Jarryd Nixt, D-26 Target Acquisition Battery, 18th Fires Brigade (ABN), 82d Airborne Division, and Karen Nixt, enjoy a tearful reunion in the wee hours of Jan. 24, which was sponsored by DeMoine radio station 102.5, that paid for the parents to attend their son's return ceremony on Fort Bragg, NC, from a-year-long deployment of military service in Afghanistan. Karen Nixt entered a "Make a Christmas Wish" contest and was one of about six contest winners in December. The radio station paid for the couple's airfare, hotel accomodations and rental car. Spc. Nixt had no idea his parents were going to be able to make it all the way from Iowa, which left him speechless when he laid eyes on them. Among the countries of the developing world, India has one of the older and better-organized diplomatic services. Part heir to the ‘Political Service’ of the renowned colonial Indian Civil Service, the Indian Foreign Service was established in 1948, a year after independence. From the outset the IFS was imbued with a sense of uniqueness and relative isolation from the rest of the central government, due primarily to the circumstances of its cre- ation as virtually a personal project of India’s first prime minister, the urbane and worldly national movement leader Jawaharlal Nehru.

In 1946, on the eve of independence, Jawaharlal Nehru articulated India’s commitment to approach the world with “clear and friendly eyes” and spoke of the newly liberated country’s right to choose an external pol- icy that reflected its independence and was not a pawn in the hands of others — the basic policy of nonalignment. Nehru functioned as his own foreign minister for his entire prime ministership, from 1947 until his death in 1964. It was Nehru who set up the Indian Foreign Service and, with his towering personality and penchant for micro-management, stamped it indelibly with his style as well as his worldview. For nearly two decades, both the IFS and the Ministry of External Affairs basked in Nehru’s reflected glory.

It is not our purpose to discuss the Nehruvian foreign policy legacy, but some instances of his passion for detail help shed light on facets of the Indian Foreign Service. It was not unusual, for example, for Nehru to write replies to incoming cipher telegrams from ambassadors, which were then sent out in the name of heads of territorial divi- sions, or even their deputies. In the very readable mem- oirs written by Badr-ud-din Tyabji, former ambassador and secretary in the MEA, Memoirs of an Egoist (Roli Books, 1988), this has been described as the syndrome of the time: “leave it to Panditji” — pushing up all decisions to Nehru, however minor.
Working on the staff of Prime Minister Indira Gandhi in 1981-82, I came upon a set of long notes exchanged in the mid-1950s between Nehru and the Civil Service head of MEA, called the Foreign Secretary in Indian termi- nology. Nehru sent him a four-page note describing the criteria that should be applied to the selection of ambas- sadors. The Foreign Secretary sent a two-page rejoinder the same day, gently pointing to the practical difficulties in finding ideal choices, to which Nehru sent a further long response the next day. No decision was taken, the more so as selection of envoys was principally the prime minister’s prerogative, with the Foreign Secretary acting as his adviser. The exchange reflected Nehru’s passion for philosophical debate and his speed of thought, but also a certain disinclination for hard decisions.

The fact that for the first 30 years new entrants had to rank among the top 20 to 40 individuals in the Union Public Service Commission annual combined Civil Services examination merit list, out of the 20,000 to 40,000 who sat for the exam (which was the only entry route into the high civil services, including the sister ser- vice, the Indian Administrative Service), reinforced the sense of elitism.

In recent years career opportunities in India have greatly expanded. Yet the civil service, and the IFS in particular, continue to attract top talent. What are the contours of this diplomatic service today? What are its strengths and weaknesses?

The IFS Today

Structure.

The first thing to note about the Indian Foreign Service is that it is exceptionally small in size, by comparison with not just India’s needs but also the func- tions performed. To operate some 115 embassies and permanent missions and 40-odd consulates abroad, plus man the MEA, there are only some 750 officials of the rank of desk-officers and above (i.e., third secretaries and higher). By comparison the “tail” is much longer, consist- ing of about 2,800 non-diplomatic support personnel, according to the MEA Annual Report published each March.

MEA simply does not have the personnel it needs for vital tasks, and the number of missions abroad is too large. Ideally, looking to the experience of other major services, the ratio of officers at headquarters to missions should be around 1-to-1.5 or -2: in India it is 1-to-4. The IFS cadre needs urgent expansion to at least 1,000, and with it a pruning of support staff, via upgrading many to function as junior desk officials. With this must come also a reduction in the number of missions and posts. But as long as assignments abroad are seen as an essential “right,” vested interests block these cutbacks.

The results are plain to see. Public diplomacy, for example, is in its infancy in India, not because its meth- ods are not understood, but b

Singer, actress and composer Petula Clark (1932) is the most successful British female solo recording artist. She began as as Britain's Shirley Temple, and appeared in over 30 films. During the 1960’s she became internationally known for her upbeat hits, including the evergreen Downtown.

She was born Petula Sally Olwen Clark to an English father and Welsh mother in Epsom, England. As a child, she sang in the chapel choir. In 1942, she made her radio debut while attending a BBC broadcast with her father, hoping to send a message to an uncle stationed overseas. During an air raid, the producer requested that someone perform to settle the jittery audience, and Clark volunteered a rendition of Mighty Lak a Rose to an enthusiastic response in the theatre. She then repeated her performance for the broadcast audience, launching a series of some 500 appearances in programmes to entertain the troops. In addition to radio work, Clark frequently toured the UK with fellow child performer Julie Andrews. "Britain's Shirley Temple" was considered a mascot by the RAF. In 1944, while performing at London's Royal Albert Hall, Clark was discovered by film director Maurice Elvey, who cast her as an orphaned waif in his weepy war drama Medal for the General (1944). In quick succession, she starred in Strawberry Roan (1945, Maurice Elvey), I Know Where I'm Going! (1945, Michael Powell, Emeric Pressburger), London Town (1946, Wesley Ruggles), and Here Come the Huggetts (1948, Ken Annakin), the first in a series of Huggett Family films based on a British radio series. Although most of the 24 films she made during the 1940’s and 1950’s were B-movies, she did work with Anthony Newley in Vice Versa (1948, Peter Ustinov) and Alec Guinness in The Card (1952, Ronald Neame). In 1946, she launched her television career with an appearance on a BBC variety show, Cabaret Cartoons, which led to her being signed to host her own afternoon series, titled simply Petula Clark. A second, Pet's Parlour, followed in 1949. In later years, she starred in This is Petula Clark (1966-1967) and The Sound of Petula (1972-1974).

In 1949, Petula recorded her first songs Music, Music, Music and Put Your Shoes On, Lucy. Because neither EMI nor Decca, for whom she had recorded, were keen to sign her to a long-term contract, Clark's father teamed with Alan A. Freeman to form their own label, Polygon Records. She scored a number of major hits in the UK during the 1950’s, including The Little Shoemaker (1954), Majorca (1955), Suddenly There's a Valley (1955) and With All My Heart (1956). It was around 1955 that Clark became romantically linked with Joe "Mr Piano" Henderson. Their relationship lasted a couple of years, professionally culminating in a BBC Radio series in which they performed together. Near the end of 1955, Polygon Records was sold to Pye Records, for whom she would record for the remainder of the 1950’s, throughout the 1960’s and early into the 1970’s. In 1958, Clark was invited to appear at the Olympia in Paris where, despite her misgivings, she was received with acclaim. At the office of Vogue Records she met publicist Claude Wolff, to whom she was attracted, and when told he would work with her if she signed with the label, she agreed. Her initial French recordings were huge successes. Gradually she moved further into the continent, recording in German, French, Italian and Spanish, and establishing herself as a multi-lingual performer.In 1961, Clark married Wolff. Wanting to escape the strictures of child stardom imposed upon her by the British public, and anxious to escape the influence of her father, she relocated to France, where she and Wolff had two daughters, Barbara Michelle and Katherine Natalie. Their son Patrick was born in 1972. While she focused on her new career in France, she continued to achieve hit records in the UK into the early 1960’s, developing a parallel career on both sides of the Channel. Her 1961 recording of Sailor became her first #1 hit in the UK. In France, Ya Ya Twist (the only successful recording of a twist song by a female) and Chariot (the original version of I Will Follow Him) became smash hits in 1962. Released in four different languages in late 1964, Downtown was a success in the UK, France, Netherlands, Germany, Australia, Italy, and even Rhodesia, Japan, and India, and it went to #1 on the US charts in January 1965. It was the first of fifteen consecutive Top 40 hits Clark scored in the USA, including I Know a Place, My Love, A Sign of the Times, I Couldn't Live Without Your Love, This Is My Song, and Don't Sleep in the Subway. She was honored with Grammy Awards for Downtown in 1964 and for I Know a Place in 1965. In 2003, Downtown was inducted into the Grammy Hall of Fame.

Ciertamente es un lugar espectacular, donde se respira libertad y en el que casi siempre hay viento y las olas no cesan en su pertinaz empeno por acometer con sus embestidas los impresionantes farallones rocosos que se interponen en su camino.

Then there was a broad, flashing sea of furious foam, a deafening rush and roar, through which I heard Mr. Trelawney, who was following me, shout, "Go on, go on; don't stop!" I reached an open floor of broad, flat rock, over which the water was pouring. Trelawney seized me by the arm, and all but carried me to the very brink; my feet were in the water and on the edge of the precipice, and then I looked down. I could not speak, and I could hardly breathe ; I felt as if I had an iron band across my breast. We stayed three days at Niagara, the greater part of which I spent by the water, under the water, on the water, and more than half in the water. Wherever foot could stand I stood, and wherever foot could go I went. I crept, clung, hung, and waded; I lay upon the rocks, upon the very edge of the boiling cauldron, and I stood alone under the huge arch over which the water pours with the whole mass of it, thundering over my rocky ceiling, and falling down before me like an immeasurable curtain, the noonday sun looking like a pale spot, a white wafer, through the dense thickness. Drenched through, and almost blown from my slippery footing by the whirling gusts that rush under the fall, with my feet naked for better safety, grasping the shale broken from the precipice against which I pressed myself, my delight was so intense that I really could hardly bear to come away.

The rock over which the rapids run is already scooped and hollowed out to a great extent by the action of the water; the edge of the precipice, too, is constantly crumbling and breaking off under the spurn of its downward leap. At the very brink the rock is not much more than two feet thick, and when I stood under it and thought of the enormous mass of water rushing over and pouring from it, it did not seem at all improbable that at any moment the roof might give way, the rock break off fifteen or twenty feet, and the whole huge cataract, retreating back, leave a still wider basin for its floods to pour themselves into. You must come and see it before you die, dear H___.

After our short stay at Niagara, we came down Lake Ontario and the St. Lawrence to Montreal and. Quebec. Before I leave off speaking of that wonderful cataract, I must tell you that the impression of awe and terror it produced at first upon me completely wore away, and as I became familiar with it, its dazzling brightness, its soothing voice, its gliding motion, its soft, thick, furry beds of foam, its veils and draperies of floating light, and gleaming, wavering diadems of vivid colours, made it to me the perfection of loveliness and the mere magnificence of beauty. It was certainly not the " familiarity" that " breeds contempt," but more akin to the " perfect love " which " casteth out fear; " and I began at last to understand Mr. Trelawney's saying that the only impression it produced on him was that of perfect repose; but perhaps it takes Niagara to mesmerize him.

1910 - The Bristol Distress Committee had commenced work on the Portishead Marine Lake using unemployed labour. They decided to continue with the work despite a protest from the Ratepayers’ Association who objected on the grounds that the work was outside the city boundary, that the men did less work because the committee paid them for travelling time and that local residents (who contributed towards the cost) did not want it.

Burglary at 15, York Place - beaten with a hot water

In January Charles Nicholls appeared before the magistrates charged with burglary at 15, York Place, a lodging house. They heard that the proprietress, Sarah Ann Williams, and her domestic, Florence Mary Fox, had discovered him in the house and beaten him with a hot water can to such an extent that he said ‘Stop it - I’ve had enough’ and he left the house with his boots under his arm but leaving his bowler hat behind him. The dented can was produced in court. The magistrates committed Nicholls for trial at the next assize.

General Election

A general election was held in the middle of January but there was no change of representation in the Bristol seats. The elected members were:

Heavy Handed Policing in Kingswood

Members of the Kingswood Urban District Council protested to the Chief Constable of Gloucestershire, Admiral Henry Christian, at the heavy handed policing during a meeting addressed by Walter Long, an ex-member of the government. They felt that the presence of 100 policemen was unnecessary and a stigma on the people of Kingswood.

Sefton Park School opens

In the same month the new Sefton Park School was opened without ceremony. The school had provision for ten classrooms and a central hall with accommodation for 500 senior (aged 10 to 14) and 500 junior (aged 5 to 9) boys and girls. The builder was U. Humphreys & Son and the successful competitive design was submitted by W.V. & A.R. Gough. The new Labour Exchange operated by the Board of Trade situated in Victoria Street opened for business at the beginning of February. There was a large crowd of men waiting to register.

Easton Colliery

On 1 February there was a fire in the engine house at Easton Colliery caused by the fusing of an electric wire. Thanks to the prompt action of the manager, James Steele, most of the men Were able to escape. However, three men, Joseph Gaynor of Bedminster, Benjamin Jacobs of Bedminster Down and Robert Bush of Soundwell, were on the far side of the engine house and lost their lives.

In February Sir George White founded the Bristol Aeroplane Co. Ltd., the Bristol Aviation Co., the British & Colonial Aeroplane Co. and the British & Colonial Aviation Co..

St. Mary Redcliffe

The three canvases painted by William Hogarth as an altar piece for St. Mary Redcliffe were sold in 1858 to Alderman Thomas Proctor on behalf of the Bristol Fine Art Academy (later the Royal West of England Academy) on condition that, in the event of their sale, the Vestry would receive one half of the proceeds. In February 1910 a sale was proposed to raise funds for the new Academy building but public opinion prevented the sale and the paintings were rolled up and stored.

Dean Lane Colliery

Lady Smyth, the owner of the Dean Lane Colliery, which had recently closed down, arranged for the site to be cleared by unemployed men and in March she offered a five acre site to the city as recreation grounds.

Inciting a Mutiny

In April there was further trouble at the Brentry Inebriates’ Home when William Yonds appeared before the Lawford’ s Gate magistrates charged inciting a mutiny. He was sentenced to one month’s hard labour. The death of King Edward VII at the beginning of May prompted services at most churches and chapels. The Stock Exchange, theatres and the skating rink closed and some athletic meetings postponed.

Railways

During the first week of May two new railway lines opened. The line from Stoke Gifford to Avonmouth enabled trains to run directly from the GWR and MR joint line to Avonmouth dock. This gave the opportunity to run boat trains and it also carried goods traffic so as to relieve the pressure on the Clifton to Pilning route. The other line ran from Hallatrow to Limpley Stoke and was mainly used for goods traffic.

I bought this voice recorder, used, from a thrift store in Texas about 15 years ago with my hard-won 12 dollars. I remember being upset that I couldn't haggle my way to a better deal. I did make a mental note of my feeling of real need for the recorder - or, more accurately, what I could do with the recorder & how that far outweighed any want of a price-wrangling victory.

I had recently made a hasty exodus from NYC - sold everything I owned except for my guitar, leather jacket and what was left in my backpack. I was feeling numb like a stranger. Through my slacker daze the desire to chronicle audible inspirations was partly a new twist on an old habit.

Having the recorder proved to be pretty useful. The most valuable thing I created with it was the feeling of possibility.

The personal voice recorder was a simple new tool for me. It allowed me to capture ideas and compositions at their first inkling. I could keep it in my pocket. I would eventually come to write hundreds of pieces of music using it and other recorders like it over the years before moving on to computers. The use of it - while living out of a backpack - encouraged a certain work ethic & discipline. A workflow emerged that allowed me to make sense of rough-hewn ideas.

The modest & empirical methods I employ today on much more sophisticated computer audio & video recording systems are significantly informed by that evolutionary step in my creative process.

At that time the voice recorder was the best tool I could find & afford. It served me well & provided me a means to create - and for that i am grateful. I feel as though I've been reaching my whole life for perfect tools that would allow me to express myself.

Hope is what was created via this technological object.

It's Prince's birthday (as if you even need to be told), and that seems as good an occasion as any to start Flickring again. After all, if Prince can keep rocking after everything he's been through (remember, he once felt so oppressed by whatever it was that was oppressing him that he couldn't even use his own name for half a decade—he had to use an unpronounceable symbol, and even then he had to remind everyone of how bad he felt by writing the word SLAVE on his face—backwards! If I couldn't use my own name, I think I'd go with a cool one, like Phil Harder...wait, I think that's someone's name already. Yeah, I'd definitely use that)... then I don't know what will. Um...okay, that made no sense.

Anyway, here's a picture I took a while back, of a large crow that was about to attack a herd of beachgoers. Seconds after this was taken, the crow spotted an elderly couple and let loose with a volley of pecans from its slingshot. Then, just as suddenly, it landed back on the sand and started cleaning its feathers. After that I must have blacked out from the excitement. When I came to, it was all over. The crow had moved slightly to the left, and was serenely contemplating what looked like a bit of candy wrapper.

All completely true. Except for the part about the crow.

The hijackers had failed in their mission, Ridge said. They had not destroyed our spirit. They had rekindled it. By fighting back against the terrorists, the passengers and crew had undoubtedly saved hundreds, if not thousands, of lives. "They sacrificed themselves for others -- the ultimate sacrifice. What appears to be a charred, smolerdering hole in the ground," said the governor, "is truly and really a monument to heroism."
Of the four horrific hijackings on September 11, Flight 93, which crashed into a field outside Shanksville, Pennsylvania, resonates as one of epic resistance. A number of passengers phoned relatives and others on the ground to tell them of the hijacking and what they planned to do about it. Their battle to take back the plane brought consolation to countless confused and grief-stricken Americans. At a time when the United States appeared defenseless against an unfamiliar foe, the gallant passengers and crew of Flight 93 provided for many Americans a measure of victory in the midst of unthinkable defeat. Together, they seemingly accomplished what all the security guards and soldiers, military pilots and government officials, could not -- they thwarted the terrorists, sacrificing their own lives so that others might live.

Most gulls don't bother to learn more than the simplest facts of flight - how to get from shore to food and back again. For most gulls, it is not flying that matters, but eating. For this gull, though, it was not eating that mattered, but flight. More than anything else. Jonathan Livingston Seagull loved to fly.

This kind of thinking, he found, is not the way to make one's self popular with other birds. Even his parents were dismayed as Jonathan spent whole days alone, making hundreds of low-level glides, experimenting.

He didn't know why, for instance, but when he flew at altitudes less than half his wingspan above the water, he could stay in the air longer, with less effort. His glides ended not with the usual feet-down splash into the sea, but with a long flat wake as he touched the surface with his feet tightly streamlined against his body. When he began sliding in to feet-up landings on the beach, then pacing the length of his slide in the sand, his parents were very much dismayed indeed.

Today turned out to be a travel day from HELL. Getting from Atlanta to Seattle took me 14 hours. First there were flight delays due to the MD80 inspections. Then, once our plane arrived at the gate it turned out to have mechanical problems (757) and was indefinitely delayed (thank you United for having such impeccable maintenance on your aircraft). I was going to miss my connection in Denver. The gate agent announced she could not re-route passengers because her shift was over and she was going home. Between gate T14 and T6.. it was a changing of the agents.. everyone was going home and us stranded passengers were asked to either wait for the evening crews to show up , or go to ticketing. GRRRRRRRRR. Passengers had to go back to the ticket counters in the main terminal to get new tickets. I called my corporate travel services group and they said I could make it on another flight, but I had to hurry. They could not route me because it was a mechanical failure and the airline would have to take care of my new itinerary.. otherwise I would be charged the price of a new ticket ($745.00). So I was re-routed through Delta. I picked up my new boarding pass at the ticket counters outside security, and proceeded to my new terminal and gate. I was selected for extra screening which means a pat down and bag test for explosive residue. If any of you have been to Atlanta airport you know just how far apart the terminals are. The underground trains were not running, so I ran from the main terminal through three concourses to get to my new gate. My new Delta flight was delayed too. Once I finally boarded, I was lucky enough to sit next to a 3 year old who was fascinated with the hairs on my arm while I was falling asleep and starting pulling my hairs. Then he started screaming for 10 minutes because he could not play with the sleeping man next to him. Thankfully, his mom moved him to another seat. I arrived in Seattle only to find out my bags were among the throngs of others that were lost. I waited in line, made my claim; however, the baggage services clerk thought my bags were on American for some ridiculous reason. She looked exhausted too. Well. I am home.. walked in the door and snapped my daily pic. I missed the day.. so I will be one day behind in my portraits. BUT tonight I sleep in the comfort of my own bed. .. heavenly bliss awaits.

Last week we froze half and ate half. I don't want to get the freezer berries out yet - gotta save those for vacation. So I went to pick more strawberries. Must have strawberries every morning on the Cornflakes. This is summer. This is living!
