that's a Yakima Boa roof rack fork mount. I had to shim it a good bit to get it to clamp to the BD frame. it's worked well this way with other bikes, but the pugs was kinda heavy for this and i had to stop every so often to tilt it away from the tire or it would rub. i think a better shim is in order (i used rubber 'fender' straps with gorilla tape) or maybe flipping the hitch around so it pivots away from the tire would work.
