Dame i Gospodo ... sto imate NATO reci ? + UpDaTe

Evo smo svjedocima da se u zadnjih par meseci na svim razinama ostre koplja oko nekih vaznih tema. Jedna od njih je pristup NATO savezu i rasprava o svim aspektima tog cina.

U te i takve teme se naravno svak razumije i ima sto za reci - od visoko rangiranog politicara i generala koji je do devedesetih zanat ucio kao vozac kamiona ili vodoinstalater, preko razocaranog intelektualca koji se nad svime zgraza i drzi jalovo svog svetog apoliticnog zabrana, od novopecenog poduzetnika koji u metezu trlja ruke i siguran je da lova govori sve jezike i stuje sve bogove, do Bare s placa koja sasvim pouzdano zna sto je za nas najbolje. Postujem one koji jos uvijek vjeruju da je moguce izmijeniti stvari pukim cinom politicke volje gradana i demonstracijom gradanskih sloboda da se protestira.

Ja stav nemam. Iz vise razloga. Prvo - kod mene je na djelu obiteljski sukob interesa :), drugo - smijesno mi ga je imati znajuci neke stvari koje su se dogadale davno prije. Pristupanje Hrvatske NATO koaliciji je prije svega poslovni cin dobrog gospodarstvenika gdje se davno napravljeni ugovori postuju, za stolom velikih igraca gdje se odlucuje o novcu i utjecaju tako mora biti.

A bas danas u jednom sam pismu napisala - citiram :

"NATO - imam ovdje u ovom okruzenju gdje zivim malo bolji uvid u to kako taj stroj funkcionira uhodan "u kuci", zivim u americkoj military zajednici tu u Njemackoj i sve sto mogu reci jest - pristupanje Hrvatske NATO-u je jako davno dogovoreno u paketu mjera sirenja interesnih zona i kupoprodaje utjecaja koja je napravljena jos u ratno doba.

Sve ove peticije i protesti su zapravo - meni - smijesan i nemocan pokusaj i usput gradenje u javnosti osobne afirmacije sacice ljudi - organizatora - koji mozda zbilja iskreno vjeruju u ono sto rade, ali ne sumnjajuci u njihovu inteligenciju ni trena - ne sumnjam niti u to da oni ne mogu uistinu vjerovati da ISTA mogu promijeniti. Mehanizmi koji upravljaju putevima Gospodnjim su jasni, a staze su trasirane odavno, svi protesti SADA su rezultat neutemeljenog vjerovanja da sacica pametnih moze promijeniti inerciju vozila kojim upravlja masa neukih i neupucenih koji su na izborima rekli svoje.
Narod je vec glasovao za NATO - I TO VISE PUTA i ne znajuci."

"B) The training of foreign nationals and foreign soldiers (the soldiers may or may not actually belong to a state) is something the US Special Forces (Green Berets) is trained for and excels at. This builds inter-military cooperation, trust, and tactical intelligence opportunities through the friendships, understandings, and awareness at the personal level. The hiring out of this capability is notable in Croatia, a perfect example of "foreign policy by proxy," which is really were the concerns about private military force should be focused.

The Croatian example to intervene when “political sensitivities” prevented overt participation is demonstrative of intentionally avoiding Congressional, and democratic, oversight and international law. The net result was a poor investment when both the US and Croatian governments may have gotten more bang for the buck if they had used normal US military channels in terms of services and long term relations between militaries. Three factors contributed to the US using a private military force to carry out foreign policy outside of Congressional or media oversight, however. The first was an inability to provide direct assistance because of a UN embargo in the region. Second was the need to respond to Russian assistance to the Serbs against the Croatians which, third, the US saw Croatia as moderating force in the Balkans and wanted to guarantee this through NATO’s Partnership for Peace program, which necessitated improving civil-military relations, establish democratic control of, and restructure the train the Croatian Armed Forces (Hrvatska Vojska or HV). As an example of what the HV was before, it intentionally filled the ranks with untrained recruits to inflate casualty figures to appeal to the outside world for assistance. After a few months of training from retired US officers, including generals – the CEO, who met with Croatian military leadership, was a former US Army Chief of Staff – allowed the HV to execute two sophisticated and successful military operations. Operation Storm, the second operation, was seen as a textbook example of a NATO operation. It is worth noting the sophisticated offense that brought the Serbs to the negotiating table may not have resulting purely from training in the limited time available. It is likely the engagement of MPRI was a clear signal to the Croats of American backing of the Croat government (see Avant, Singer). "

"One of the most interesting developments in warfare over the last decade has been the emergence of a global trade in hired military services, better known as the “privatized military industry.” The businesses in this industry, known as “privatized military firms”(“PMFs”), range from small consulting firms, comprised of retiredgenerals, to transnational corporations that lease out wings of fighterjets or battalions of commandos. These firms presently operate inover fifty countries. They have been the determinate actors in anumber of conflicts, helping to win wars in Angola, Croatia, Ethiopia-Eritrea, and Sierra Leone. Even the U.S. military has become one ofthe prime clients of the industry. Indeed, from 1994-2002, the U.S.Defense Department entered into over 3,000 contracts with U.S.-based firms, estimated at a contract value of more than US$300billion. 2PMFs now provide the logistics for every major U.S.military deployment, and have even taken over the Reserve OfficerTraining Corps (“ROTC”) programs at over two hundred U.S.universities; that is, private company employees now train the U.S.military leaders of tomorrow. In fact, with the recent purchase of Military Professional Resources Inc., a PMF based in Virginia, by the Fortune-500 corporation L-3, many Americans unknowingly own slices of the industry in their 401(k) stock portfolios."


"Private military companies also played an unheralded role in the Balkans. After the breakup of the former Yugoslavia, the United Nations placed an embargo on providing military assistance to either Serbia or Croatia. Some in the State Department, however, wanted to counter the dominance of Serbian president Slobodan Milosevic by strengthening Croatian president Franjo Tudjman, a self-proclaimed Aryan supremacist. Private military companies once again provided the answer. In 1994, the State Department issued a license to MPRI to provide military training to the Croatian army. "It allowed the United States to exert a good deal of political heft while reserving its official stance of not being involved," says Avant, the international-affairs expert at George Washington University.

MPRI insists that it provided no combat training to Croatian troops, saying it merely instructed the country's military in how to operate in a Western-style democracy under civilian control. But according to independent reports, the company taught basic infantry tactics to Croatian soldiers and explained how to coordinate assaults. In August 1995, after the training ended, the Croatian army launched Operation Storm, a U.S.-style military operation designed to take back the disputed Krajina region from the Serbs. The four-day assault was a bloody episode of ethnic cleansing. Croatian graduates of MPRI's training carried out summary executions and indiscriminately shelled civilians, leaving hundreds dead and more than 150,000 homeless. Afterward, the Croatians expressed their gratitude for MPRI's help. "They lecture us on tactics and big war operations," one officer told The Observer of London, "which is why we needed them for Operation Storm."

Such incidents point to the greatest danger underlying the increasing push to privatize war. Soldiers who disobey orders or violate standards of conduct can be court-martialed and incarcerated; their supervisors can be reassigned or forced to retire. Private companies, by contrast, are able to operate in almost complete secrecy, with little accountability to civilian or military authorities. ***

The Pentagon has become so dependent on private military companies that it literally cannot wage war without them. Troops already rely on for-profit contractors to maintain 28 percent of all weapons systems, and the Bush administration wants to increase that figure to 50 percent. "

A ljudi iz branse drze da su Hrvati jako dobri vojnici

I eto, ispricavam se sto nisam uz citate prilozila prijevod ( kratka sam s vremenom i molim oprost ), ali sukus svega navedenog je sljedeci - dame i gospodo, braco i sestre - sve sto je odlucivalo o nasem ulasku u NATO se dogadalo jos u ratna vremena, sad je red da se ude u iducu fazu obrtanja novca. Nikakvi referendumi tu pomoci nece.

A tema angaziranja contractors korporacija koje obrcu ogromne profite, (a preko njih cijela privreda, tako da se dionice nalaze cak i mirovinskim fondovima americkih gradana koji za to niti ne znaju ) u ratnim podrucjima diljem svijeta, gdje USA ne smije i ne moze biti legalno i formalno vojno prisutna je zanimljiva tema sama za sebe koju sam u citatima samo dotakla u svrhu predocenja te aktivnosti u Hrvatskoj jos odavno...

UPDATE - malo pojasnjenja

Za one koji ne govore engleski - uz ispriku - nisam stigla prije

Dakle u citatima je rijec o tzv. Contractors kompanijama koje posluju po cijelom svijetu, sjedista im se nalaze u USA i predstavljaju jednu pravu paravojsku koja ne podlijeze klasicnim ogranicenjima koje je postavilo civilno i vojno pravo, politika, struka i ponekad cak i moral. Sastav takve jedne sile cine svakovrsne profesije - od tajnica i cistacica do visoko obucenih specijalista na svim podrucjima djelatnosti koje se ticu modernog ratovanja, komunikacija, implementacije raznih tehnologija u svrhu ostvarivanja ciljeva narucitelja, na platnom spisku su cak i kadrovi poput andragoga i psihologa.
Ove kompanije pruzaju usluge raznih profila - od prevoditeljskih, do iznajmljivanja sofisticirane opreme i ljudstva za namjene koje su istovjetne onima koje provodi regularna vojna sila - razlika je u tome sto oni djeluju na podrucjima gdje politickim imperativom nije dozvoljena prisutnost americke vojne sile, a postoji potreba da se zastiti americki vojni interes. Ili interes NATO-a - sto opet ide nekim drugim kanalima.
Tu se vrti ogroman novac, to postaje prava industrija - tu se takoder vrte i veliki planovi da se postotak ovakvog ljudstva u odnosu na regularnu vojsku na kriznim podrucjima poveca na 50 % ( ideja gospodina Busha), time bi se uklonilo nesto tereta s drzavnog proracuna, nesto usmjerilo na racune korporacija koje su u cuker dozni i koje su nam prijatelji, a naravno i profitiralo na ostvarenju ciljeva jer nema politickih ogranicenja koja obvezuju vladu - sve je "privatni" poduhvat. Na ovaj nacin bi se ponovno dala podrska unosnoj djelatnosti koja objedinjuje u jednom poslovnom subjektu i prodaju oruzja i prodaju svakog moguceg "artikla" - od ljudi do usluga, a po unaprijed utvrdenim tarifama u odnosu na rizicnost operacija.

Ovakav tip tvrtki je dakle za vrijeme Domovinskog rata bio uveden na podrucje Hrvatske kako bi pruzio pomoc HV- u, i od onda je njihova prisutnost u Hrvatskoj manje - vise stalna. Ono sto americka vlada nije mogla i smjela javno, dogadalo se tajno putem angazmana ove vrste vojne pomoci, kao uostalom i svugdje u svijetu gdje americka vlada stiti neki svoj interes "stiteci" neciji tudi interes.

Posteno je reci da nam je ta pomoc u svoje vrijeme trebala i bila dobrodosla. Postoje stvari koje covjek/drzava jednostavno nisu u stanju odraditi sami i opravdano je zatraziti asistenciju. Problem je KAKO se pregovaralo i STO se naobecavalo u trenucima teskim i prijelomnim po sve nas, problem je sto se unaprijed bez da se ikog pitalo i raspisivalo referendume rasprodala cacevina nase djece bez razumnog kriterija, a zasluge za sve drzavotvorne i vojne uspjehe pripisivalo osobama ogranicene vizije i strucnosti, ali neogranicenih resursa za rasprodavanje. I naravno - sve su to bili samoproglaseni NJIHOVI drzavotvorni uspjesi...

No da se vratim Contractors korporacijama - ove usluge dakako nisu jeftine. Ostaje nam da nagadamo koliko su placene, cime, u kojoj valuti/naturi i u kakvim transama koje dolaze u buducnosti. Iduci sasvim logican i potreban korak je dakle bio integracija Hrvatske u NATO, kako bi sve ostalo u kuci. S tog aspekta dakle mislim da jednostavno nismo u poziciji da biramo. Sve zemlje u okruzenju su ili ce uskoro biti clanice NATO saveza. Apsurd je da cak i jedna Srbija unatoc javno proklamiranom protivljenju i cvrstoj podrsci Rusije, u pozadini ima jako, jako intenzivnu suradnju s NATO-om - vjerujte mi !!! I da se nitko ne bi trebao naci zacuden ako uskoro dobiju pozivnicu. Braca Srbi su uvijek dobro znali prepoznati svoj interes, a s druge strane, svima izvana je u cilju disciplinirati odredene nestabilne subjekte u regiji kako bi u miru isplanirali kud i kako s njima dalje.
