Leveling the Carbon Playing Field: International Competition and Us Climate Policy Design As political momentum surrounding climate change builds in the US, policymakers are taking a fresh look at national climate policy and American involvement in multilateral climate negotiations. And as in years past, the potential economic impact of any US effort to reduce greenhouse gas emissions stands as a central question in the Washington policy debate. Of particular concern is the effect climate policy would have on carbon-intensive US manufacturing. Many of these industries are already under pressure from foreign competition, particularly large emerging economies like China, India, and Brazil that are not bound to reduce emissions under the current international climate framework. As the Congress takes up domestic climate legislation and the Administration reengages in multilateral climate negotiations, policymakers are looking for ways to avoid putting US industry at a competitive disadvantage vis-A?A -vis countries without similar climate policy, lest a decline in industrial emissions at home is simply replaced by increases in emissions abroad. While this would be best achieved through harmonized international climate policy, the differences between countries in level of economic development, obligations stemming from historic emissions and responsibilities arising from future emissions, mean harmonization is still a long way off. The question then, in the design of domestic US climate policy today, is how to level the playing field for carbon-intensive industries during a period of transition, where trading partners are moving at different speeds and adopting a variety of policies to reduce emissions...and how to do so in a way that doesn't threaten the prospects of broader international agreement down the road. This book, a collaboration between the Peterson Institute for International Economics and the World Resources Institute, tackles these issues through an assessment of the economics and trade flows of key carbon-intensive industries. They evaluate a wide range of policy options, including those that would impose carbon costs on foreign-produced goods at the border (currently included in draft US legislation and under consideration in the EU) in terms of their effectiveness in reducing emissions and addressing competitiveness issues and their impact on health of multilateral trade and climate negotiations. This time around shoot whatever you want, but what's important is where your camera is: ground level. Be it the kitchen floor, an open field or hiding underneath a church pew, your perspective is going to be that of a mouse, a fairy, an ant, or anything else similarly relegated to the world of the small. Try to find a subject that is really complemented by your earthly perspective. For those engineering types in the group who need precision (including yours truly), you don't need to have your camera exactly in contact with the ground. Let's say no more 3 inches from ground to camera base. Get those elbows dirty! WIT: It turned out a little more complicated than I intended. I took several shots at ground level with my telephoto lens and the camera on the ground. There are several problems with shooting a black dog with a telephoto - the exposure tends to end up with blown out highlights and the depth of field poses problems. I tried with the face in focus and with the paw in focus and didn't like either. Then I used photoshop elements and, after making sure that I imported an image that did not have overexposed or underexposed areas, I overlayed the two shots (focused paws and focused face) on top of each other. I used the quick selection tool to select the focused paw (and inverted that selection) and then deleted everything but the paw and the leg in the vicinity. It needed to be aligned which I did by making the paw-piece semi-transparent and moving it around. You will notice (I know summerspot will) that there is a bit of a OOF edge around the paw. I left it in there - sort of a faux orton :-) - because I liked it (a realization that came after trying several techniques for getting rid of it :-)) Then I needed to deal with the carpet in the foreground that was very bright in the original. I again used the quick selection tool to select that, used levels to darken only that part and added a gausian blur to the layer to merge the darker with the rest of the photograph with a soft edge. Oh - and the door in the background had a glass pane about the height of the top of the head that I cloned out.... my goodness lots of manipulation this week! I am fairly pleased with the result (forgive the photoshop elements tutorial - I thought it would be useful to include these details....). Anne (my wife) says that our dog now looks a lot older than we think of her.... our Midnight Molly is getting gray. Mirror, Mirror on the Floor by Madeline Weikert Name: Madeline Weikert Title: Mirror, Mirror on the Floor Category: Natural The Parliament building in Berlin, Germany is called the Reichstag and was constructed with a beautiful glass dome overlooking the city. This photograph was taken at the top of the dome looking down at a circular arrangement of mirrors on the floor. Each pane on the floor acts as a flat mirror. Since mirrors have a black background, they do not refract light like a lens but instead reflect light. When light hits a flat mirror, the angle that the light ray enters the mirror is called the incident angle. For flat mirrors, the incident angle is always equal but opposite to the reflected angle. A flat mirror will create a virtual, upright image that will be the same size or magnitude as the original object but the image will appear to be located behind the mirror instead in front. With the mirrors being strategically placed all around the floor, the incident angle of light for each of these mirrors will vary because of their different locations in reference to the light source and my position as the observer. This means that each mirror will reflect a different virtual, upright image of the dome walls. In the picture, the winding spiral pathway leading to the top of the dome and the windows of the dome can be seen in the reflected image. Since the incident angles of light are completely different for each individual mirror, the photograph shows a compilation of reflected images and an overall a scattered view of what the dome would look like if the spectator was standing on the ground looking at the ceiling of the dome. Upstairs (where this was) is also the sleeping quarters of the staff; beds lay amongst the shelves. Mardons No.15 Factory Bristol 1941 Mardons No.15 Factory Bristol. 1941. Memories of Mardons by a former worker. They were real characters in those days, and in the Artists Department on the top floor of No.1 Factory, some sixty designers and chromo artists were employed under the strict regime of Mr. F.S. Ringham. I remember when the heavy tread of a visiting clerk from another department shook the floorboards and disturbed the artists doing delicate work. Mr. Ringham would beckon the offender into his office, saying, 'You are a very unsatisfactory boy. If you ever disturb my artists again I will ban you from the department'. And the culprit would slink away quite deflated. Mardon artists were engaged on all types of tobacco advertising and packaging - showcards, labels, cartons, pelmets, window centres, etc. A group apart were nicknamed 'ticket' artists, and they sat in rows at benches turning out series after series under the eagle eye of Frank Harvey (deputy to Mr. Ringham). Just off the artists' room was a well-stocked reference library with around ten thousand books on every conceivable subject. When ever a new series of stiffeners was embarked upon, a selection of authoritative books would be purchased, so the library was always expanding. A loose reference system was also built up day by day, with pictures and articles torn out of newspapers and magazines. A small library staff drew up the lists of subjects for new series and was also engaged writing texts for the backs of the cards, or editing those supplied from outside sources. Informa- tion had to be an accurate precis otherwise smokers would write in to Wills or Players, contradicting statements and hoping for reward. Errors were rare, because information was checked and re-checked. while a works fireman wearing a pill box hat with black tapes hanging down at the back mounted guard outside the door, axe at the ready! Unbelievably, the complaint had come to Wills from the Thermos manufacturers. It was always conceded that orders from customers would stand or fall as a result of design, and good design was where Mardon's excelled. Latterly, a separate Design Centre was set up to keep standards high. The flamboyant scrolls, twining foliage and gold medallions of the early cigarette cartons are in extreme contrast to the rather staid sophisticated designs of today. Detail of an Art Deco Chandelier - Myer Emporium Mural Hall, Bourke Street, Melbourne In 1931 Sidney Myer (1878 – 1934) Russian emigre turned Melbourne businessman and philanthropist decided to reinvigorate his store the Myer Emporium by redeveloping his flagship Bourke Street store at 314-336 Bourke Street. Part of this included a new facade in the prevailing interwar style of the time – Art Deco and the addition of several more floors to what was already a very large department store. On the sixth floor a chic European style ballroom with soaring ceilings, sweeping stairs and parquet flooring was planned for use by the emporium’s patrons as a dining room by day and in which Myer could host Parisian fashion shows and hold exclusive Melbourne society events by night. The Myer Mural Hall, so called because of an impressive collection of ten murals by Australian artist Napier Waller, was the realisation of Sidney Myer’s dream. The Mural Hall, a dining hall suitable for a sitting for one thousand people and a venue for fashion parades and performances, was completed in 1933 as part of the sixth floor which was set aside for dining. It is a large rectangular space with a decorative plaster ceiling and balconies and wall panels in a Streamline Moderne style. However, it is the decoration of ten murals by renowned artist Napier Waller (1893-1972) that are the Mural Hall’s claim to fame. The murals took a little over a year to complete and were painted at Napier Waller’s home at Fairy Hills in Ivanhoe before being transported to the department store where they were hung. Completed in 1934, just after Sidney Myer’s death, eight of the murals are almost floor to ceiling, whilst the remaining two are located over the two side entrances. All pay homage to the seasons and to women and their achievements through history in the areas of art, opera, literature, dance, sport and fashion. The western wall features (running south to north) the full length murals; “Spring – The Dance Through the Centuries”, “Summer – Sports Through the Centuries”, “Autumn – Women in Literature” and the smaller mural “Modes of Transport by Land” above the door. The eastern wall features (running north to south) the full length murals; “Winter – Of Actresses and the Drama from Medieval Times to the Present”, “Pageant of Beautiful Women in History”, “Pageant of Women Famous in History”, “Revelation of Fashion” and the smaller mural “Modes of Transport by Sea” above the door. At the north end of the hall, a pair of "mannequin stairs" lead down from two balconies and the change rooms to a common landing. A temporary catwalk or stage was installed at this landing level for fashion parades and performances. The balustrading of the stairs is formed from 'Staybrite' stainless steel in an abstract ribbon design and the handrail is polished timber. The original timber flooring was replaced by parquetry in 1960. The hall is lit by three large and elaborate chandeliers from the original decorative scheme which were designed to provide up to ten different lighting effects. The National Trust classified the Myer Mural Hall noting it as “one of the finest Art Deco interiors in Australia and… one of the most impressive with few parallels anywhere in the world”. Napier Waller (1893 – 1972) was a noted Australian muralist, mosaicist and painter. He served in France from 1916, being so seriously wounded at Bullecourt that he lost his right arm. He was right-handed but learned to use his left hand while recuperating. Back in Australia, he established his reputation by exhibiting more paintings. He is perhaps best known for the mosaics and stained glass for the Hall of Memory at the Australian War Memorial, Canberra, completed in 1958. However, Melbourne has been described as "a gallery of Napier Waller’s work". Pieces of Napier Waller’s works may be found in the Melbourne Town Hall (1927), the State Library of Victoria (1928), the T & G Life Building (1929), Newspaper House (1933), Florentino’s Restaurant (1934), the Wesley Church (1935) and the University of Melbourne (1940) as well as the Myer Mural Hall. wut a mess! after re-arranging my place, i still had things on the floor waiting to find space to rest in. Ideas/WIPs That’s pretty much what I’ve built in the last three months. It’s a bit frustrating really. The dark green blob was the beginning of an entry for the WWIII challenge over at BWtB. It was supposed to be a small two man submarine that could jump out of the water and do some flying, but I got stuck on the tail and how to give it good weapons it. It wasn’t a very good idea anyway, I had two before that that would have been great but I couldn’t figure out how to do them with Bionicle parts. Anyway, just wanted to say that my lack of activity new content isn’t for lack of trying, I’ve just run into some technical difficulties. Bathroom Floor Here's the bathroom currently. The shower is going in that far left corner and that drain is where the toilet is going. We decided to also move the door from where I was standing taking this photo to the left there. There is a window directly to the right and we wanted it to shine into the apartment if we left the bathroom door open! Feet This was after I came out of the shower and I was having James take photos of my hair, but feet were still wet and made cool footprints in the floor.
