How does Wests Magpies (PL) affiliation with Canberra in 08 affect player availability for Wests Tigers in the NRL?Can players such as Gallant, Rysko, & Cutler (God help us), be promoted to West Tigers or do they go to the Raiders NRL side if called upon?

Gallant was definitely one example last year.
Beau Ryan may have also been promoted from the Magpies PL side - not too sure.
