Before the Titanic, William Parkhurst Lost at Sea in wreck of S.S. Artic
Before the SS Titanic, there was the SS ArticTragedy
The sinking of the steamship Arctic in 1854 stunned the public on both sides of the Atlantic, as the loss of 350 lives was staggering for the time. And what made the disaster a shocking outrage was that not a single woman or child aboard the ship survived.
Lurid tales of panic aboard the sinking ship were widely publicized in newspapers. Members of the crew had seized the lifeboats and saved themselves, leaving helpless passengers, including 80 women and children, to perish in the icy North Atlantic.
The Arctic had been built in New York City, at a shipyard at the foot of 12th Street and the East River, and was launched in early 1850. It was one of four ships of the new Collins Line, an American steamship company determined to compete with the British steamship line run by Samuel Cunard.
The businessman behind the new company, Edward Knight Collins, had two wealthy backers, James and Stewart Brown of the Wall Street investment bank of Brown Brothers and Company. And Collins had managed to get a contract from the US government that would subsidize the new steamship line as it would carry the US mails between New York and Britain.
The ships of the Collins Line were designed for both speed and comfort. The Arctic was 284 feet long, a very large ship for its time, and its steam engines powered large paddle wheels on either side of its hull. Containing spacious dining rooms, saloons, and staterooms, the Arctic offered luxurious accommodations never before seen on a steamship.
When the Collins Line began sailing its four new ships in 1850, it quickly gained a reputation as the most stylish way to cross the Atlantic. The Arctic, and her sister ships, Atlantic, Pacific, and Baltic, were hailed for being plush as well as reliable.
The Arctic could steam along at about 13 knots, and in February 1852 the ship, under the command of Captain James Luce, set a record by steaming from New York to Liverpool in nine days and 17 hours. In an era when ships could take several weeks to cross the stormy North Atlantic, such speed was stunning.
The SS Arctic at the Mercy of the Weather
On September 13, 1854, the Arctic arrived in Liverpool after an uneventful trip from New York City. Passengers departed the ship, and a cargo of American cotton, destined for British mills, was offloaded.
On its return trip to New York the Arctic would be carrying some important passengers, including relatives of its owners, members of both the Brown and Collins families. Also along on the voyage was Willie Luce, the sickly 11-year-old son of the ship’s captain, James Luce.
The Arctic sailed from Liverpool on September 20, and for a week it steamed across the Atlantic in its usual reliable manner. On the morning of September 27, the ship was off the Grand Banks, the area of the Atlantic off Canada where warm air from the Gulf Stream hits cold air from the north, creating thick walls of fog.
Captain Luce ordered lookouts to keep a close watch for other ships.
Shortly after noon, lookouts sounded alarms. Another ship had suddenly emerged from the fog, and the two vessels were on a collision course.
The Vesta Slams Into the Arctic
The other ship was a French steamer, the Vesta, which was transporting French fishermen from Canada to France at the end of the summer's fishing season. The propeller-drive Vesta had been built with a steel hull.
The Vesta rammed the bow of the Arctic, and in the collision the steel bow of the Vesta acted like a battering ram, spearing the Arctic’s wooden hull before snapping off.
The crew and passengers of the Arctic, which was the larger of the two ships, believed the Vesta, with its bow torn away, was doomed. Yet the Vesta, because its steel hull was built with several interior compartments, was actually able to stay afloat.
The Arctic, with its engines still steaming away, sailed onward. But the damage to its hull allowed seawater to pour into the ship. The damage to its wooden hull was fatal.
The Panic Aboard the Steamship Arctic
As the Arctic began to sink into the icy Atlantic, it became clear the great ship was doomed.
The Arctic only carried six lifeboats. Yet had they been carefully deployed and filled, they could have held approximately 180 people, or almost all the passengers, including all the women and children aboard.
Launched haphazardly, the lifeboats were barely filled and were generally taken over entirely by crew members. Passengers, left to fend for themselves, tried to fashion rafts or cling to pieces of wreckage. The frigid waters made survival nearly impossible.
The captain of the Arctic, James Luce, who had heroically tried to save the ship and get the panicking and rebellious crew under control, went down with the ship, standing atop one of the large wooden boxes housing a paddle wheel.
In a quirk of fate, the structure broke loose underwater, and quickly bobbed to the top, saving the captain's life. He clung to the wood and
Madrona Playground
This photo was taken at the Madrona Playground. The short depth of focus makes the handles stand out, but the background is still visible. The background includes Mountain Flow Yoga, Edward Jones Investments, and Kismet Salon. Also, the bright yellow of the handles contrasting with the dark brown wood helps draw attention. There is pattern because the yellow handles and chains are repeated multiple times. The circles on the wooden stands create a pattern as well. The raindrops on the handles help illustrate the setting and atmosphere.

City analysts: ‘Booker will be a FTSE 100 stock one day’
Following the cash and carry r’s results yesterday, City analysts have described the company as a "natural winner".
In light of yesterday’s results analysts at Evolution Securities chose Booker as the top pick for the sector, describing the company as having "world class management".
“It is a growth story, funded out of cash flow and is mainly competing against weak competitors, many of whom are financially stretched. Booker’s management are conservative and are inclined to play down the potential, but we see the upside as very substantial over the medium term, and we reiterate our view that Booker will be a FTSE100 stock one day,” they said.
“This will be driven by pushing more sales through existing assets, growth in India and high operational gearing (we estimate a profit to sales ratio of six times – twice that of the mainstream food retailers).
“The potential is demonstrated by the upgrades that we have seen over the last 15 months. In March 2010, our forecast for what is now the current year was ?66m PBT (profit before tax). Today we expect ?85m – an upgrade of 30%.
“At the same time the company has become very cash positive despite a very progressive dividend policy. We find it hard to imagine a better story – Booker has the best management, the best assets and the most resources in its space. It is a natural winner. We are very reassured by today’s figures, which confirm Booker as the momentum player in the sector.”

- Oil sands, extra heavy oil, or bituminous sands - colloquially known as tar sands - are a type of unconventional petroleum deposit. The sands contain naturally occurring mixtures of sand, clay, water, and an extremely dense and viscous form of petroleum technically referred to as bitumen.
- (oil sand) a sandstone that yields oil.
- A deposit of loose sand or partially consolidated sandstone containing petroleum or other hydrocarbons
- (Oil sand) Mud-like material composed of sand, water and clay wrapped in thick hydrocarbon called bitumen. Once the bitumen is separated from the sand and the water it can be refined into synthetic crude.
The wheel of oil sands
This is a retired tire used on oil sands heavy haulers at Fort McMurray: 4-meter high, 15,000 kg in weight. A new one costs as much as a SUV and lasts merely 12 to 15 months.
Alberta's oil sands contain the biggest known reserve of oil in the world. An estimated 1.7 to 2.5 trillion barrels of oil are trapped in a complex mixture of sand, water and clay. With oil prices reaching US$80 per barrel, oil sands have brought much prosperity and growing pain to the province. The average price of a 3-bedroom house in Fort McMurray is around $600,000. Due to severe labour shortage, the oil companies have to not only attract labour from other provinces but also hire foreign workers from as far as Asia. The Starbucks coffee shops in Fort McMurray often have a long lineup of 40-50 people.

P5723sm Aswan High Dam
Aswan High Dam
Aswan Dam is the name of two dams, both located Aswan, Egypt. Most commonly today the name refers to the High Dam, which is the newer of the two. Construction on the High Dam was completed in 1970, and has had immeasurable impacts on the economy and culture of Egypt. The earlier Old Aswan Dam, or Aswan Low Dam, was completed in 1902. The aim of both projects was to regulate river flooding, to provide storage of water for agriculture, and later, to generate electricity. The former cataract and the Old Aswan Dam are about 1,000 kilometres (620 mi) (686 kilometres (426 mi)) up-river and south-southeast of Cairo. The new Aswan High Dam is further 4 kilometres (2.5 mi) upriver from the older dam.
Before the dams were built, the River Nile flooded each year during summer, as water flowed down the valley from its East African drainage basin. These floods brought high water, plus natural nutrients and minerals that continuously enriched the fertile soil along the river and made the Nile valley ideal for farming, as it had since ancient times. As Egypt's population grew and conditions changed, there came a desire to control the flood waters to both protect and support farmland and economically important cotton fields. In high-water years, the whole crop might be wiped out, while in low-water years widespread drought and famine occasionally occurred. With the reservoir storage provided by these dams, the floods could be lessened, and the water could be stored for later release.
The earliest attempt of building a dam in Aswan dates back to the 1000s, when the Iraqi polymath and engineer Ibn al-Haytham (known as Alhazen in the West) was summoned to Egypt by the Fatimid Caliph, Al-Hakim bi-Amr Allah, to regulate the flooding of the Nile, a task requiring an early attempt at an Aswan Dam.[1] After his field work made him aware of the impracticality of this scheme,[2] and fearing the caliph's anger, he feigned madness. He was kept under house arrest from 1011 until al-Hakim's death in 1021, during which time he wrote his influential Book of Optics.
Following their 1882, invasion and occupation of Egypt, the British began construction of the first dam across the Nile in 1898. Construction lasted until 1902, and it was opened on 10 December 1902, by HRH the Duke of Connaught and Strathearn. The project was designed by Sir William Willcocks and involved several eminent engineers of the time, including Sir Benjamin Baker and Sir John Aird, whose firm, John Aird & Co., was the main contractor.[3][4] A gravity dam, it was 1,900 m long and 54 m high. The initial design was soon found to be inadequate and the height of the dam was raised in two phases, 1907-1912 and 1929-1933.
When the dam almost overflowed in 1946 it was decided that rather than raise the dam a third time, a second dam would be built 6 km upriver (about 4 miles). Proper planning began in 1954 just after the Egyptian Revolution led by the Free Officers, of whom Gamal Abdel Nasser was to become leader.
In 1955 Nasser was trying to portray himself as the leader of Arab nationalism, in opposition to Hashemite Iraq, especially following the Baghdad Pact of 1955. At this time the US was concerned with the possibility of communism spreading to the Middle East, and saw Nasser as a natural leader of an anti-communist Arab league. The US and Britain offered to help finance construction of the high dam with a loan of US$270 million in return for Nasser's leadership in resolving the Arab-Israeli conflict. Nasser presented himself as a tactical neutralist, and sought work the US and USSR for Egyptian and Arab benefit.[5]
After Israel defeated Egyptian forces in 1956, Nasser realised that he could not legitimately portray himself as the leader of pan-Arab nationalism if Israel could push him around militarily. He looked to quickly modernise his military, and he turned first to the US.
US Secretary of State John Foster Dulles and US President Dwight Eisenhower told Nasser that the US would supply him with weapons only if they could send military personnel to supervise the training and use of the weapons. Nasser did not like these conditions and looked to the Soviet Union. Dulles believed that Nasser was only bluffing, and that the USSR would not aid Nasser. But the USSR promised Nasser a quantity of arms in exchange for a deferred payment of Egyptian grain and cotton. Instead of retaliating against Nasser for turning to the Soviets, Dulles sought to improve relations with him. This explains the US/British offer of December 1955.
Though the Czechoslovak arms deal actually increased US willingness to invest in Aswan, the British cited the deal as a reason for withdrawing their funding. What angered Dulles much more was Nasser’s recognition of communist China, which was in direct conflict with Dulles's policy of containment. There are several other reasons why the US decided to withdraw the offer of funding. Dulles believed that the Soviet Union would not
High Lane Station Cheshire August 1969
After my uneventful dmu journey to & from Macclesfield on the ex-MBMR I returned to High Lane (again the only passenger to alight) & the 3/4 mile walk to Middlewood (ex-LNWR) station, the journey by train to Buxton & bus back to Hartington.
This not particularly inspiring photo - especially with the telegraph pole smack in the middle - shows my train departing northwards from the bottom of the ramp up to the A6. I remember that my intention was to climb up to the A6 bridge to take a shot of the train leaving but it started to move so this was all I could grab.
Was it worth it spending a whole day travelling for these 4 photos? I like to think so as the line did close in 1970 & this journey is no longer possible. The only part still open is at the very north where a short spur to Rose Hill station remained in place.

New York Auto Show, 2011 - General Motors EN-V
Looking like something out of a science-fiction movie, this is one of three commuter cars General Motors designed as possible transportation modes for the future - the very fat future.
The EN-V cars are meant to meet the demand for short-range urban transport vehicles in places where streets are tighter and parking space is limited, but driving distances are shorter than in rural or suburban areas. The En-Vs are roughly half the length of a Smart car and weigh less than half a ton. Each car is powered by a lithium-ion battery pack, seats two, and has a cabin fitted onto a Segway-designed two-wheel base. Inside are all sorts of gadgets to maneuver the car around town - including car-to-car communication and pedestrian-detecting sonar, among other things. It adjusts itself to the contours of the street and also turns in place.
You won't see it in a GM dealership for 2012. If such a car ever gets produced, you'll likely be able to buy one in the next leap year in which February 29 is a Wednesday - i.e., 2040. My only skepticism regarding the EN-Vs is that they were co-designed by Segway, and their motorized scooters went from being the new wave of urban transport to a joke in a Wells Fargo commercial. (In the ad, a Wells Fargo customer who owns one has a history of investing in ideas that didn't work.)

Ford building $1bn manufacturing complex in India
On a plot of land acquired by Ford India for its new automobile manufacturing plant near Sanand, some 60 kms from Ahmedabad. Ford has started construction on a $1 billion manufacturing and engineering complex on the site. The complex will create 5,000 jobs and be able initially to produce 240,000 vehicles and 270,000 engines a year from 2014, Ford says. AFP - US auto giant Ford has started construction on a $1 billion manufacturing and engineering complex in India as it bets on the country to help drive global growth, a company statement said on Tuesday.
The new manufacturing facilities in Sanand in the western state of Gujarat will create 5,000 jobs, and will be able initially to produce 240,000 vehicles and 270,000 engines a year, Ford said.
The first vehicles and engines are due to come off the line in 2014.
The complex highlights the automaker's plan "to aggressively grow the Ford brand in India," said Ford India president Michael Boneham.
The new manufacturing facilities are targeted at helping Ford reach its goal of increasing worldwide sales by nearly 50 percent by the middle of the decade to eight million vehicles a year.
"We are aggressively expanding in markets around the world that have the most growth potential," said Joe Hinrichs, president of Ford Asia Pacific and Africa.
Ford has made several moves to support its aggressive expansion plan in India, with the company's total investment in the country to date now at $2 billion.
Rising incomes and rapidly expanding young populations have turned Asia into a battleground for global car manufacturers such as Ford, GM and Toyota, which hope to grow revenues by steering towards the Asia-Pacific region and Africa.
Ford began selling its cars in 1996 in India and in China one year later, but it only recently stepped up its game as it emerged from recession and restructuring in the United States.
Last year, Ford announced it will bring eight new vehicles to India by mid-decade, the first one being the Fiesta, launched in July.
The Detroit firm still has a long way to go to make the region a significant revenue generator. Ford is a comparative minnow in China and India with only three percent of the markets -- the two fastest-growing globally.
the sad statistics
During the 1990s, the Philippines made significant progress in fighting poverty. According to the Family Income and Expenditure Survey of 1997, poverty incidence fell from 49.3% of total population in 1985 to 40.6% in 1994 and 36.8% in 1997.
According to an ADB study conducted by Ernie Pernia and Arsenio Balisacan, however, the decline in poverty rates did nothing to improve the country's notoriously inequitable income distribution. Despite the more-or-less sustained economic growth from 1985 to 1997, the poorest 20% of the population only improved their income 0.5% for every 1% growth in average income. In other words, they slipped further behind and income inequality became even more extreme.
The absolute gains were attributable to rapid economic growth during the Ramos administration, increased foreign investment, relative political stability, and decent public sector revenues associated with the privatizations introduced as part of the FVR reform agenda. (see Globalization Part 1 and Globalization Part 2).
Although the Philippines escaped the Asian financial crisis in better shape than many of its neighbors, the crisis did have a significant impact, an impact exacerbated by the damage done to the agricultural sector by the El Nino phenomenon during 1997-98. Both urban and rural sectors were hard hit by rising prices and a weakened labor market, causing poverty to begin edging up again. These factors contributed to a major increase in the number of Filipinos earning less than $276 a year (considered the minimum required to meet basic living requirements here), from 27 million in 1997 to 31 million in 2000 (39.4% of the population)
Enough statistics! Let's turn to a brief discussion of two practical areas that illustrate what we're talking about.

Downtown West section 2 redevelopment plan
"Proposed future land use."
Excerpted from the city of Hartford's 2008 redevelopment plan:
General Purposes of the Project
The primary goal of the Downtown West Section II (Union Station – Walnut Street) Project is to remove obsolete and blighted buildings from a critical perimeter area of the Downtown and create a development opportunity for mixed use and transit-oriented development (TOD) that will support the initiation of commuter rail and bus service at Union Station, bridge the physical barriers between the insurance industry campuses and the western end of Downtown Hartford, provide retail, residential and commercial space to serve the needs of the surrounding neighborhoods, and reinforce the public and private investments that have already been made in the vicinity of the Project Area.
The West Section II (Union Station – Walnut Street) Redevelopment Area is well-situated between the core area of Downtown Hartford, Union Station and The Hartford insurance company corporate campus. However, the disjointed nature of the properties in the Project Area, due to topography differences and the physical barriers presented by I-84 and the railroad tracks, presents unique challenges for redeveloping this area. It is appropriate that this Project Area be developed in three different components: the vacant Capitol West office building, the former surface parking lot for The Hartford insurance company, and the portion of the Project Area with frontage along Edwards Street and Walnut Street.
In terms of future land use, it is envisioned that the Capitol West office building be redeveloped as a transit-oriented development possibly including structured parking and a pedestrian connection with the corporate campus across Spring Street to support Union Station’s transition to a commuter rail and bus station. The large surface parking lot formerly utilized by The Hartford could also be developed as transit operation support space including parking that would serve nearby uses. Finally, the portion of the Project Area along Walnut Street could be upgraded to improve existing uses or for small-scale commercial uses, including retail, food service/restaurants and service establishments, to serve the new Public Safety Complex and the surrounding residential neighborhoods. Additional surface parking could be provided behind these businesses, particularly as part of the redevelopment of the two parcels at the intersection of Walnut Street and Edwards Street.
This Plan serves as a mechanism to achieve the above goals and incorporates several policy recommendations of the City of Hartford’s Comprehensive Plan of Development and the Downtown West Study. These goals and recommendations include:
Expansion of Hartford’s property tax base
Improvement of public safety and the image of Downtown as a secure environment
The creation of linkages between Downtown and other Hartford neighborhoods
The implementation of efficient and convenient mass transportation, vehicular circulation and pedestrian movement systems
Improve conditions by removing blight

Great Gable Plaque
First World War Memorial on Great Gable in the Lake District
From the Fell & Rock CC Journal 1924
UNVEILING THE WAR MEMORIAL TABLET
Great Gable, June 8th, 1924
W. T. PALMER
On Whit Sunday the Club completed its task of a permanent and magnificent memorial to members who fell in the Great War. In October, 1923, the title-deeds of 3,000 acres of high mountain had been handed over to the National Trust. The rocks, buttresses, and recesses of Lingmell, Great End, Allan Crags, Green Gable, Great Gable, Kirkfell and other peaks east and west of Sty Head Pass had been secured, as Dr. Wakefield (the new President) declared, to us and our children for ever.
The occasion at Coniston was historic. The next ceremony on Great Gable was more intimate. If there is any communion with the spirits of dead warriors, surely they were very near that silent throng of climbers, hill-walkers, and dalesfolk who assembled in soft rain and rolling mist on the high crest of Great Gable. The gloom and gentle wind-sounds added impressiveness to the occasion. There was no effort at pageantry or emotion; the service was a tribute to memory.
The simple eloquence of Arthur Wakefield, the glowing eulogy of Geoffrey Winthrop Young, the calm confidence of the prayers recited by the Rev. J. H. Smith, added to the striking power of the occasion. No one, however dour and hardened, passed through the service on Great Gable on that memorable day without feeling touched, but never was there unrelieved sadness in heart or mind.
The war-stained Union Jack which flew from H.M.S. Barham at the battle of Jutland, and which at the outset enshrouded the bronze tablet, gave the only touch of colour. For the rest, the climbers came in well-worn grey and brown. Now and again, through the hush, came the clink of boot-nails on the boulders, or a word of softly-spoken greeting. Grey mists and drifting rain gave us once more a mountain's greeting.
About five hundred persons drew closer together as the President stood on the rock-platform next the draped flag. Arthur Wakefield spoke slowly, under stress of the emotion everyone was feeling, of the climbers who had paid the last Great Sacrifice. He spoke of the love of freedom which had impelled them to dedicate strenuous hours to the joy of these hills, and to their love for their own land, which made its defence from incursion and domination a high and solemn duty. In a few words he described the great mountain park which lay in the mist and silence below and around, and which for memory, had been presented to the nation, a possession for ever.
Geoffrey Winthrop Young, a veteran of the Piave front, pronounced the following eloquent tribute to the fallen:
Upon this mountain summit we are met to-day to dedicate this space of hills to freedom.
Upon this rock are set the names of men-our brothers, and our comrades upon these cliffs-who held, with us, that there is no freedom ot the soil where the spirit of man is in bondage; and who surrendered their part in the fellowship of hill and wind, and sunshine, that the freedom of this land, the freedom of our spirit, should endure.
This bronze stands, high upon the crowning glory of our free land, as a sign between us and them; our covenant that those to whom in the time to come we, too, shall be but as these names, or as less than these names, still hold their freedom of this splendour of height, still breathe its fearless health, the inspiration of its faultless pleasure free still, amid these untrammelled forces, to perfect their own vision of what is beautiful, interpret for themselves their own discovery of what seems true.
By this ceremony we consecrate a twofold remembrance; in token that these men gave their mortality of manhood for a redemption of earthly freedom, this rock stands, a witness, perishable also in the onset of time, that this realm of mountain earth is, in their honour, free. In token that their sacrifice bears witness still, beyond death, to the imperishable ideal of spiritual liberty, we commit to-day, not in bronze, but in unalterable faith, our thought of their triumph in the spirit to these spaces of power and light.
By this symbol we affirm a twofold trust: that which hills only can give their children, the disciplining of strength in freedom, the freeing of the spirit through generous service, these free hills shall give again, and for all time.
The memory of all that these children ot the hills have given-service, and inspiration, fulfilled, and perpetual-this free heart of our hills shall guard.
The spirit of this eulogy permeated the whole service. The hymns which had been chosen were J. H. Newman's Lead, Kindly Light, and the funeral hymn of our Cumbrian dales, 0 God, our Help in Ages Past.
Godfrey A. Solly read the specially appropriate Psalm 121
I will lift up mine eyes unto the hills, from whence cometh my help.
My help cometh from the Lord, which made heaven and earth.
He will not suffer thy foot to be moved: He that k

Adam M. Garfinkle (Editor of The American Interest)
On 13 September 2011 the Polish Institute of International Affairs (PISM) and The German Marshall Fund of the United States (GMF) organized a seminar with Adam M. Garfinkle, the editor of The American Interest entitled “Central Europe in the U.S. Grand Strategy: on the sidelines or on the rise?”
In the first part of his lecture Mr Garfinkle posed the question, whether the U.S. Grand Strategy does, or has ever existed. Looking back at different phases in the history of American foreign policy from as early as the First World War, Mr Garfinkle concluded, that the U.S. maintained its popularity and leadership position not thank to pursuing an admirable Grand Strategy, but rather on grounds of recursive credibility. Except for a restrained group of professionals directly in charge of foreign and security matters, most American citizens and even politicians wouldn’t be able to identify the Grand Strategy of the US.
Upon coming to the question of the place of Central Europe on the American foreign policy agenda Mr Garfinkle expressed his view with what Mr Zaborowski called “refreshing honesty”: Central Europe is, has never been and will probably never constitute a strategic interest for the U.S. During the Cold War it was dealt with as an adjunct to the USSR, nowadays as an adjunct of the European Union and Russia. The reason for this according to Mr Garfinkiel is that in Central Europe there is simply no sufficient trouble to gain voice and visibility globally: there is neither high-scale terrorism to be countered, no wars to be stopped.
Following the lecture the audience was given the opportunity to address a number of questions to the guest speaker. Mr Garfinkle was asked to outline the U.S. relations with the major poles of influence of the world, like China, Russia and the Middle East
(According to Mr Garfinkle relations with Russia are almost as frozen as during the Cold War, moreover, no spectacular improvement can be expected since “no nation can jump out of its history”. China, despite its spectacular rise, is not seen by the US as a threat at the scale of the Soviet Union formerly. Regarding the policy towards the Middle East, due to the lack of a fundamental understanding of the region itself and its culture, there is also no strategic concept of the U.S. towards this area. Policy is shaped on an ad-hoc basis through by case-by-case decisions.)
Being asked about the position the U.S. would take in the event of a Russian aggression against Poland, Mr Garfinkiel pointed out that the North Atlantic Treaty Organization is malfunctional in as much as there is a gap between responsabilities the U.S. nominally assumes and its financial capabilities. Therefore, instead of relying on alliances Poland should rather focus on building its own self-defense capacity. Mr Garfinkle also indicated that the key area of concern for Polish security is Belarus, hence that is where most diplomatic efforts should be invested.

Adam M. Garfinkle and Dr. Marcin Zaborowski
