. As in previous editions, the regular rubrics: Bibliography, List of reviewers
and Author index are also present.
Participation in congresses and publication of scientific papers is an obligation and a duty of every
researcher.
