The religious schools provide free board and lodging, but are widely criticized for indoctrinating students with an extreme version of Islam.

"Through my studies, I became aware that this is the time for jihad and fighting the infidels, and I saw that a jihad was going on in Afghanistan," said Basser, a rail-thin man speaking just louder than whisper. "I looked for a way to get there."
"A trip to Afghanistan is considered part of the profession for a militant," said Imtiaz Gul, director of the Center for Research and Security Studies in Islamabad. "It is almost like you need to do it for graduation. "The American troops are there, and it's a cause of resentment."
Baseer said he spent three summer vacation periods in Kunar, an Afghan province just across the border from northwest Pakistan, which he reached through a network of sympathetic clerics.
On his first trip, in his mid-teens, he cooked for around 30 or 40 other militants, most of them Afghans, who were living in a large cave complex.
On his second stay he had military training and learned to make suicide jackets.
On the final trip he took part in the ambush of a U.S. patrol after he and other fighters had lain in wait in the snow for two days. "I was happy to be in place where I could kill unbelievers," he said. "I thank God that we all returned safely and had a successful mission."
He said he was in the rear of the attack, in which automatic weapons and rocket-propelled grenades were fired. He said the vehicles were left smoldering and that later the assailants were told two U.S. soldiers were killed, but there was no way of confirming that.
Preparing suicide vests
Back in Pakistan, Baseer worked as a mosque preacher in the Khyber region, not far from the northwestern capital, Peshawar. He said it was there that he hooked up with a man named Nazir, a commander in the Pakistani Taliban, who was plotting the attack in Lahore. Baseer said he made 10 suicide vests for Nazir.
Lahore, a city of around 9 million, has suffered scores of attacks by gunmen and suicide bombers over the last 1˝ years. Last month, two suicide bombers killed 43 people in near-simultaneous blasts.
Baseer boarded a passenger bus along with the boy, Mohi-ud-Din, heading down the smooth highway to Lahore, where they were supposed to pick up the bomb and grenades.
Police officer Waris Bharawan, as well as Baseer, said the plan was to hook up with other militants and storm the PC International, one of Lahore's grandest hotels. They said the suicide vest for the attack was sent to the city before the strike.
Baseeer gave only a rough outline of the plan: He and others were to hurl the grenades around the lobby or entrance gate of the hotel, and then Mohid-ud-Din was to run in and detonate his explosive belt.
Did he feel any guilt about what lay in store for his traveling companion? No, he said. "I was feeling good because he was going to be used against Americans."
As he sat in Bharawan's office, handcuffed and dressed in robe and baggy pants, an officer brought in the vest, dropping it on the floor with a thud. The explosive pads studded with ballbearings looked like slices of honeycomb. Also in the evidence bag were 26 grenades.
Baseer obliged with a demonstration, miming the yanking of a white cable that would detonate the vest.
"My instructors used to say this was the most important weapon in the fight against the enemy," he said.
Boy denies knowledge of attack
In the same lockup, a crumbling building built when Britain ruled the Indian subcontinent, police also briefly presented Mohi-ud-Din to the AP. He seemed nervous and tongue-tied, claiming only that he knew nothing about the alleged attack.
The pair were arrested as they arrived at the house of another suspect, just days before the attack was due to have taken place, said Bharawan, who led the arresting officers. He said they acted on surveillance work in Lahore, but declined to give details.
Torture and beatings are common inside Pakistani jails, according to rights groups. During a short time when no police were present, Baseer was asked how he was treated. He said he was beaten, but by members of Pakistan's shadowy and powerful intelligence agencies soon after his arrest, not by the police.

Cultural tensions hinder China quake relief
JIEGU, China - Tibetan monks in crimson robes dug through earthquake rubble alongside government rescue workers Friday, a startling image for a Chinese region long strained by suspicion and unrest.
The central government has poured in troops and equipment to this remote western region, but it is the influential Buddhist monks who residents trust with their lives — and with their dead.
As the death toll climbed to 1,144, there was cheap jeans tension and some distrust over the government relief effort, with survivors scuffling over limited aid.
"They have a relaxed attitude," said Genqiu, a 22-year-old monk at the Jiegu monastery, of the government-sent rescue workers. "If someone's taking their photo then they might dig once or twice."
Since Wednesday's quakes, government relief efforts have been slowed by heavy traffic on the single main road from the Qinghai provincial capital, 12 hours away. On Friday, heavy equipment finally arrived.
"The disaster you suffered is our disaster. Your suffering is our suffering," Premier Wen Jiabao said in remarks broadcast repeatedly on state TV.
Deep divisions
Though the government was reaching out, many residents turned instead to the monks and their traditions, rather than a central authority dominated by the majority Han Chinese. The groups are divided by language — the government has had to mobilize hundreds of Tibetan speakers to communicate with victims — as well as culture and religion.

One monk estimated 1,000 bodies were brought to a hillside clearing in the shadow of the monastery. Gerlai Tenzing said a precise count was difficult because bodies continued to arrive and families had taken some away.
Nearby, two men worked to fit two bodies into the back of a taxi.
Yushu county, the area impacted by the quakes, is overwhelmingly Tibetan — 93 percent by official statistics, though that does not include Han migrants who have moved in temporarily to open restaurants, take construction jobs or work in mines.
The area largely escaped the unrest thatcheap womens jeans swept the Tibetan plateau in 2008. But authorities have periodically sealed off the area to foreign media and tourists.
On Friday, some survivors competed for the limited aid. A line of police held back anxious sunburned residents as aid workers unloaded packets of noodles, tents and other supplies.
"I saw trucks almost attacked by local people because of the lack of food and shelter," said Pierre Deve, program director at a community development organization, the Snowland Service Group. "It started yesterday, but you still see some things like this today. It's getting better. Chinese authorities are doing well."

A few people were still being found alive. China Central Television reported that a 13-year-old girl was pulled from a toppled two-story hotel after a sniffer dog alerted rescuers. And the state news agency Xinhua said a 43-year-old woman was rescued after being trapped for 50 hours with no food or water.
State media said more equipment to check for signs of life was on the way, along with 40,000 tents — enough to accommodate all the survivors.
Makeshift rescue teams of monks and fellow Tibetans said they would work until there was no one left to save.

$1.4 million verdict in Boy Scout abuse case
PORTLAND, Ore. - A jury delivered an embarrassing rebuke to the Boy Scouts of America on Tuesday when it found that the organization failed to protect a man who was molested by an assistant Scoutmaster in the early 1980s.
Jurors awarded $1.4 million to the former Portland man and decided that the Irving, Texas-based organization was liable for up to $25 million in punitive damages that will be decidedcheap jeans in a separate phase of the trial.

"We settled these claims well over a year ago and were able to give the victims compensation to start their healing process," he said, adding that "the LDS church absolutely condemns any kind of child abuse."
Deron Smith, Boy Scouts national spokesman, said the organization believes the allegations against its efforts to protect young people are not valid and the Scouts will appeal.
"We are saddened by what happened to the plaintiff. The actions of the man who committed these crimes do not represent the values and ideals of the Boy Scouts of America," he said.

Chuck Smith, the attorney for the Boy Scouts, told the jury the files helped the Scouts keep potential pedophiles out of the organization. Rare disorder erases all social anxiety
Never has a human population been found that has no racial stereotypes. Not in other cultures or far-flung countries. Nor among tiny tots or people with various psychological conditions.
Until now.
Children with Williams syndrome, a rare genetic disorder that makes them lack normal social anxiety, have no racial biases. They do, however, hold the same gendercheap jeans stereotypes other children do, said study researcher Andreas Meyer-Lindenberg of the University of Heidelberg in Germany.
Normally, children show clear preferences for their own ethnic group by the age of 3, if not sooner, other research has shown.
And, indeed, the children in this study without Williams syndrome reliably assigned good traits, such as friendliness, to pictures of people the same race as themselves. When asked something negative, such as "which is the naughty boy," they overwhelmingly pointed to the other race.
Children with Williams syndrome, however, were equally likely to point to the white or black child as naughty or friendly.
While this study was done with white children, other research has shown that blacks and people of other races also think more highly of their own, Meyer-Lindenberg told LiveScience.

"Just because there is a genetic way to knock the system out, does not mean the system itself is 100 percent genetic," he said.
The study does show, however, that racism requirescheap womens trousers jeans social fear. "If social fear was culturally reduced, racial stereotypes could also be reduced," Meyer-Lindenberg said.
Despite their lack of racial bias, children with Williams syndrome hold gender stereotypes just as strongly as normal children, the study found. That is, 99 percent of the 40 children studied pointed to pictures of girls when asked who played with dolls and chose boys when asked, say, who likes toy cars.
The fact that Williams syndrome kids think of men and women differently, but not blacks and whites, shows that sex stereotypes are not caused by social anxiety, Meyer-Lindenberg said.
This may be because we learn about gender within "safe" home environments, while a different race is usually a sign of someone outside our immediate kin. (Studies to test this explanation, such as with racially-mixed families, have not yet been done.)
Racial biases are likely rooted in a general fear of others, while gender stereotypes may arise from sweeping generalizations, Meyer-Lindenberg said. "You watch mother make the meals, so you generalize this to everyone female."
In their heads
Due to the present study, we now know that "gender and race are processed by different brain mechanisms," Meyer-Lindenberg said, although those involved in gender are less understood.
Previous work has shown that in the brains of peoplewomens trousers jeans on sale
with Williams syndrome, the amygdala — the emotional seat of the brain — fails to respond to social threats. While the amygdala itself is functionally normal, it is misguided by the pre-frontal cortex — the executive of the brain — to block all social anxiety.

Meyer-Lindenberg and colleagues are now using brain imaging to get a clearer picture of how racism and sexism are differentiated in the brain. The present study was published in the journal Current Biology.

Brutal bullies: What makes kids cruel?
The last few months of 15-year-old Phoebe Prince's life were filled with unrelenting torment, according to reports by fellow students.
Classmates at the Irish immigrant's Massachusetts high school called Prince a "whore" and an "Irish slut," students said. They defaced her school photo with obscene drawings, sent her threatening text messages and whispered — or shouted — insults in school hallways. On Jan. 14, witnesses say, she was taunted by acheap jeans group of classmates in the library and hit with a can of Red Bull thrown from a moving car. That afternoon, Prince went home and hanged herself with a scarf.
Nine students have now been charged with harassment and other bullying-related crimes, spurring national debate about the role of the justice system and the culpability of the school administration. But Prince's case raises another, more elemental question: Why are kids so cruel?
Beginnings of bullying research
Research into bullying didn't start until the 1970s, when psychologist Dan Olweus began to study the phenomenon in Norwegian schoolchildren. In fact, much of the study was triggered by the suicides of several young victims of bullying, said René Veenstra, a sociologist at the University of Groningen in the Netherlands.
Since then, decades of research have shown that the power differential between bullies and victims is a crucial component of the interaction.
"Bullies go for admiration, for status, for dominance," Veenstra said. Unlike friendly teasing, he said, bullying is long-term, unwanted and doesn't occur between social equals.
Despite their aggressive behavior, bullies true religion jeans on salealso want affection, Veenstra said. His work has shown that bullies care about the approval of their own in-group, so they strategically pick victims they know few other classmates will defend.
Other researchers have found evidence that kids who are already socially awkward are more vulnerable to bullies. But there's no one thing that makes a child a target.
"There's actually no good reason," said Young Shin Kim, a professor at the Child Study Center at the Yale School of Medicine. "One day, they just don't like a kid because that kid will wear pink, and the next day they might not like other kids because they're wearing blue, or they're tall, or they're small, or they wear glasses. ... It's just not really, systemically, that there's some kind of reason or motivation. It's more like a cultural thing."
A recent study found gay and lesbian teens get bullied two to three times more than their heterosexual peers.
A culture of bystanders
For some kids, bullying behavior is just the tip of the iceberg, Kim said. These children have other problems with aggression and control and may be abuse victims themselves. But there are also many otherwise well-adjusted children who just "think it's a cool thing to do," she said.
Indeed, 85 percent of bullying cases happen for the benefit of an audience, Veenstra said. Bullies want their behavior to be noticed. That means the reactions of bystanders is another essential piece of the bullying puzzle.
"There are often defenders to the victims, but there are certainly more bystanders," Veenstra said. Other children have a difficult time intervening without the support of teachers and authority figures, who are sometimes too quick to dismiss bullying. And adults don't always set good examples. Take driving: Grown-ups often tailgate slow drivers in an effort to intimidate them, Kim said. That's a page right out of the bully handbook.
When it comes to bullying, Phoebe Prince's case was almost textbook. She was a new girl, different from her classmates, who dared to date a popular upperclassman, cheap womens trousers jeanswhich allegedly drew the wrath of other popular kids who wanted to put her in her place. Bullying is often used to maintain the social pecking order, Veenstra said.
And while suicides by victims are rare, bullying does increase suicide risk. It can also cause poor school performance, depression and low self-esteem that persists for years.
Bullies, too, fall victim to their own behavior. They have higher risks of delinquency, substance abuse and psychological problems. One study of Korean schoolchildren found that all female students involved in bullying (whether as bully, victim or both) had higher rates of suicidal thoughts and behavior.
"Bullying experience is not something that you overcome without consequences," Kim said.
Bullying is also not inevitable. Anti-bullying programs work, researchers say. The Scandinavian countries, which implemented widespread anti-bullying curricula in the 1970s and '80s, now have some of the lowest bullying rates worldwide.
The key is that anti-bullying messages must be consistent and widespread, says Rosalind Wiseman, author of "Queen Bees and Wannabes: Helping Your Daughter Survive Cliques, Gossip, Boyfriends, and the New Realities of Girl World" (Three Rivers Press, 2003) and creator of the anti-bullying curriculum "Owning Up."
"Please don't waste anybody's womens trousers jeans on saletime by doing a 45-minute bullying assembly, and then putting on some piece of paper that you have a zero-tolerance policy for bullying," Wiseman said. For the message to take, she said, teachers must be trained to respond to bullying on a daily basis, and the culture of the school must reinforce that bullying is not acceptable.
In the end, Kim said, one of the worst mistakes adults can make is to shrug off blame on the younger generation.
"We grown-ups have to be much more active, proactive and responsible and do something about it," she said. "It's not kids' problem. It's our problem."

Va. jury: Naked in own home not indecent
FAIRFAX, Va. - A man charged with indecent exposure after two women said they saw him naked inside his own home was acquitted Wednesday by a Virginia jury.
Erick Williamson, 29, has argued since his October arrest that he should not be punished for being naked in the privacy of his own home.
Police and prosecutors, as well as the two women who testified against him, said he intended to expose himself and made no attempt to conceal himself in a residential neighborhood filled with children.
"It's really a weight off my shoulders after thesecheap jeans last six months," Williamson said after his acquittal. "I think (the verdict) kind of sets the record straight. It was an innocent action."
In December, a judge in Fairfax County's General District Court convicted Williamson of misdemeanor indecent exposure, but imposed neither jail time nor a fine. Still, Williamson appealed his case to the county's circuit court, risking a maximum punishment of a year in jail to clear his name.
"When you know you've done nothing wrong, it's hard to take these kind of accusations and not stand up to it," said Williamson, an out-of-work commercial diver who racked up thousands of dollars in legal fees.
At the time of his arrest, Williamson was sharing a home in Springfield with other commercial divers. He testified Wednesday that his roommates had gone to work and left him alone in the house for the first time in months. He was moving out, and decided to pack his belongings and make breakfast in the nude.

16-year-old accuses mom of Facebook slander
ARKADELPHIA, Ark. - The mother of a 16-year-old boy said she shut him out of his Facebook account after reading he had driven home at 95 mph one night because he was mad at a girl. His response: a harassment complaint at the local courthouse.
"If I'm found guilty on this it is going to be open season" on parents, Denise New, the mother, said Wednesday.
New, of Arkadelphia, Ark., said many of her son's postings didn't reflect well on him, so after he failed to log off the social networking site one day last month, she posted her own items on his account and changed his password to keep him from using it again.
"The things he was posting in Facebook would make any decent parent's eyes pop out and his jaw drop," Denise New said. "He had been warned before about things he had been posting."
Lane New, who lives with his grandmother, filed a complaint with prosecutors who approved a harassment charge March 26. His mother said she was doing what any good parent would do.
"Just because I don't have custody doesn't mean I don't care about him," Denise New said.

"He left it logged in on my computer," she said. "It's not like I stole his laptop."
Denise New said the boy had written on his Facebook page that he had gone to Hot Springs one night and drove 95 mph on the way home because he was upset with a girl. Several other posts on his site also bothered her, but she refused to elaborate.
She said he has since opened a new Facebook account.
Prosecutor Todd Turner declined to comment on the case because the boy is a minor.
Denise New said Lane moved in with his grandmother about five years ago, after she went through a difficult divorce, was having mental health problems and didn't feel she could provide her son with the supervision he needed.
She faces a hearing on the misdemeanor at the Clark County Courthouse on May 12.

Magnitude-7.7 quake rattles Indonesia
SUMATRA, Indonesia - An earthquake with a magnitude of 7.7 rattled the Indonesian island of Sumatra on Wednesday, shaking buildings, causing blackouts and prompting a tsunami warning that sent people rushing to higher ground. There were no immediate reports of injuries or widespreadcheap jeans damage.
The quake struck at 5:15 a.m. local time and was centered 125 miles northwest of Sibolga, in Sumatra, a major island in western Indonesia, the U.S. Geological Survey reported. It was about 28 miles deep, the agency said.
The Indonesia Meteorology and Geophysics Agency issued a tsunami warning following the quake, which struck as people in the predominantly Muslim region were preparing for morning prayers. The warning was later lifted and no significant tsunami was generated.

People in several cities along the southeastern coast of Sumatra as well as Sinabang on Simeulue island and Gunung Sitoli on nearby Nias island poured into the streets and rushed to higher ground after the quake.
"Rumors about a tsunami panicked villagers living near the beach," said Eddy Effendi, a resident in Nias district of North Sumatra province. KFC sandwich ditches the bread
To steal a phrase from a fellow fast-food chain, KFC is thinking outside the bun.
The chicken chain rolls out its Double Down sandwich this weekend — although some might question whether it really is a sandwich. It consists of two white meat chicken breast cheap jeansfillets with a filling of bacon, Monterey Jack and pepper jack cheese with Colonel’s Sauce (a spicy mayonnaise).
The company announced the rollout on its Web site with a ticker counting down the minutes until the national release.
The Double Down was test marketed in Providence, R.I., and Omaha, Neb., for a month last summer and public reaction was strong, company officials said.
The sandwich already has been a topic of late-night television monologues as well as postings on Internet message boards, some of which have contended the item was a hoax.

“For your real chicken sandwich lover, you no longer have to go to a burger place for a (not as tasty) chicken sandwich. This is so meaty, there is no room for the bun,” Maynard said. The latter quip will serve as the catchphrase in an upcoming national ad campaign to announce the Double Down.

Retaliation fears slow case of gang-raped child
TRENTON, N.J. - Rowan Tower has a bad reputation. Gangs walk the streets nearby, and police are a constant, and some say ineffective, presence at the 15-story apartment building a stone's throw from the Statehouse's golden dome.
A 13-year-old girl was killed last year in a drive-by shooting a block away, and not a single person stepped forward to help police identify the attackers. This week, though, the mothers, grandmothers and children who live in the tower saw crime there sink to a new depth.
The reported gang rape of a 7-year-old girl who police say was offered for sale by her 15-year-old stepsister to a group of grown men has shocked residents and put them in a quandary. "We are mothers," said tenant Shawntel Abner. "If we aren't here, there is no one to watch our children. You are asking a lot of us. You are asking us to put our lives on the line."
Police said the rape unfolded this way:
The 15-year-old went to a party Sunday with some young men on the 13th floor of the building; her 7-year-old stepsister tagged along because she worried about the older girl's safety.
The 15-year-old sold sex to men in the room, then took money to let them touch the younger girl. Touching turned to forcible sex as at least seven men raped the 7-year-old. The little girl then put her clothes on and left the apartments. That's when two women found her crying and took her home.
The 15-year-old has been charged with promoting prostitution, aggravated sexual assault and other crimes; police have not released her name.
A 20-year-old man has been charged with having sex with the 15-year-old, but police don't know who might have attacked the 7-year-old. Officials say, though, that someone in Rowan Tower does and are urging, even threatening, neighbors to identify them.
"People absolutely know who these men are," Mayor Doug Palmer told The Associated Press on Friday. "If you were there and didn't participate, you really need to come forward. If you don't come forward, then you are going to be charged like you participated."
'We all care'
Rowan Tower sits on a stretch of West State Street near downtown Trenton and is surrounded by blocks of abandoned, boarded-up homes. It's fronted by a well-manicured lawn and features a colorful playground and a basketball court. An American flag hangs from a pole to the right of the front door.
Tammy Blake lives in apartment 13-F, just down the hall from where the rapes are said to have happened. She said that she didn't hear anything but that loud music and raucous behavior are the standard, not the exception, in the building.
"You get so used to the way things are here," said Blake, 47. "We all care because this is where we live."
But fear, she said, keeps people quiet.
"It's hard for us because there's drugs, crime and gangs," she said. "If we speak out, we never know what's going to happen. There could be someone kicking our door in and putting a gun in our face because they heard or saw that we were talking to someone. People here, they're thinking about their lives. It's not that they're being inconsiderate about the 7-year-old girl."
Neighbor William Johnson said police come and go from the tower all the time.
"I don't see how that can happen," he said of the rape. "Where were the adults at?"
Sixty-year-old Frances Claridy has lived in the building for 19 years and said that there are good neighbors and bad — and that the two groups don't socialize.
"Our apartments are good," Claridy said. "It's just some people in this building are not."
Unrelated sweep
Claridy and several other residents were picked up on warrants for minor infractions Thursday during a police sweep, an effort Palmer says was planned before the report of the March 28 rape. But those caught up in the raid said police clearly had the girl's rape on their minds.
In 2009, the same neighborhood was reeling from drive-by shooting death of 13-year-old Tamrah Leonard during a block party for a City Council candidate less than a block from the tower. Not even cash would drew information out, Palmer said.
"People knew," he said. "They even offered a reward, and no one took it."
The size of Trenton's police force did not budge in 2008, according to data from the attorney general's office, despite an increase in rape and thefts in the city. Law enforcement agencies, however, appeared to be making progress as violent crime overall was slightly down.
The rape case comes as Trenton stands to lose police officers to layoffs if state lawmakers approve a $42.3 million reduction in aid.
Gov. Chris Christie told the AP he was floored by reports of the rape.
"What happened in Trenton with that young girl is deplorable," Christie said Thursday. "For a parent, it's nightmare-inducing."

Tair Rivers, 27, said officers yelled, "What happened to the little girl?" as they arrested her and other women. Rivers was arrested for outstanding parking tickets, she said.
Rivers lives in 13-H, an apartment right across from 13-C where the party occurred. She said she was not home over the weekend but would not hesitate to tell police if she knew something.
"We all got kids," River said. "If we knew something, we would tell."
Police believe as many as a dozen people were at the party and say everyone in the apartment when the rape occurred could be legally culpable. There were security cameras at the complex and police said they were reviewing all available building surveillance videos.
According to police, the teenager and the 7-year-old were outside in the neighborhood Sunday when the older girl ran into two young men she knew who invited her to the party. The 7-year-old wanted to tag along because she was worried about the older girl's safety.
At the party, the 15-year-old starting having sex with several men for money and then gave the younger girl some cash to let a group of men touch her as she looked on, police said. It soon escalated to rape and the men threatened to kill the child if she screamed or told anyone, according to police.
The girl later put on her clothes and left the apartment; her older sister stayed. Two women found the child crying outside the apartment and walked her home.
The teenager's name was not released because of her age, but the county prosecutor plans to ask the court to try her as an adult. It was not clear who was representing the girl in juvenile court.
Interstate Realty Management Company, which manages the 15-story building, said about 150 people live there, and many of the apartments are vacant.
New Jersey Gov. Chris Christie on Thursday called the incident "deplorable" in his first public comments on the crime that occurred in the shadow of the New Jersey Statehouse.

China in uproar over dumped dead babies
BEIJING - Chinese officials have sought to contain public outrage after workers at a hospital dumped 21 dead fetuses and infants' bodies near a river bank.
The corpses were discovered near a bridge in Jining, a city in Shandong province on China's east coast, abandoned there by staff at a local hospital morgue, according to Chinese news reports that have stirred sharp public criticism.

Police and medical investigators found that two morgue workers, Zhu Zhenyu and Wang Zhijun, had "privately struck oral agreements with the families of the deceased babies to dispose of their remains and had taken payments from them," the state-run Xinhua news agency said. The parents, apparently unable or reluctant to pay for proper burial or cremation, entrusted their dead to the two.
'Civilized' society?
Cremation in China can cost thousands of yuan (hundreds of dollars), depending on how elaborate the service.
"They took the corpses to near the Guangfu River and disposed off them. They failed to bury them properly, so that they were exposed to view and discovered," reported Xinhua.
For many ordinary Chinese, who often lament lax and increasingly expensive medical care, the dumping of the 21 dead fetuses and infants is indicative of deeper healthcare woes.
"This is shocking. It makes me wonder whether this is a civilized society," said one commentator on a Chinese-language Internet website.
One of the corpses was found by a local resident on Sunday. Alarmed residents then discovered more of the dead, including seven in the river, which is used for drinking water, said local news reports.
Some of the corpses still had green tags attacked to their legs, giving their birth date, mother's name and hospital bed number, the Beijing News reported, citing witnesses. One of the dead was in a plastic bag marked "medical refuse."
A deputy head of the Jining Medical University hospital, where the fetuses and infants died, was suspended, and two other hospital managers were sacked.
