I think you will be able to print this to size if you choose "All Sizes" at the top and download/print the original size.

For everything but the arms I used a standard 1/4" seem.
Because this is to be played with by children I used a very tight/small stitch.

With right sides facing, sew each head piece to the bunting like this

I also sewed on a little decorative patch. There are many ways you could get creative decorating the outfit. Just remember that if small children will play with it, it's best not to use buttons.
