This was the big energy legislation of Carter's last year -- the one that was supposed to create a synthetic fuels industry. The conference staff met in the House Legislative Counsel's office for months, often going well past midnight. I don't remember everyone, but that's Richard Grundy (Senate Energy Committee) leaning over, Majority Leader Wright's guy, then Norm Cornish of House Banking and Chuck Trabandt (aka "the Prince of Darkness") and Dave Swanson, GOP staff for the Senate Energy Committee. I was the Senate Banking Committee's staffer on the conference -- and the only one who brought a camera to any of the meetings. As I recall, it was well after midnight and we were discussing when we'd resume the next day.
