Latest incident sees IOM focus on urgent need for fire risk reduction in IDP camps in Haiti
After a fire destroyed four tents and took the life of an infant child in a Port au Prince camp for people displaced by the 12 January earthquake, attention has being renewed on the need for fire risk reduction.
At the height of the Hurricane season, the high winds that course through camps tightly packed with tents and plastic shelters pose a particular danger to the 1.5 million people without a home to go to.
Merisia Pierre 36, is a single mother of three, and is among the displaced families that sought refuge in Terrain Acra, a piece of land formerly used for motocross sporting activities in Delmas Commune in Haiti. The devastating effects of the earthquake left many IDPs with few livelihood opportunities, and selling vegetables in the only way that the female-headed household of Merisia Pierre sustains itself.
On the evening of Wednesday, August 11, 2010, Merisia Pierre tucked in her little 7-month baby, Shelovson Pierre, and left her tent in order to attend to her small business of selling vegetables at the market near the IDP camp. On the table inside her tent was a tin lamp. Many of the IDPs in Terrain Acra use tin lamps for lighting, and nothing unusual raised concern to Merisia Pierre as she left little Shelovson Pierre in the care of his older siblings.
At around 10.45 pm, Merisia Pierre was alerted to the shouts of ‘fire, fire’ that were coming from the camp. Her natural instincts kicked in and as she ran towards the camp, she could see that the flames were coming from the where her tent was located. As she ran past the other displaced residents in the camp and approached her tent, the harsh reality of what she had feared most suddenly engulfed her. Indeed it was her tent that was on fire. Four other tents later caught fire too. In the inferno, two of Merisia Pierre’s children were rescued by the neighbors, who also used all the available tools to contain the fire. Sadly, 7-month old Shelovson Pierre was not rescued and perished in the fire.
IOM field assistant, Eddy Noelsaint, was called to the scene and arrived a few minutes after the fire started since he lives just across the road. He managed to do a quick assessment of the damage and alerted the relevant authorities including the National Police of Haiti and the CCCM Coordinator. There was a big of panic and heated exchange when the National Police of Haiti attempted to retrieve the body of Shelovson Pierre from the debris. The IDPs insisted that the Shelovson Pierre should come accompanied by the Justice of Peace. IOM therefore had to wait until the morning of 13 August 2010 in order to mobilize new tents and the accompanying family kits (tarpaulins and hygiene kits) for the affected families.
There was a somber mood when IOM team arrived on the site in at 8.00 am in the morning of the next day. IDPs were gathered in small groups and many recounted the events of the night before, while some were consoling Merisia Pierre. The Camp Management Operations team of Delmas requested five tents and family kits (tarpaulins and hygiene kits) from the NFI unit to immediately assist the affected families. The Communication Unit dispatched two community mobilizers to the camp, who held a brief awareness session with the assembled residents on fire prevention in IDP camp establishments. The camp management committee and the residents assisted in clearing the debris and pitching the new tents. The coordinated efforts of the camp residents, the camp committee and the agencies operating in Terrain Acra ensured that the affected families were settled in new tents by 2.00 pm. UNICEF later delivered beds, mattresses and other kitchen utensils to the affected families.
This latest incident has prompted IOM to increase its programmes aimed at fire risk reduction in camps. IOM plans to distribute buckets in IDP camps that can be used by IDPs to fight fires. Frans Van Haaren, the acting coordinator of camp management operations in IOM Haiti, said that the move to provide buckets has a double advantage to the IDPs. ‘Buckets can be useful in different ways in camps including fetching water and storing water . . . . but when a fire breaks out, the same buckets can be used by the IDPs to put out the fire’, said Frans. He further elaborated by saying that ‘distributing buckets to 200 families in an IDP camp is equivalent to prepositioning 200 simple fire-fighting tools to a camp’. Such initiative will be integrated with an intensive public awareness campaign on the risk of fire in IDP camps, and the simple strategies of preventing fire.

Today I went to Uncle Danny's house so he could help me study for my 2 Biology exams on Monday. There's a lot of chemistry (it's cell biology, so it involves chemistry). I suck at chemistry, but Danny is good at it, so he helped talk me through it. Nalz held / consoled baby Carly the whole time. Afterwards, I got food at Harris Teeter and Nalz kept me company while I made dinner (chicken stew). yummmm. I'm going to spend the rest of the night studying and skyping.
PS: Look how covered the table is in kid stuff! hahaha
