The tax reform of 1930-31 unified payments by socialist enterprises and replaced the many payments by only two: the turnover tax and profits tax. The standard charter of the agricultural artel stipulates that any person who has reached the age of 16 can be a memeber of the artel. The value of contributed property or capital was just one sticking point in Oderville. Terms like "collective" and "co-operative" only point toward a moral definition of property and aren't of themselves such a definiton.
