#1st Nagano International Communication Art Festival

1st Nagano international communication art festival: NICAF '07

Various art projects will be happen in Nagano-city for 5 days by around 8 artists from Japan and abroad.
They will come some days before to have real research how their art project should happen here. Art have
any solution for today's social problem?

The hollowing out of the city. Car center society. Aging society. The dilapidation of the education. Natural
education and peace education. The issue of bullying. An environmental problem. Global warming. The
fall of morals. The loss of the public awareness. The increase of the sense of estrangement of human
relations. The increase of the suicide. The increase of the crime. Rise of the nationalism. The lack of the
international sense. The rise of the big business and the extinction of the medium size or small size retail
store.

We started Nagano International Performance Art Festival (NIPAF) in 1993 and started Nagano
International video Art Festival (NIVAF) in 2006 last year. These festivals will explore immediately to other
town. So first Nagano, then to Nippon (Japan).

Specially NIPAF (Nippon International Performance Art Festival) has 15 years history and already invited
more than 300 foreign artists from 45 countries to our 2 annual festivals in several cities in Japan. NIPAF
has also tour in abroad very often to develop this art medium exchange. We get internationally high
reputation now.

NIVAF did started in last year with small budget, but it showed new meaning of video Art which is now
closed private expression medium with cheap video equipment. New video art works came from Central
Europe, Central and South America and Asia which area we have not enough informations.

In addition, we are doing "Media Art Study Meeting" and "Mobile Gallery Project" to study and practice of
contemporary art with very unique viewpoint.

So now we have our new challenge festival "1st Nagano international communication art festival; NICAF
'07".

This new festival's aim is how art projects which has social contact will effect in small town like Nagano.
Population is less than half million town, no contemporary art gallery and no art university. Nagano has a
famous big Buddhism temple and people are generally conservative. But a capital town of Nagano
prefecture having enough social structure,with good nature, mountain area, was the host of Winter
Olympic games 1998.

Now in Japan, Artists In Residence (AIR) programs are increased and most of them has rich enough
original building. They carry out active activity. But this festival is depend on very poor condition that is
the same as almost all local town in Japan. We expect this festival will show some good suggestion how
contemporary art view point will be popular in local town, not only Nagano.

The participant will be selected after their proposal. We are sorry our budget is very tight, but we hope it
will be done successfully for our future project.

Sept. 21 (Fri): Foreign artists arrival to Tokyo
Sept. 22 (Sat): Presentation in Tokyo ( and Performance?)
Sept. 23 (Sun): Move to Nagano, Start research 1st day, Presentation in Nagano
Sept. 24 (Mon,Holiday): Research 2nd day, Meeting
Sept. 25 (Tue): Research 3rd day, Decision of project, Presentation last idea.
Sept. 26 (Wed): Project realization 1st day
Sept. 27 (Thu): Project realization 2nd day
Sept. 28 (Fri): Project realization 3rd day, Middle report of each project
Sept. 29 (Sat): Project realization 4th day, Last report of each project. Drawing exhibition open.
Sept. 30 (Sun): Project realization last day
Oct. 1 (Mon): Foreign artists going back

Whole schedule:
Jul. 10: Start publicity, call for Project application
Aug.10: Deadline of application
Aug.20: Decision of invited artists, start to edit flyer and poster
Sept.1: Local stuff meeting
Sept.21: Foreign artists arrival Tokyo, start project
Oct.1: Foreign artists going back
Nov. or later: Making catalog etc.

How to Apply
1. Please send your application by e-mail, with basic data (your name, address, telephone, date of birth, a
brief career history, etc)
2. Please write clearly the details and the purpose of your project contents.
3. Also if possible, please send the drawing of your project by email.
4. The proposal deadline; August 10, 2007
5. Result announce; August 20, 2007

Project Suggestion
I. Project shall be able to carry out by artist. If local cooperator is necessary, please describe on
application mail.
2. Please make clear your project contents and project purpose (target).
3. The project purpose shall be quite as follows, but it is not a thing to ask the immediate effect. The
hollowing out of the city. Car center society. Aging society. The dilapidation of the education. The issue of
bullying. An environmental problem. Global warming. Natural education. The fall of morals. The loss of
the public awareness. The alienation of human relations. The increase of the suicide. The increase of the
crime. Rise of the nationalism. The lack of the international sense. The rise of the big business and the
extinction of the medium size or small size retail store. In addition, the various problems that a city of the
Nagano-city degree will be inherent in.
4. Project shall be able to carry it out in Nagano-city and the outskirts. Not only a center of commerce /
the shopping district of the town but also the project in a school, park, riverbank, station square and
mountains is possible. If project need some kind of permission, we will support to get it, but result is not
sure now.
5. If possible, Project need to be able to perform for 5 days, and time per day is depend on artist.
6. Artists need cooperated to organizer.

Invite Artist
Around 4 or 5 foreign artists and 3 or 4 Japanese artists.
1. Artist can get the travel expenses and daily allowance 10 days, but the daily allowance is small.
2. If artists can get international travel support from their own side, it help our tight budget a lot.
3. Artists can get accommodation and foods from organizer during their stay, but poor condition.
4. Material costs has limitation from organizer.
