Put a new coating on or reform (a surface such as a road, a floor, or ice)
Come back up to the surface
Road surface (British English) or pavement (American English) is the durable surface material laid down on an area intended to sustain vehicular or foot traffic, such as a road or walkway.
If the cylinder head is warped due to thermal differences, its mating surface will have to be machined to ensure first that a level surface is created and second that the engine's compression ratio is not increased above a tolerable value.
(resurface) reappear on the surface

an outbuilding (or part of a building) for housing automobiles

A level area or space used or designed for a particular activity
All the rooms or areas on the same level of a building; a story
The lower surface of a room, on which one may walk
the inside lower horizontal surface (as of a room, hallway, tent, or other structure); "they needed rugs to cover the bare floors"; "we spread our sleeping bags on the dry floor of the tent"
shock: surprise greatly; knock someone's socks off; "I was floored when I heard that I was promoted"
Riptide: Struggling with and Resurfacing from a Daughter's Eating Disorder
A young girl’s fatal, decade-long struggle with anorexia and bulimia is chronicled from her mother’s perspective in this heartbreaking memoir. Barbara Hale-Seubert tried to cope with grief, fear, and powerlessness as her daughter suffered through these diseases, and she kept a journal of their experiences as a form of therapy. These entries are the basis for a raw and revealing narrative, meant to offer other parents the comfort that comes with knowing they are not alone, the strength to help their children through the agony of eating disorders, and the grace to learn to surrender what is out of their control.

Resurfacing Works MG 3391
It was just pouring down in Bournemouth one night when I bumped into these resurfacing road works. I had been hoping to do exactly this shoot for ages before so I wasn't going to turn down the chance even though it was a little more rain than I wanted.
