The thousands of three-wheeled motorcycle taxis on the streets of Chengdu are illegal. The three wheeler taxi drivers day that they are fined 10 RMB on the spot and sometimes their taxi is impounded for 15 days by the City Management Force (not police, no power of arrest, but can impound property of violators). The taxi drivers said that the have to register their vehicles but get fined for operating them. After getting their taxi back from impoundment, they go back on the streets and take their chances. Some taxi drivers said angrily that Chinese officials at all levels are very corrupt. The enforcement actions of city management forces in some Chinese cities have on occasion set off riots; I noticed they had five enforcement personnel on the spot which was only a half block and in sight of their local office.
