To get effect I used the following settings in order:
Exposure Color Stretch, Mild Contrast Pop, Clarity, then Spicify.
Then a few finishing touches by using Noiseware by Imagenomic in between the above filters on the night scene setting.
I had to magic select the white parts of the car to turn it white again. After using the HDR effect it turned the car PINK because of the reflection from the brick ground. I just used the selective color function to take out the red, yellow, and every other color to get it white again.
