Switched Capacitor Low Pass Filter
A switched capacitor is an electronic circuit element used for discrete time signal processing. It works by moving charges into and out of capacitors when switches are opened and closed.
A band-pass filter is a device that passes frequencies within a certain range and rejects (attenuates) frequencies outside that range. An example of an analogue electronic band-pass filter is an RLC circuit (a resistor–inductor–capacitor circuit).

I fixed my netgear ...
I was right. ha! it was those 2 bad 'blown' caps (green things, foreground).
I happened to have some larger voltage spec parts on hand (being a pack-rat helps sometimes!) and after a little unsoldering and resoldering, it powers up and runs just fine, now!
I guess I can just trim the excess leads (silver metal 'pin' sticking out from below) and then box it back up and put it back into operation. in fact, this is now a 'super switch' since it has upgraded power supply parts and will outlast ANY replaced netgear switch.

Capacitor Bank
A large electronic project on display at Bill Beaty's Weird Science meeting. Energy stored in the capacitor banks below and above were to flow through a coil at the end of the heavy black cables as soon as a switch was thrown. Unfortunately two diodes failed when the switch was actuated.
