The release of the Auditor-Generals highly critical evaluation of the Regional Partnership Program (RPP) one week before the election did great damage to the coalition. It concluded that the program was not meeting an â€Üacceptable level of public administration’. The Rudd Opposition said it was sheer pork barreling because most of the grants went to government-held seats.  Then the fun began. Minister Vaile questioned the ethics of the Auditor-General for releasing the report during the caretaker period, and threatened retribution. The media had a field day, but didn’t delve deeply enough. The real issue is the federal government’s role in regional development policy. Does it back off, or improve the delivery of economic and social problems to regional Australia? New PM Rudd has signaled the latter. I’d therefore like to provide a quick walk through the recent history of regional programs, to us map out some future scenarios.  Growth Centres Program (Whitlam/Uren era) This was the Whitlam government’s foray into regional development. Tom Uren was the responsible Minister, and he set out to boost the development of regional cities by focusing on infrastructure and investment attraction. Places like Albury-Wodonga, Bathurst-Orange and Monarto (Murraylands, SA) were in the spotlight. Town planners came from everywhere to be part of this bold experiment, but planning was akin to Communism, and the flakiness of the Monarto concept was the death knell. With the demise of the Whitlam government, the incoming Liberal/Country Party took the view that regional development and government was the province of state governments, and things went very us map style="font-size:10pt;font-family:Arial;">  The Regional Development Program (Keating/Howe) This program begat the Regional Development Program (RDP). It drew no major criticism, at least in respect of maladministration. We are talking 1992-93.  Its birth was a rocky one. It had to overcome concerns within the dry parts of the bureaucracy the federal government had no role in the regions, and would raise undue expectations in the Bush. But Brian Howe was Deputy PM us map wanted a regional program to balance his recently-won Better Cities Program ($500 million) within his new Department of Housing & Development (DHARD). The Kelty Report added further impetus, as did backbench support from MPs in regional seats – Barry Cunningham (Macmillan) and Gavan O’Connor (Corio) spring to mind.   The problem was that the DHARD bureaucrats us map to formulate a program that wouldn’t bring back the ghost of Monarto. Enter Alan Evans who had been chief of staff to Treasurer Dawkins and is now the NRMA President. He had an innate feel of how to structure a watertight program. Steve Garlick, my fellow branch head, had a great knowledge of regional strategies and local government. Murray Geddes, with an absolute encyclopedic knowledge of regional Australia, was also in the frame.  To cut a long story short, we devised a program whereby a regional development strategy had to be signed off by a regional economic development organisation (REDO) in each of 45 regions. Every initiative for federal support had to be consistent with the strategy and signed off by the REDO. We approached the troika (Treasury, Finance, PM’s Department) with this idea, and asked for $500 million on us map basis that the Better Cities Program had us map this amount. I was basically told to bugger off. My Departmental Head, Andrew Podger, then handed out some Bex tablets to his counterparts in the troika.  Anyway we finished up with $150 million – we figured this was better than nothing, and we introduced the idea of cocktail funding to leverage funds from other parties. Cocktails are now, and will continue to be, a common feature of federal regional programs. Local government please note that YOU are expected to put something on the table. The salient point about this era was that, to the best of my knowledge, Deputy PM Howe never once rejected a recommendation of the Department. His minder, Kay Meadows (later Mayor of Yarra Yarra) had a facilitative role, but there was no heavying of DHARD bureaucrats, except calls to hurry up.   When the Howard Government assumed power in 1996, the RDP was killed off. This was a bolt of lightning to us, as well as the new Minister, John Sharpe. We were stitched up by the Department of Finance, which was looking for savings to fund election promises. It seized on a view that the RDP had been duplicating state expenditure. This was nonsense, but a certain SA Government official had been garnering support from other states and handing out the guns.  The Regional Partnerships Program (Sharpe/Anderson/Vaile) For the next 5-6 years we had a grab bag of small programs - Regional Solutions, Sustainable Regions, Dairy RAP etc. The RPP replaced these 2003, with some new funding and some the us map It came with around $75 million per year. Its aims were fine – funding community infrastructure projects, helping communities with adjustment difficulties, improving access to services, supporting planning exercises etc.  However there were three problems. First, the funding was a pittance in terms of the needs of regional Australia. Federal spending cutbacks were opening up deep schisms around this time. Secondly, the criteria were too open-ended. Thirdly, the Area Consultative Committees were losing interest and getting cranky at the delays in funding decisions and lack of interest from senior Ministers. Senate report Things then began to smell – funds to dredge Tumby Creek, funds for the Atherton Hotel (with overtones of bikini babes), funds for cheese factories in direct competition with others. So the Senate Enquiry was launched. I actually made a submission to it, pointing out its lack of strategic focus. Anyway, the Senators concluded that the program should continue, with more checks and balances. The Senate Committee did however observe that it was â€Üdeeply concerned by the intervention by ministerial offices in the departments assessment processes.’  Then the  The lessons? 1. There is an undoubted need for governments to fund strategically-significant regional projects, especially where there are clear community benefits. The RPP was under-funded. 2. Politicians of all persuasions cannot help themselves. Once you waver from the Departments advice, you are a sitting duck.  3. The only solution is to remove Ministers and their staffs from the process. Its simply not worth the slurs and innuendo. Mel Tolkin, 94, a pioneering comedy writer for American television, died Nov. 26, 2007, at his home in Century City, California. Tolkin was lead sid caesar for Sid Caesars classic TV show, Your Show of Shows and its successor, Caesars Hour. His writers included Mel Brooks, Neil Simon, and Woody Allen. Tolkin later went on to write for All in the Family, another groundbreaking U.S. TV show. In sid caesar he and colleagues sid caesar an Emmy Award for a reunion of the Caesar show. Read a tribute to Mel Tolkin by writer and blogger Burt Kearns. Tolkin, along with virtually all of the other sid caesar and even some of the performers in the early days of American TV, was Jewish, a fact he said in interviews played a significant role in the creative work they did. According to the New York Times, Tolkin would yell to his writer when their creative juices dried up: Gentlemen, weve got to get something done! he cried. Jews all over America will be watching Saturday night! Tolkin, born Shmuel Tolchinsky in Ukraine Aug. 3, 1913, told the Los Angeles Times in 1992 he lived through pogroms there. Im not happy to have to say this: It created the condition where humor becomes anger made acceptable with a joke. The Tolchinsky family moved to Montreal in 1926. He began sid caesar at Camp Tamiment, a Poconos resort affiliated with the Socialist movement frequented by Jews who didnt go to the Catskills. Also at the Tamiment over the years were Danny Kaye, Jerome Robbins and many others. Tolkin stayed in New York by finding a position with the Sid Caesar show. According to the Times: In the heady atmosphere of cigar smoke, pooled coffee and cures for a thousand diseases growing on long-forgotten sandwiches, Mr. Tolkin and his colleagues paced, muttered, swore, occasionally typed and more than occasionally threw things: crumpled paper cups, cigars (lighted) and much else. The acoustical-tile ceiling was fringed with pencils, which had been flung aloft in a rage and stuck fast; Mr. Tolkin once counted 39 of them suspended there. Tolkin is survived by his wife of 61 years, the former Edith Leibovitch, a brother, Sol Tolchinsky of Montreal, sons Michael, and Stephen, both Los Angeles screenwriters, and four grandchildren. |

American Idols Jesse And Becca Twins Did the Grassy Knoll receive some inside information before the show that swayed the vote? Not at all. It was the Maxim magazine photo shoot the twins did last year miraculously found the light of day that sealed her fate. It wasnt the performance on the stage that sent her home, (She was pretty terrible though) but the sexy sports related photo shoot in provacative poses while scantily clad with her sister. American Idol has seen its share of scandal and did not want another Paula Abdul incident, (Contestant C. Clark claiming Paula made advances and american idol to him, both sexually and professionally) on its hands with the twins. Idol packages its show as a wholesome family program of amateur hopefuls vying for a shot to receive a recording deal. Jesse and Becca do not fit that framework. In an instant, the American Idol conspiracy was eliminated leaving the Grassy Knoll Institute to wonder if the phone in votes are really tallied and do they really count toward the decision making on the show. |

My last blog post examined current Facebook usage among high school students and found that Facebook penetration is noticeably higher for private high schools and highly rated public schools. The analysis was motivated by Danah Boyds personal observation that Facebook and MySpace usage reflects a social/economic/aesthetic class difference in America. Today I will look at some MySpace data to see if it provides further evidence to her observation. For the Facebook analysis, I was able to get the percentage of students at each high school with Facebook profiles. Getting the same data for MySpace would be ideal. Unfortunately, such information in MySpace is extremely unreliable. As a substitute, Ive defined a metric called MySpace intensity for each high school. Its the total number of MySpace profiles that claim a certain high school divided by the current population of that school. The intensity can be (and often is) higher than one since both current students and alumni are included. For those interested, Ill give more details on the data collection at the end of this post. As in my Facebook analysis, I examined a number of public high schools in San Francisco and noted their GreatSchools Rating from GreatSchools.net (which is also where I found the population data for the high schools). Here the trend is clearly the opposite of Facebook. MySpace intensity is higher for the lowly-rated schools. The social networking site is just not as popular in the better schools. Independence High School may seem like an anomaly, but remember that Independence did not even have a Facebook network at all. The students there may just be not terribly networked online. To put the Facebook and MySpace analysis together, Ive defined a Facebook/MySpace index (F/M index). For each high school, its F/M index is the number of current myspace with Facebook profiles divided by the number of current and past students with MySpace profiles. myspace equivalent to the Facebook penetration rate divided by MySpace intensity. The result: The table above clearly shows that school quality is indicative of its students taste preference for Facebook versus MySpace. The individual analysis of Facebook usage and MySpace shows that polarization goes both ways; neither Facebook nor MySpace is universally liked. To get a sense of whether socio-economic class is a factor, Ive gotten the measurements for some of the private high schools in San Francisco. (Ive the Facebook penetration rate here for comparison.) A surprising result here is that many private high school students are quite active in as well, more so than students from highly rated public high schools. However, theyre even more active on Facebook, thus their F/M index is in the same range as the good public high schools. My personal knowledge would also say to not lump the four private high school together completely. While Sacred Heart and St. Ignatius are very much the classic preppy private schools, Riordan tends to attract students who would otherwise be assigned myspace poor public schools (e.g. Mission High) and their families essentially have to pay to get a decent education. Mercy is an all-girl school, and one can argue that MySpace has more of an appeal to teenage girls. And advertisers may know this class difference between Facebook and myspace already. On my Facebook page today, the ad I see is for Embassy Suites Hotel. When I go to MySpace, the first ad I see is for the new TV series GossipGirl, and yesterday the first ad I saw was for Trojan condoms& To find the number of MySpace profiles for a high school, I use the MySpace classmate myspace Unlike on Facebook, I couldnt get myspace of high schools in San Francisco. Instead, I have to specify the high schools name MySpace does seem to have an internal database of high schools in the U.S., just like in Facebook. Its just not as well exposed. One can see from the search results that it in fact knows International Studies Academy is in San Francisco. Clicking on that link shows the search results for all MySpace profiles associated with International Studies Academy. The number of results returned is the information I use to calculate a high schools MySpace intensity. Although theres a Refine Your School Search function that supposedly allow you to narrow down the results, it works very poorly. For example, if I filter to specific graduation or attendance years, a random sample of the search results shows that those users in fact had graduated/attended the school in very different years. After several tries, I decided the search refinement feature simply doesnt work and to not use it. |

Things are going alright on the dieting front. Ive been taking Vytorin pretty regularly, and for the first time in my life, I am actually looking forward to taking my next blood test, which I will try to do on day 30. Over the last seven years or so, I have been taking either Lipitor or Zetia, or a combination of the two. Unfortunately, I was never able to stay on track. Remembering to take pills once a day is not hard, but I never stayed consistent with my medication because I did not understand the significance of lowering my cholesterol and the ramifications if I continued to ignore my problem. Cholesterol-Lowering Drugs Statins (also known as HMG CoA reductase inhibitors) (Lipitor) Selective cholesterol absorption inhibitors (Zetia) Vytorin, as it was explained to me, works in both these ways. vytorin course, if you are worried about your cholesterol and are interested any these medications, consulting your physician is always your first move. Snacking The recipe calls for Tahini, which I substituted with olive oil. Just drizzle the olive oil into the food processor until you get the consistency you want. The picture above is from a vytorin site, which suggests adding a can of white cannellini beans, something vytorin try next time as beans are a great and healthy source of protein. Ive also been drinking the same banana & berry smoothie every night. Ingredients Progress Report Aside from that incident, things have been going well. Im still hungry during the day, but the snacks I have at home have been a great help in the evenings. Next up, setting up an exercise schedule. |

This is a follow up of an earlier article. From Citizen Times: A Superior Court judge Tuesday upheld a Woodfin ordinance barring sex offenders from the town’s three public parks. David Standley, 43, a registered sex offender living in Woodfin, sued the town in August 2005. The N.C. chapter of the American Civil Liberties Union backed his case. Standley argued in his lawsuit the ordinance was too broad, in part by including people who have never committed sex crimes against children. He was convicted in 1987 in Florida of attempted sexual battery with a weapon against an adult and served three years and six months in jail, according to the N.C. Department of Justice sex offender registry. A registered sex offender found violating the Woodfin ordinance can be fined $500 or put in jail for christopher bowman days The christopher bowman adopted the ordinance after the arrest of a sex offender who had lived across the street from South Woodfin Park. Police in February 2005 charged Christopher Bowman, 47, with kidnapping two teenage girls at the Asheville Mall and driving them to 2008 predictions Woodfin home so two men could have sex with them. He was convicted in the crimes. Holloman said officers regularly check the sex offender registry so they â€Shave that option of being able to recognize them by sight.” Officers have yet christopher bowman charge someone under the ordinance, Holloman said. Twelve registered sex offenders lived christopher bowman Woodfin in May 2005, when the town adopted the ordinance. A total of 263 registered sex offenders live in Buncombe County, according to the state registry. Woodfin Town Attorney Joseph Ferikes said Canton passed a similar ordinance after Woodfin. I am extremely impressed that the police there study the sex registry daily. However, I am sick and tired of the American Criminal Liberties Union fighting for the rights of convicted christopher bowman offenders and the removal of God from the public square. The ACLU is a communist organization and they have got to be stopped. The best way to stop them, in my opinion, is to appoint true constructionist judges to the bench who will enforce the laws and the Constitution as their authors intended, not as they wish them to mean. No more judges that bring their personal politics to the bench. Judges must leave their personal biases at home and judge based on the strict interpretation of the law, period.
