MANILA, Philippines – Mudslides tumbled down a rain-soaked mountain in the southern Philippines, burying dozens of shanties in a gold mining village and killing at least 26 people, a provincial governor said Tuesday.
A 50-member police and military rescue team headed to the remote village of Napnapan to help search for at least six people missing a day after the landslides hit, said Gov. Arthur Uy of Compostela Valley province.
The village, which normally has no police presence, is about 64 miles (40 kilometers) from the nearest main town and the rescuers brought a back hoe and other heavy equipment to clear the only road leading to it, police Inspector Winifredo Regidor said.
One mudslide slammed into about 30 shanties, followed by another that swept away a house, Uy told The Associated Press by telephone.
About 19 people, most of them miners, were treated for injuries, Uy said. Three of them were airlifted in an air force helicopter that brought in a medical team, police said.
The landslide-prone area was saturated after days of rain and residents had ignored warnings to leave, Uy said.
"We have been asking them to leave, and we are planning to cordon the area," Uy said. "We are happy to have this gold mining area here. But the dark side are the deaths that occur in these natural calamities."
The area around Mount Diwata — about 580 miles (930 kilometers) southeast of Manila — has about 40,000 residents, mostly miners and their families.
Forecasters said additional rain over the southern Philippines could trigger more flooding and landslides.

BOGOTA – Colombia's defense minister resigned on Monday, saying he will launch a presidential bid if current President Alvaro Uribe decides not to seek a third term.
Defense Minister Juan Manuel Santos, who has received credit for some of the military's biggest successes against leftist rebels, said he is stepping down on May 23 after nearly three years in the post.
Colombian law says public officials have to step down a year ahead of the May 2010 election in order to seek the presidency.
Santos said he will support Uribe if the president runs for a third term, but if Uribe isn't on the ballot, Santos said, "I will be a candidate."
Uribe has not said publicly whether he will seek a third term, something that would require a constitutional change. Uribe was re-elected to a second term in 2006.
Colombia's senate on Tuesday plans to consider whether to schedule a referendum that could eliminate the ban on a third term.
No replacement was immediately named for Santos, during whose tenure the military achieved major blows against the Revolutionary Armed Forces of Colombia, or FARC.
Those included a raid on a rebel camp that killed guerrilla commander Raul Reyes and the military's stunning rescue of three U.S. military contractors and French-Colombian politician Ingrid Betancourt who had been held captive by the FARC.
Santos says the FARC has been reduced to fewer than 8,000 fighters, less than half its strength when Uribe first took office in 2002.
Uribe, a U.S.-backed conservative, has maintained high popularity for reclaiming large swaths of the cocaine-producing country from the rebels.
Santos' military also has faced controversy over the alleged Army killings of more than 1,600 civilians, some of whom were falsely labeled as rebels to boost body counts.
LAROSE, La. – A Louisiana middle school student stormed into a classroom and fired a gunshot over a teacher's head Monday before shooting himself in a bathroom, authorities said. Investigators found a suicide note and plans for a rampage in the teen's journal.
The 15-year-old student, whose name was not released, fired once around 9 a.m. inside a classroom at Larose-Cut Off Middle School, then shot himself in the head, said Lafourche Parish Sheriff Craig Webre. He was in critical but stable condition. The teacher had never taught the teen.
Webre said investigators found a note describing the boy's plans to "gear up" before his spree, along with a drawing of how he'd dress. The boy also scribbled "I am king" and "y'all will die!" on a sheet of paper investigators found.
Although he apparently was intent on killing people, he was armed with only four bullets for the .25-caliber, semiautomatic pistol he had taken from his father's home during the weekend. The boy's mother noticed he seemed nervous before school, but he said he was just worried about seeing his standardized test results, which were released Monday, Webre said.
About 500 sixth-, seventh- and eighth-graders attend the school in a rural community of about 7,000 people, some 45 miles southwest of New Orleans. Webre said the boy had no disciplinary problems at school and hadn't been in trouble with the law. The teen had no reason to be in the classroom, he said.
He was a year or two older than most of his classmates, who described him as a quiet boy who never talked about guns or violence.
Webre said investigators found inside the boy's bookbag a completely filled journal and two loose sheets of paper that appeared to be a plan for the shooting and a suicide note. The school has both standing and handheld metal detectors, but they aren't used all the time and weren't in use Monday.
Webre said the boy arrived at the school in uniform — white shirt, khaki pants — but changed into camouflage pants shown in his drawing. In an expletive-laced note, he wrote, "First, I will tell my art class teacher that I had to go to the bathroom. Then I would go to the last stall and 'gear up.'"
Eighth-grader Dustin Sevin said the boy has been his friend for several years and that he never talked about guns or violence. At the end of second period, his friend said he needed to see the nurse and left with his backpack.
The teen apparently headed to another classroom, walked to the front of the room and pointed the pistol at the whiteboard, said sheriff's spokeswoman Sgt. Lesley Hill-Peters. He tried to fire at the board, but it wouldn't go off. He then stepped forward, pointed the gun at the teacher, raised it and fired a single shot over her head.
Coley Gaspard, 14, said he was in his seventh-grade English and reading class when the boy came in. The teen yelled for everyone to get down, cursing at the class.
Nobody moved. Gaspard knew the boy, whom he described as quiet and nice, and thought it was a dramatic enactment for some sort of lesson. Then, he said, the boy walked over and pointed the gun at the teacher, ordering her to say, "Hail Marilyn Manson," referring to the shock-rock icon, Gaspard said.
She said nothing. He fired into the wall and told another boy to get up. The seventh-grader stayed in his seat, and the teen left.
Hill-Peters, the spokeswoman, said she couldn't confirm Gaspard's account.
"After a situation like this you're going to have a lot of kids, a lot of parents, a lot of people saying a lot of stuff," she said.
The school was scheduled to reopen Tuesday with enhanced security and several counselors on hand.
WASHINGTON – President Barack Obama plans to propose the first-ever national emission limits for cars and trucks as well as average mileage requirements of 35.5 miles per gallon by 2016 — all costing consumers an extra $1,300 per vehicle. Obama's plan couples for the first time pollution reduction from vehicle tailpipes with increased efficiency on the road. It would save 1.8 billion barrels of oil through 2016 and would be the environmental equivalent to taking 177 million cars off the road, senior administration officials said Monday night.
The plan also would effectively end a feud between automakers and statehouses over emission standards — with the states coming out on top but the automakers getting a single national standard and more time to make the changes.
The plan still must clear regulatory hurdles at the Environmental Protection Agency and the Transportation Department. The administration officials spoke on the condition of anonymity because the formal announcement by Obama was scheduled for Tuesday.
New vehicles would be 30 percent cleaner and more fuel efficient by the end of the program, according to officials familiar with the administration's discussions. The officials also spoke on condition of anonymity because the formal announcement had not been made.
Administration officials said consumers were going to pay an extra $700 for mileage standards that had already been approved. The comprehensive Obama plan would add another $600 to the price of a vehicle, a senior administration official said.
The extra miles would come at roughly a 5 percent increase each year. By the time the plan takes full effect, at the end of 2016, new vehicles would cost an extra $1,300.
The cost would be recovered through savings at the pump for consumers who choose a standard 60-month car loan if gas prices follow government projections, according to one official.
In a battle over emission standards, California, 13 other states and the District of Columbia have urged the federal government to let them enact more stringent standards than the federal government's requirements. The states' regulations would cut greenhouse gas emissions by 30 percent in new cars and trucks by 2016 — the benchmark Obama planned to unveil for vehicles built in model years 2012 and beyond.
The Obama plan gives the states essentially what they sought and more, although the buildup is slower than the states sought. In exchange, though, cash-strapped states such as California would not have to develop their own standards and enforcement plan. Instead, they can rely on federal tax dollars to monitor the environment.
A 2007 energy law requires carmakers to meet at least 35 mpg by 2020, a 40 percent increase over the current standard of about 25 mpg. Passenger car requirements have remained unchanged at 27.5 mpg since 1985, drawing complaints from environmental groups that the government has been slow to push automakers to produce more fuel-efficient vehicles.
The auto industry will be required to ramp up production of more fuel efficient vehicles on a much tighter timeline than originally envisioned. It will be costly; the Transportation Department last year estimated that requiring the industry to meet 31.6 mpg by 2015 would cost nearly $47 billion.
But industry officials — many of whom are running companies on emergency taxpayer dollars — said Obama's plan would help them because they would not face multiple emissions requirements and would have more certainty as they develop their vehicles for the next decade.
"For us, that clarity, not having to address a patchwork of conflicting laws and regulations across our country, is a significant win," said David McCurdy, a former Oklahoma congressman who leads the Alliance of Automobile Manufacturers, a trade group which represents 11 vehicle manufacturers.
Auto executives, including General Motors Corps. CEO Fritz Henderson, and executives from Ford Motor Co., Toyota Motor Corp., Honda Motor Co., Daimler AG and others planned to attend the White House event. United Auto Workers President Ron Gettelfinger also planned to attend.
Henderson said the automaker, which faces a June 1 deadline by which it may be forced to file bankruptcy, was "fully committed" to the administration's approach. His company and Chrysler LLC have received billions in government loans during a dramatic downturn in car sales and weakened economy.
Toyota Motor Sales USA President James Lentz also issued a statement in support of the single benchmark.
California Gov. Arnold Schwarzenegger, a Republican, praised the move, which allows him to declare victory on policy and dodge a tricky budget question on how to pay for it.
"Today, we're seeing what happens when California leads on energy and the environment and doesn't waiver, doesn't get bogged down, doesn't let obstacles get in the way," Schwarzenegger said.
It also provides a reason for Michigan Gov. Jennifer Granholm, a Democrat who is being considered for the Supreme Court vacancy, to visit the White House. Obama spokesman Robert Gibbs said Granholm's visit was primarily for the autos event but wouldn't comment if she would meet with Obama about the soon-to-be-vacant court position.
A March 2008 decision prevents states from setting their own limits on greenhouse gas emissions from automobiles, but Obama has ordered the EPA to reconsider the ruling.
The EPA was already working toward establishing federal greenhouse gas emissions standards for new motor vehicles when it made a preliminary determination in April that six greenhouse gases — four of which are released from automobiles — endanger human health and welfare.
Before the new Obama proposals would even have a chance at being implemented, the EPA would have to approve those findings. Hearings began on Monday.
HONG KONG – Asian stocks fell Monday as weak company earnings led investors to ratchet down hopes for a global recovery, but India's index vaulted 17 percent after election results paved the way for economic reforms.
Tokyo shares were hardest hit after two of Japan's leading companies — Panasonic and Mizuho Financial — reported colossal losses for the last fiscal year. The strengthening yen hurt the country's major exporters. Oil firms, meanwhile, sank along with crude prices.
But India provided a bright spot, its shares surging in early trade as results of national elections boosted confidence about the government's stability and ability to enact long-awaited reforms.
Losses across most of Asia followed Wall Street and came after global markets ended last week mostly higher. One catalyst was the still-dreary outlook for the world's largest economy highlighted by ugly U.S. retail and housing figures. Plummeting Chinese exports and foreign investment didn't help matters.
Investors have jumped into stocks since early March as the rate of deterioration in the world economy eased somewhat.
Analysts say a correction is healthy after such a steep climb. At the same time, expectations are rising for evidence of growth in economies and corporate earnings, not just slower declines.
"We need to see more signs of demand actually picking up and the economy improving. Without that, we're going to trade in a range or see more selling," said Yoji Takeda, who helps manage $1 billion in assets at RBC Investment Management in Hong Kong.
Japan's Nikkei 225 stock index lost 226.33 points, or 2.4 percent, to 9,038.69 in a broad-market decline spurred by a stronger yen, which hurts exports, and sagging corporate results.
Electronics giant Panasonic plummeted 7.6 percent after announcing Friday a 378.96 billion yen ($4 billion) loss for the fiscal year and projecting a steeper-than-feared net loss for the coming year.
Among banks, Mizuho Financial Group Inc., Japan's second-largest lender, shed 3.8 percent after posting a group net loss of 588.8 billion yen ($6.2 billion).
Elsewhere, Hong Kong's Hang Seng slipped 138.69, or 0.8 percent, to 16,656.31, while South Korea's benchmark shed 0.4 percent to 1,386.68. Shanghai's index dropped 0.1 percent and Australia's stock measure was off 1 percent.
In India, the benchmark Sensex soared 17.2 percent, forcing trading to be halted for the day, amid euphoria over the Congress Party's definitive victory in national elections.
Friday in New York, stocks extended the week's losses as investors found little incentive to buy despite economic news that wasn't as weak as expected.
The Dow Jones industrial average fell 62.68, or 0.8 percent, to 8,268.64. The broader Standard & Poor's 500 index fell 10.19, or 1.1 percent, to 882.88.
U.S. futures pointed to more losses on Wall Street Monday. Dow futures fell 45 points, or 0.5 percent, to 8,222 and S&P futures dropped 3.3, or 0.4 percent, to 879.70.
Oil prices hovered near $57 a barrel in Asia as traders backed off last week's push to above $60 amid signs of weak crude demand. Benchmark crude for June delivery was up 37 cents to $56.71. The contract dropped $2.28 on Friday.
In currencies, the dollar weakened against the yen, a reflection of the lower appetite for risk among investors who've treated the Japanese currency as a safe haven in recent months. The greenback fell to 94.91 yen from 95.26 yen.
The euro slid to $1.3454 from $1.3493.
CHARLOTTE, N.C. – Sporting a goatee and an old-school swimsuit, Michael Phelps picked up right where he left off in Beijing.
Two races. Two wins.
The world's greatest swimmer left everyone — and everything — in his wake Friday night at his first meet since a triumphant Olympics. That nine-month layoff? No problem. That embarrassing photo of him using a marijuana pipe? Time to let that one go, too.
None of it seemed to matter when Phelps dove in for two events less than an hour apart at the Charlotte UltraSwim. He started with a victory in the 200-meter freestyle and came right back to touch first in the 100 butterfly, both with times that easily broke the meet records he set three years ago.
Considering Phelps hadn't bothered to shave down and he wore a 2004 model leg suit — a real antique in the fast-changing swimsuit world — it was clear the kickoff to this final stage of his career is starting way ahead of schedule.
"I was real excited," Phelps said. "It didn't matter how I felt, I was excited just to race. That's the most important thing. I still have that drive and that passion to race."
Does he ever.
Coach Bob Bowman, usually Phelps' harshest critic, was downright giddy when he saw the times. He figured Phelps would be doing well to swim the 200 free in just under 1 minute, 48 seconds. He went nearly 2 seconds faster, even giving a little sample of the straight-arm, wind-milling stroke he plans to use in the shorter races as he surged toward the wall with a time of 1:46.02.
In the fly, Phelps swam the outward lap in 24.6 and made the return in 27.1 for a total time of 51.72. Doing some quick math on his worksheet, Bowman calculated that both laps were exactly 0.6 seconds faster than what Phelps did to win the gold medal in Beijing.
Clearly, he hasn't lost that remarkable sense of timing.
"Mentally, he's the best ever," Bowman said. "We make a big deal about his physical (attributes), and it's there. But it's the way he approaches the race, the way his brain works in competition. That's the way you would like every swimmer to think."
Phelps won these same two events at Beijing, part of his record-breaking haul of eight gold medals. He became a cultural icon, doing everything from hosting "Saturday Night Live" to getting grilled on "The Colbert Report," but his career ran into an unplanned hurdle when the infamous photo was published by a British tabloid in early February.
Even though no criminal charges were filed, USA Swimming gave Phelps a three-month suspension from competition. At first, he wasn't even sure if he wanted to return to the pool. But, after going into virtual seclusion for nearly a month, he had an epiphany one Sunday morning: Yes, he did want to keep swimming until the 2012 Olympics.
The Charlotte UltraSwim is his first step toward his London farewell.
"I'm definitely ahead of where I thought I would be," Phelps said. "After taking that much of a break, I didn't know what to expect or where to really put myself. So I'm very pleased. This is an excellent start to hopefully building off this and getting ready for the summer."
He has three more events in Charlotte, none of them holdovers from his Olympic program. He'll swim the 50 free and 100 backstroke on Saturday, and close it out with the 100 free on Sunday.
After the turmoil of the past three months — his suspension ended just last week — Phelps was back in his comfort zone. During the morning preliminaries, he smiled for the cameras, joked around with the other swimmers and paused to sign a few autographs.
The only thing that caught him off guard was the amount off media attention, including reporters from as far away as Britain, France and Japan.
"It's kind of weird," he said. "I feel like there's more pressure than Beijing. I didn't even see this many cameras in Beijing."
These cameras, he didn't mind.
He came out in a gray hoodie, tennis shoes and those ever-present ear plugs, fiddling around with his music as he waited to swim. He wore a white swim cap with "NBAC" written across the sides — North Baltimore Aquatic Club.
Another Olympian, Aaron Peirsol, gave Phelps a wink and a pat on the shoulder as he walked by on the way to his heat.
Phelps continued to yuk it up as he got behind the starting blocks, a striking change from the fierce-looking game face he displayed before every race in Beijing. Finally, though, he went into his familiar routine.
He wiped down the starting block with a towel. Then he stretched out each leg on the block. He adjusted his goggles. He stepped up, bent over and flapped his arms wildly three times.
Then, he was off.
"I'm sure his focus wants to remain at the pool," Peirsol said. "That's certainly where he's going to be most comfortable right now."
Phelps hardly said a word on his way to the aquatic center.
"To me, that means he might have been a little bit nervous," Bowman said. "I think now he seems like his normal self. It's good to get the first one done.
"You just don't know what's going to happen. That's when you get the most nervous, when you can't predict what's going to happen. Now he had a feel for where he is a little bit."
There was only one minor glitch the whole day.
After getting out of the warm-up pool before his first prelim, Phelps felt a small hole in the back of his jammer suit. He couldn't stop laughing about it on his way to the blocks.
"I was hoping it wasn't going to rip when I bent down at the start," Phelps said, smiling. "But it was all good. We got that all straightened out and fixed."
After that, it was business as usual.
"I could tell after that first prelim swim this morning that the switch was flipped," Bowman said. "It was at least half-flipped. Then tonight, after the 200 free, it was fully flipped. He swam that 100 fly like always, like normal."
In other words, better than anyone.

WASHINGTON – With a reach across the political divide for Utah Gov. Jon Huntsman as ambassador to China, President Barack Obama may have sidelined for now a potentially formidable Republican moderate and possible White House challenger in 2012.
Yet Huntsman, who has upset the GOP's conservative base by supporting gay civil unions, may gain, too. The appointment, which requires Senate approval, gives him a chance to burnish his credentials and position himself as a viable presidential contender in 2016, if Obama appears to be a strong candidate for a second term in 2012.
John Weaver, a one-time senior strategist for John McCain's presidential campaign who now advises Huntsman, said the governor put country ahead of personal partisan interest. Huntsman was national co-chairman of McCain's failed bid against Obama.
"It's no more complicated than that, though it is so unusual in Washington everyone has to take a magnifying glass to it," Weaver said after Obama introduced Huntsman in the White House Diplomatic Reception Room.
"He was asked by the president to serve in a major diplomatic post, in a mission with a country most important to our economy, in dealing with Iran, Pakistan and North Korea. Jon is uniquely qualified and thus you don't turn your nation down," Weaver said.
Obama said he knew Huntsman's nomination "wouldn't be the easiest decision to explain to some members of his party." But Obama said Huntsman was "the kind of leader who always puts country ahead of party and is always willing to sacrifice on behalf of our nation."
Elected to his second term in November, Huntsman said he wasn't looking for a new job and didn't expect "to be called into action" by McCain's winning rival.
"But I grew up understanding that the most basic responsibility one has is service to country," he said, standing with Obama as his family looked on. "When the president of the United States asks you to step up and serve in a capacity like this, that to me is the end of the conversation and the beginning of the obligation to rise to the challenge."
Huntsman will be 56 in 2016, young enough to handle the rigors of a national political campaign. Republican strategists say serving as U.S. envoy to China — which Obama says will be critical to solving many world problems — will only improve Huntsman's reputation.
LaVarr Webb, a Republican strategist in Utah, said the appointment is a plus for Huntsman. He said Huntsman became a long shot for 2012 after his headline-making call for the GOP to moderate its tone if it wants to rebound from 2008 election losses.
"Clearly Gov. Huntsman does have major political ambitions and serving as ambassador to China certainly gives him foreign policy credentials," Webb said.
Eric Hyer, a China expert and political scientist at Brigham Young University, said the decision surprised him because no one seeks the presidency from an ambassador's post.
"So he might serve for four years and then come back and run for president. But can you run against the guy who hired you?" Hyer said.
Obama said he made the appointment "mindful of its extraordinary significance" and the breadth of issues at stake in U.S.-China relations, including the global economic crisis, the environment, public health, human rights and North Korea and Pakistan.
Huntsman, 49, is fluent in Mandarin Chinese from his days as a Mormon missionary in Taiwan. He previously served as U.S. ambassador to Singapore and as a deputy U.S. trade ambassador.
He made a name for himself in Utah by advocating a moderate agenda in one of the most conservative states. He drew the most attention for supporting civil unions, despite backing a state constitutional amendment banning same-sex marriage that passed in 2004.
Obama's 2008 campaign manager, David Plouffe, has described Huntsman as a Republican who "seems to understand the party has to adjust — not stubbornly believe that everything is OK and it is the country that has to change."
As ambassador, Huntsman could play a critical role in getting China to sign onto a new international agreement to curb the emissions blamed for global warming. The Obama administration has said it is willing to enter into a treaty, but that participation by China — the world's largest emitter of greenhouse gases — could influence the success of any global pact and whether U.S. lawmakers will ratify the agreement.
As governor, he signed an initiative establishing a regional effort to reduce global warming. In a 2006 speech at Shanghai Normal University, Huntsman spoke of the need for China and the U.S. to collaborate on environmental issues.
Before becoming governor in 2005, Huntsman made millions as chairman and chief executive of his family business, Huntsman Corp., a global chemical manufacturer with more than 12,000 employees worldwide. Revenues last year exceeded $10 billion.
Huntsman and his wife, Mary Kaye, have seven children, including adopted daughters from China and India. He dropped out of high school to play in a rock band, and spends his spare time playing in a band and mountain biking. He also rides a motorcycle and is a fan of motocross.
Jeff Bader, Obama's senior adviser on Asia, knew Huntsman from when they both worked in the U.S. Trade Representative's office, and he contacted Huntsman about a month ago to discuss becoming ambassador to China, according to the White House.
Obama's chief of staff, Rahm Emanuel, followed up two weeks ago. Obama made an offer on May 5, and Huntsman accepted. The two then met last Saturday in the Oval Office when Huntsman was in town for the White House Correspondents' Association dinner.
Utah Lt. Gov. Gary Herbert, also a Republican, would become governor until a special election in 2010.
ISLAMABAD – An apparent U.S. missile strike destroyed an Islamic school in an al-Qaida stronghold in northwestern Pakistan on Saturday, killing 12 people including two suspected foreign militants, officials said.
The attack came as Pakistan's army prepared to assail Taliban militants entrenched in the main town in the Swat Valley, from where nearly a million civilians have fled a military offensive against Taliban guerrillas.
Another face of the violence roiling the region was evident Saturday when a bomb exploded in the city of Peshawar, killing nine civilians including three children riding in a school bus, police said. Another 25 people were injured.
American forces have maintained a bombardment of militant targets in the lawless Pakistani regions bordering Afghanistan while pressing Islamabad to tackle Taliban-held regions further inland.
Pakistani officials said several missiles hit the school and a nearby vehicle Saturday morning in Mir Ali, a town in the North Waziristan tribal region.
Two intelligence officials, citing reports from agents in the field, said at least 12 people were killed, including two foreign militants, and dozens more were wounded.
The identity of the victims was not immediately clear, the officials said. They spoke on condition of anonymity because they were not authorized to speak publicly to the media.
President Barack Obama has identified the elimination of militant sanctuaries in Pakistan as critical if America is to eliminate al-Qaida and turn around its faltering war effort in Afghanistan. Pakistan's border region is considered the likely hiding place of al-Qaida chief Osama bin Laden.
Using unmanned aircraft, American forces have carried out dozens of missile attacks in northwestern Pakistan over the past year. U.S. officials rarely confirm the attacks, but say they have killed a string of al-Qaida commanders.
Pakistan's government has publicly protested the tactic, arguing that it kills too many civilians and undermines its efforts to turn tribal leaders away from hard-liners.
The Pakistan army this week rejected media reports that it was jointly controlling missions by U.S. drones over Pakistani territory. The civilian government has asked Washington to add drones to its latest military aid package.
SALT LAKE CITY – A Republican governor whose name has come up as a potential challenger to President Barack Obama in 2012 intends go to work for the president as ambassador to China, a source close to the governor said.
Utah Gov. Jon Huntsman, who is fluent in Mandarin Chinese from his days as a Mormon missionary in Taiwan, has accepted the appointment, said the source, who would speak only on condition of anonymity ahead of a White House announcement expected Saturday.

Huntsman's positions on the environment and other issues have led some to consider him a potential contender for president in 2012.
He signed an initiative that would set a regional cap-and-trade effort to reduce global warming. In a 2006 speech at Shanghai Normal University, Huntsman spoke of the need for China and the U.S. to work together on environmental issues.
"The United States and China must be good examples and stewards of the Earth. We must match economic progress with environmental stewardship. The effects of industrialization are felt worldwide," Huntsman said then.
Throughout his tenure as governor, Huntsman's background as a diplomat has been evident. He preferred to win over opponents in private meetings rather than using his bully pulpit to give rousing speeches.
One of his most significant achievements was loosening the state's restrictive liquor laws over the objections of many in heavily Mormon Utah in an effort to make the state more appealing for visitors. It was a feat many here didn't think would be possible in Huntsman's lifetime.
However, Huntsman has drawn the most attention for stating he favors civil unions for gay couples even though he backed a state constitutional amendment passed in 2004 that prohibited same-sex marriage.
Huntsman's comments on civil unions drew the ire of conservatives in Utah and elsewhere.
Officials in Michigan last month canceled a GOP county fundraiser where Huntsman was to speak; they said he had abandoned important party principles.
Huntsman's career began as a staff assistant in the Ronald Reagan administration and he also served as ambassador to Singapore under President George H.W. Bush and as a deputy U.S. trade representative and U.S. trade ambassador under President George W. Bush.
Utah's only Democratic member of Congress, U.S. Rep. Jim Matheson, said he was pleased with the appointment. "It's a great bipartisan appointment by the president," he said.

If confirmed by the Senate, Huntsman will succeed Clark Randt as U.S. ambassador to China.
Randt, a classmate of former President George W. Bush at Yale University, served as Washington's top envoy to Beijing from July 2001 until January, making him the longest-serving U.S. ambassador to China since the two nations established diplomatic ties.

LOS ANGELES – For some foodies, Tweets lead to great eats.
Twitter recently became the communique of choice for the almost cultishly popular Kogi BBQ trucks, roving Korean-style taco vendors in Los Angeles that use the 140-character, cell phone-friendly missives to alert customers to their whereabouts and menu items.
And the trend is spreading to other wheel meals as more food trucks — a fast-growing food phenomenon in major cities, especially in the West — are using the social networking site to draw customers.
While it's not clear which truck Tweeted first, the Kogi folks have shown themselves to be adept at turning those mini missives into a hugely successful marketing machine, says Jane Goldman, editor-in-chief of CHOW Magazine.
"Kogi special at the trucks and the Alibi! Grilled asparagus with Yellow Nectarines and Sesame Seeds!" read one recent Kogi Tweet.
The decision to Twitter was a practical one, says Kogi brand manager Mike Prasad. He says Kogi — which has become famous for its Korean-Mexican fusion — needed a way to inspire repeat business while solving "the problems of being a moveable venue."
"Then they find Twitter, something that's separate from the venue itself that creates a virtual home," says Prasad. "It was perfect."
Kogi's food is cheap and unique, but there's another payoff to securing this moving meal: the thrill of the chase.
Since Kogi's launch in November, hungry herds of have been following the pair of white trucks that rove the city selling tacos, burritos and other gourmet tidbits steeped in traditional Korean flavors.
In short order, the Kogi name has become recognizable to foodies around the country. No small accomplishment for a pair of taco trucks, says Kate Krader, restaurant editor for Food & Wine magazine. "That's 90 percent thanks to Twitter."
And she thinks the success of food truck Tweets likely will inspire a broader use of Twitter across the food world.
"Chefs will be Tweeting from the farmers market about the mushrooms they just picked up and will be part of their mushroom pasta that evening," she says.
For diners, there are benefits to the Tweets beyond just knowing where to find the eats.
Kogi is using the service to maintain the Californian tradition of restaurants having secret menus one must be in-the-know to order from (such as the hamburger joint In-N-Out). On the side of the truck, Kogi's menu lists a few items, including tacos and burritos stuffed with Korean short ribs, spicy pork, chicken and tofu. But keep up with Kogi's Twitter feed and the options multiply.
"We do that because it's fun to have something different and experimental available every day," says Prasad, adding that the truck wouldn't have as many followers if it didn't provide new options.
Some recent specials that weren't on the menu featured kimchee (a spicy pickled cabbage traditionally eaten as a condiment in Korean dining) stuffed into quesadillas and as a topping for Spam sliders.
"There's some really high end food coming out of food trucks," says Goldman, making them a natural place for Twitter to gain ground. "This type of immediate information and constant update is going to increase."
Last month, for example, a truck called Calbi BBQ announced its grand opening on the Web, and began Tweeting its way to roadside stops to hawk tacos and burritos with Korean flavors.
And a Web site featuring a Twitter feed of locations for the Yuri Truck, which peddles sushi rolls and rice bowls, posted its first entry.
And this month, DonChowTacos.com was launched (complete with Twitter feeds) for a truck that sells Chinese-Mexican fusion — such as "chimales," Chinese-Mexican tamales stuffed with kung pao chicken or Chinese barbecue pork.
Elsewhere, it's the diners who are Twittering about truck food. In Portland, Ore. — home to food carts offering dishes from Bosnia, Iraq, Peru, Thailand and many points between — fans use the high tech tool to track the low-tech vendors.
Portland Twitter users, such as PDXfoodcarts, track the arrival of new trucks, which have exploded from just a few in 2006 to more than 170 this year, representing 24 national cuisines.
"OK, Poompui, a new Thai cart on 8th and Couch is PHENOMENAL," read a recent Tweet by PDXfoodcarts. "Like Thai food in Thailand. GO, JUST GO."
DAMASCUS, Syria – Syria's president said Friday that his country is interested in resuming indirect peace talks with Israel but does not believe the new Israeli government makes a good negotiating partner.
Syria has said it is willing to resume the talks mediated by Turkey as long as they focus on a complete Israeli withdrawal from the Golan Heights. But Israel's new prime minister, Benjamin Netanyahu, has said he would not be willing to cede the territory Syria wants.
"Syria is keen about peace as much as it is keen about the return of its occupied territories," Syrian President Bashar Assad said during a joint press conference with Turkish President Abdullah Gul in the Syrian capital, Damascus.
"When we have a specific vision and when their is a partner, then we can speak about a date to resume peace talks," Assad said.
Israeli Foreign Minister Avigdor Lieberman, who also opposes ceding all of the Golan Heights, has said he would be willing to resume indirect peace talks with Syrian only if there were no preconditions.
Israel has held several rounds of talks with the Syrians, most recently indirect negotiations mediated by Turkey last year. Disagreement over the extent of an Israeli withdrawal from the Golan Heights have spoiled the attempts to forge peace. Israel captured the strategic plateau in the June 1967 Mideast war.
The talks mediated by Turkey broke off during Israel's three-week offensive against the Gaza Strip's militant Hamas rulers in December and January.
Assad said in a newspaper interview in March that those talks failed because Israel would not make a clear commitment to return all of the Golan up to the eastern shore of the Sea of Galilee.
Assad said Israel wanted to keep some disputed land around the Galilee, its main water source.
Israel, for its part, wanted Syria to end its support for the Lebanese militant group Hezbollah and the Palestinian Hamas, Assad said in the interview.
Direct talks between the two nations under U.S. auspices also failed in 2000 over the extent of an Israeli withdrawal.
The Turkish president said his country wants to help Arab states, including Syria, make peace with Israel, but the Jewish state should first accept previous agreements and commit to the establishment of a Palestinian state.

WASHINGTON – Consumer prices were unchanged in April as both food and energy costs declined to offset gains elsewhere. Prices over the past year fell by the largest amount in more than a half-century, the government said Friday.
The disappearance of inflation has been a product of the country's deep recession as surging job layoffs dampen wage pressures and weak consumer demand keeps a lid on price increases. Some economists are worried about a dangerous bout of falling prices, but most say that possibility remains remote because the Federal Reserve has responded with force to combat the current downturn.
Meanwhile, the Fed said the nation's industrial production fell in April by the smallest amount in six months, more evidence that the pace of the economy's decline is slowing.
The Labor Department said its Consumer Price Index was flat last month, meeting economists' expectations. The docile inflation performance reflected a second monthly drop in energy costs and a third straight decline in food prices.
Over the past year, consumer prices have fallen 0.7 percent, the largest 12-month decline since a similar drop for the 12 months ending in June 1957.
A destabilizing period of falling prices has not been seen in the U.S. since the Great Depression of the 1930s, although Japan suffered through a period of deflation in the 1990s.
The Fed says output by the nation's factories, mines and utilities fell 0.5 percent last month, after revised declines of 1.7 percent in March and 1 percent in February. Analysts expected a drop of 0.6 percent last month.
Still, the report showed U.S. industry remains weak. Industrial production has fallen in 15 of the 17 months since the recession began in December 2007, and is down 16 percent since then.
Core inflation, which excludes food and energy, rose 0.3 percent last month, the biggest jump since July. However, 40 percent of April's gain came from a huge rise in tobacco prices, reflecting an increase in federal taxes.
Consumers in the U.S. and overseas — fearful of losing their jobs or homes — likely will remain cautious spenders in the months ahead, a Fed official said Friday.
"Under these conditions, I envision a slow recovery," Richard Fisher, president of the Federal Reserve Bank of Dallas, said in prepared remarks to a banking convention in San Antonio, Texas. "Not a V-shaped snapback — nor even a U-shaped one — but a very slow slog as we find a more sensible and sustainable mix between consumption and savings and investment."
Energy prices dropped 2.4 percent in April and are down 25.2 percent over the past 12 months, as prices retreat from record-highs set last spring and summer. Food costs fell 0.2 percent in April as the price of dairy products dropped sharply.
Most economists believe inflation will not be a threat for a prolonged period. The CPI followed a report Thursday that prices rose 0.3 percent in April, but fell 3.7 percent over the past 12 months, the biggest decline since 1950.
The concerns about deflation are muted in this country because of the aggressive actions taken so far by the Fed. The central bank has pushed a key interest rate to a record low near zero and has taken a number of other measures to flood the banking system with cash to deal with a severe credit crisis.
There are more worries about deflation in other parts of the world. Prices have been falling again in Japan, China and India as the global economy deals with what the International Monetary Fund has said will be the worst global downturn since the 1930s.
A year ago, the Fed was worrying about the threat of runaway inflation as prices for crude-oil and other energy products hit record-highs. But since last fall when the financial crisis hit, the Fed switched its focus to boosting economic growth.
NEW YORK – The sons of a critically ill New York City school official diagnosed with swine flu say their father has been on a breathing tube and is barely able to talk to his family.
Adam Wiener (WEE'-ner) is disputing media reports that his father, Mitchell, had been suffering from pre-existing medical conditions before he contracted the virus. He says the only condition his father had before was gout.
He says his father is now suffering from kidney failure and a lung infection after being hospitalized with swine flu since early Wednesday.
The 23-year-old Adam Wiener has been keeping a vigil at the hospital with his mother and younger twin brothers.
Eighteen-year-old son Jordan says his dad was awake briefly and asked him about an earlier baseball injury.

NEW YORK (AP) — Maintenance workers are scrubbing down three public schools in New York City that were closed because of a swine flu outbreak.
The city's Education Department spokeswoman Margie Feinberg says desks, tables, floors, doors and door handles are being disinfected.
The city announced Thursday that it was closing the schools in Queens after hundreds of children went home sick with flu symptoms.
An assistant principal at one of the schools is in critical condition on a ventilator.
Mayor Michael Bloomberg says the three schools — with more than 4,000 students altogether — will be closed for at least a week.
Missing Endau-Rompin man turns up at home

KUANTAN: A man who was believed to have gotten lost in the Endau-Rompin state park during a fishing trip last Sunday had actually returned to his home in Rawang, Selangor.
According to Rompin OCPD Deputy Supt Johari Jahaya, Mohd Sufian Jamil, 29, was reported missing on Monday by his friend after he failed to turn up at the camp site near Sungai Kemapan, about 41km from the Endau-Rompin state park office.
“Another friend had however contacted Mohd Sufian on Monday night after discovering that the victim’s car -- which was parked earlier at the Endau-Rompin state park office -- was not there any more.
“It was only then that the victim’s friend discovered that Mohd Sufian had returned home,” DSP Johari said on Tuesday.
He said that a search and rescue mission, which was being organised with the police aerial unit and the General Operation Force, had been called off.

NEW YORK - Bank of America Corp. is looking for new directors after a shareholder revolt stripped its chief executive of his chairman's title, The Wall Street Journal said Thursday.
The bank, which is based in Charlotte, North Carolina, has approached executive search firms about finding new directors.
It's unclear how many could be affected or who might step down, the paper said, citing unnamed people familiar with the situation.
A search firm hasn't yet been chosen to handle the assignment, the paper said.
The company lists 18 directors on its board, but the targets of the potential shuffle are unclear.
The search comes as the bank deals with angry shareholders who on April 29 voted to strip Chief Executive Ken Lewis of his chairman's title over his decision to buy Merrill Lynch & Co., which has cost the bank billions in losses.
Lewis has said he was pressured by the government to go forward with the deal.
Walter E. Massey, president emeritus of Morehouse College in Atlanta, was elected by Bank of America's board to replace Lewis, who was unanimously voted by the board to remain as CEO.
Shareholders have also pressed for Lewis' complete removal, leaving many people wondering how long he can hold on to his role as CEO of the largest U.S. bank. Lewis has vowed to remain in his post to guide the bank through the current economic crisis.

Funds from his foundation help scientists search for solutions
PhD student Conor McMeniman did not imagine that he would be making a buzz in the international press. But when news of a breakthrough in the fight against dengue fever was picked up by the mainstream press, he found himself in the spotlight.
“I’ve done nothing but dream about mosquitoes for the past two years, but if my work helps to reduce dengue or other mosquito-borne diseases then it will have been well and truly worth it,” McMeniman told StarBizWeek .
So how does the fight against dengue fever connect with philantrophy? The link is in the Bill and Melinda Gates Foundation which provided funds worth A$10mil over five years for the project to an international consortium being led from the University of Queensland.

“We were working on this project before the funding was awarded but this grant has really accelerated our progress,” says Prof Scott O’Neill who heads the university’s School of Biological Sciences, where the research is being carried out.
The breakthrough is one step towards defeating the dengue-carrying Aedes mosquito that infects up to 100 million people and kills more than 20,000 every year worldwide.
Malaysia is one of the countries that has a serious dengue problem.
Bill GatesWhat the researchers have done is to infect the mosquito, Aedes aegypti, with a bacterium that is harmless to humans but halves Aedes’ lifespan.
It has long been known that only relatively old mosquitoes are capable of transmitting dengue to people. The reason for this is that adult mosquitoes must first acquire the virus when they take a blood meal from a person infected with dengue virus.
The virus must then multiply in the mosquito, spreading through the mosquito’s body and into its salivary glands, before it can be transmitted to a new human in a subsequent blood meal.
This entire process takes at least 10-12 days and considering that adult mosquitoes seldom live to be more than 30 days old in the wild, it is only the relatively old mosquitoes that can transmit the virus between humans.
Carried out in O’Neill’s laboratory, the experiment’s focus was painstaking work with the Aedes mosquito and Wolbachia, a bacterium that occurs naturally in fruit flies.
McMeniman used super-fine needles to manually inject 10,000 mosquito embryos with Wolbachia, and encouraged the surviving mosquitoes to feed on his own blood.
“We ended up having to inject thousands of embryos to achieve success, but it was well and truly worth it in the end,” he says.
In an e-mail interview, O’Neill says that following the laboratory success, they plan to construct large enclosed outdoor field cages in Cairns that mimic a more natural environment than can be obtained in the laboratory.
O’Neill is working with a number of researchers in different parts of the world, but there is no Malaysian involved at this stage.
“There are many scientists from countries that experience a lot of dengue activity that are not included in this project. We put together what we thought was the best possible team to undertake the studies needed to test whether this control measure might work over the length of the grant period.”

I Think There’s Something Wrong With Me Author: Nigel Smith Publisher: Transworld Publishers, 318 pages
I READ this book over two weeks on my daily commute, trying hard to suppress laughter but failing. I had probably persuaded some of my fellow commuters to buy the book if only for the fun factor.
Unlike what its title suggests, this book is not about hypochondriacs. It is a hilarious account about dying – yes, dying. It also includes a variety of ideas on how to offend your healthcare provider.
But how many ways are there to irritate your doctor or nurse, and what could possibly be funny about dying? A lot, actually, says Nigel Smith in his blow-by-blow account of his struggle to defy death.
In 2001, Smith, a British journalist, playwright and sit-com producer, was diagnosed with Ramsay Hunt syndrome. This is an infection of facial nerves, by the same virus responsible for chicken pox, that causes a painful rash and facial muscle weakness.
The doctor’s diagnosis was proved wrong, though, after Smith was admitted the next day for a scan that confirmed a brain lesion . His radiologist implied a death sentence, and doctors were equally unhopeful.
His unidentified brain lesion kept expanding and increasingly affecting Smith’s speech and mobility, and eventually, a series of events worthy of medical TV series ER and House unravelled. And just like some of the entertaining patients on those series, Smith is brash, irreverent, and has a dark streak of humour; and his wife is no walkover either.
And yes, just like on TV, countless tests and therapies in a trial-and-error search for a suitable treatment ensued. Tubes went in and out of Smith’s body and he was pumped with every drug imaginable to stop pain, continue life and suppress symptoms.
His propensity for swearing and cracking jokes, however, did not stop with brain damage. Even when he could not speak, he communicated through a notepad, much to the exasperation of his caregivers – and later, entertainment of his readers.
A little profanity is understandable, I guess, particularly when you are stuck in a hospital ward and there is no running away from needles, drugs that do strange things to your body, and weird room mates.
Miraculously, after all the swearing, praying, poking and prodding, Smith survived to tell his story and was even inspired to make a comedy out of it. His BBC Radio 4 comedy series, Vent , chronicling the life story and fantasies of an unsuccessful writer in a coma bears some similarity to his own experience, as he also spent some time in coma.
For a man who must have been disorientated and in terrible pain, Smith’s description of his surroundings and the people around him is wonderfully detailed and engaging. But then – I’m risking my neck here when I say this – I think you can always count on a journalist to do that, soldier on through everything.
However, some descriptions came from talking to his doctors and his wife when he was writing the book later.
There are times when the jokes get lost in analogies that only the well-read can understand. Testament to Smith’s wide general knowledge, those who have at least a little knowledge about practically everything – but especially history, British bureaucracy, cars, liquor, music, and TV – would be able to appreciate the humour. The rest of us mortals, me included, can always read the book with Google at the ready on our computers.
Or perhaps you have to be disorientated and in pain to get those jokes.
Jokes aside, Smith also offers his readers a peek into the life of a patient in the intensive care unit of a hospital. His experience is something that all healthcare professionals should look into. There’s still the radiographer who says “righto, where’s the body” or doctors who read their patients’ medical histories out loud in a ward.
So, if the world is getting you down, this is the book to read. Not only can it give you solace – hey, your situation could be worse, it could be like Smith’s – it can also give you ideas on how to get the best out of a hospital stay, just in case.
I hope some doctor somewhere will be inspired by this book to write about patient care from his point of view as I’m sure medical practitioners can be just as funny as patients.

SHAH ALAM : There were no contradictions between the testimony of a senior officer from the Unit Tindakan Khas and his statement to the police, the Altantuya Shaariibuu murder trial heard.
Hasnal Rezua Merican, counsel for accused Kpl Sirul Azhar Umar, submitted that as such, the court should not impeach the credibility of Deputy Supt Mohd Yusri Hasan Basri, his client's superior officer.
Instead, the lawyer said the court should assess the UTK officer's credibility and that of other prosecution witnesses whose testimonies contradicted one another.
The impeachment proceedings against DSP Mohd Yusri came after he testified as a defence witness in a trial-within-a-trial to exclude part of Asst Supt Zulkarnain Samsudin’s testimony alleging Kpl Sirul Azhar had led police to recover Altantuya's jewellery from his Kota Damansara flat.
The prosecution, in its application, had highlighted four contradictions between the UTK officer's statement and his testimony.
Hasnal Rezua contended that DSP Mohd Yusri did not contradict himself when he said Kpl Sirul Azhar had not been brought into his bedroom during the time he was at the flat even though he said he was not sure in his statement.
The lawyer argued that moving from a "not sure" answer to one in which he was "sure" of did not amount to a contradiction.
To further reinforce his argument, Hasnal Rezua pointed out that DSP Mohd Yusri only had his statement recorded on Aug 2 and 3, 2007 before he testified a month later on Sept 4 and 5 over an event that occurred on Nov 7, 2006.
"The statement and the testimony were recorded nine or 10 months after the actual event. In terms of quality, reliability and ability of the witness to recall what had happened, they are of equal value," he argued.
Hasnal Rezua said DSP Mohd Yusri, who had been tasked to just recover UTK gear from Kpl Sirul Azhar's flat that day, had explained that his version in court was the truth because he had a month after his statement was recorded to try to recall the event.
The lawyer argued that the impression that there were contradictions was also due to the manner in which the questions were phrased when they were put to DSP Mohd Yusri.
The witness had testified that Kpl Sirul Azhar was not in the room when he searched it with his subordinate Sjn Rosli Ibrahim and the D9 team but in his statement, he said he was not sure if the accused was inside the room.
"The question posed to him was whether Kpl Sirul Azhar was in the room when the search was conducted.
"However, the question was not clear in that it was not specified who was performing the search, which means it could refer to two different occasions," the lawyer said.
Hasnal Rezua said the same thing applied for DSP Mohd Yusri's answer of "not sure" to a question of "when" the bomb disposal unit had conducted their search. In his statement, he had said the bomb unit was the last to conduct their sweep of the flat.
"In his statement, he did not commit to the exact time the bomb disposal unit had gone in. Therefore, there are no contradictions," he said.
The hearing continues Tuesday.

NEW YORK - Assuming your company's name isn't a verb synonymous with looking things up online, how do you get Web surfers to not just try your search engine, but also frequent it?
For Oakland, California-based Ask.com, part of the answer may lie in improving the speed and relevance of search results.
Ask believes it has taken steps in that direction as part of a new look it expected to roll out Monday.
Ask, which is owned by IAC/InterActiveCorp, encountered the repeat-visitor problem after launching a version of its search engine dubbed "Ask 3D'' in June 2007.
With Ask 3D, the site moved away from the traditional method of showing search results as a long list and instead sorted them into three vertical panels, one of which included photos and other multimedia content related to users' queries.
Ask 3D was well-received, Chief Executive Jim Safka said, but it was too slow at downloading visitors' search results.
"A lot of people tried the site, but they wouldn't come back,'' he said.
This is not to say that Ask has been losing share in the search market. According to analyst firm comScore Inc., Ask's network of sites - which also includes Dictionary.com - moved from fifth to fourth in the U.S. online search market in recent months, surpassing Time Warner Inc.'s AOL.
Compared to the current market leaders, Google Inc. and Yahoo Inc., however, Ask's share of searches - 4.8 percent in August - is quite small.
And so, in a bid to get people to conduct searches through the site more often, Ask has been working on improving the speed and relevance of results since Safka's arrival in January.
It is the latest in a long line of overhauls for the search engine once known as Ask Jeeves.
"It wasn't sexy work, but it needed to be done,'' Safka said.
Ask sped up search result download times by 30 percent by doing several things, Safka said, including using an expedited delivery system from Akamai Technologies Inc. to show results for common Ask searches.
Ask also has increased the number of sites it indexes content from and the amount of material it gets from those sites, Safka said. And Ask has tweaked the algorithm it uses to rank search results.
Beyond these under-the-hood changes, Ask will divide pages into two panels instead of three and add features like "Ask Q&A,'' which aims to give users questions and answers related to their search terms.
Safka said tests of the new version of the search engine have yielded positive results, with people coming to the site more _ and returning more often.
IAC's chairman and CEO, Barry Diller, acknowledged in a recent interview that Google's status as Internet darling makes it tough for Ask to get attention.
"I think, hopefully without deluding myself, it will get easier over the next year, two, three,'' he said, noting that Google's market share might not have much more room to grow.
Google already has more than half the market.
However, Ask actually benefits from Google's prowess, since Google posts ads on Ask and other IAC sites.
And with the overall online advertising market still young and continuing to grow, Diller said,
Ask doesn't necessarily need double-digit market share in order to do well financially.
