Relations between Moscow and Washington have sunk to new lows amid the Ukraine crisis, and the Russian space agency has warned that US sanctions could “destroy” cooperation on the International Space Station.

Geopolitical and space expert Brandon J Weichert told The Sun that Moscow has a ten to twelve year advantage over the United States in the galaxies.

He said US defenses are “in no way adequate” to deal with the challenges posed by Russia.

Weichert warned: “We are going to be hit very hard in space soon. It will be the most debilitating strike on America, possibly ever.

“And we may not recover from it in a timely manner. Maybe that’s how we lose our first war on Earth, it’s losing the war in space.

Weichert criticized DC’s “arrogant” political class, saying they don’t foresee any rivals challenging Washington’s dominance in the post-Cold War world.

“For the first time in history, we are seeing an unprecedented global momentum to tackle the scourge of plastic pollution,” said UN Environment Program Executive Director Inger Andersen.

In preparations for the session, Andersen implored member states to seize the opportunity to reshape “humanity’s relationship with plastic once and for all” by developing a comprehensive global agreement to tackle the problem.

Two major proposals have emerged over years of international discussions on ways to reduce single-use plastic.

The first, from Peru and Rwanda, calls for a holistic approach to plastic pollution, covering raw material extraction, plastic production, and plastic use and disposal. It urges the creation of “a legally binding international agreement…to prevent and reduce plastic pollution in the environment, including microplastics”.

The proposal is co-sponsored by Chile, Colombia, Costa Rica, Ecuador, Guinea, Kenya, Madagascar, Norway, Philippines, Senegal, Switzerland, United Kingdom and Uganda, as well as the European Union.

A second proposal, sponsored by Japan, calls for an international agreement “to tackle marine plastic pollution covering the entire life cycle and promote resource efficiency and the circular economy”, including reuse.

The main difference is that Japan’s approach focuses on marine plastic pollution, while the Peru-Rwanda proposal covers plastic pollution in all environments.

Both proposals envision the creation of a negotiating committee to complete the new plastics treaty by 2024.

If such a plastics treaty is approved by the United Nations Environment Assembly, Andersen said it “would be the largest in the world; environmental governance decision since the Paris Agreement (Climate) in 2015.”

Environmental group Greenpeace supports the Peru-Rwanda proposal’s full life cycle approach to tackling plastic pollution.

“More than 140 countries have declared their support for opening negotiations on a global plastics treaty,” said Erastus Ooko, Head of Plastics Engagement for Greenpeace Africa.

In preparations for the session, Andersen implored member states to seize the opportunity to reshape “humanity’s relationship with plastic once and for all” by developing a comprehensive global agreement to tackle the problem.

Two major proposals have emerged over years of international discussions on ways to reduce single-use plastic.

The first, from Peru and Rwanda, calls for a holistic approach to plastic pollution, covering raw material extraction, plastic production, and plastic use and disposal. It urges the creation of “a legally binding international agreement…to prevent and reduce plastic pollution in the environment, including microplastics”.

The proposal is co-sponsored by Chile, Colombia, Costa Rica, Ecuador, Guinea, Kenya, Madagascar, Norway, Philippines, Senegal, Switzerland, United Kingdom and Uganda, as well as the European Union.

A second proposal, sponsored by Japan, calls for an international agreement “to tackle marine plastic pollution covering the entire life cycle and promote resource efficiency and the circular economy”, including reuse.

The main difference is that Japan’s approach focuses on marine plastic pollution, while the Peru-Rwanda proposal covers plastic pollution in all environments.

Both proposals envision the creation of a negotiating committee to complete the new plastics treaty by 2024.

If such a plastics treaty is approved by the United Nations Environment Assembly, Andersen said it “would be the largest in the world; environmental governance decision since the Paris Agreement (Climate) in 2015.”

Environmental group Greenpeace supports the Peru-Rwanda proposal’s full life cycle approach to tackling plastic pollution.

“More than 140 countries have declared their support for opening negotiations on a global plastics treaty,” said Erastus Ooko, Head of Plastics Engagement for Greenpeace Africa.

Al Zaraqaan can show more in Winter Derby

My Betway Winter Derby Ride Al Zaraqaan has a point to prove in a stellar renewal at Lingfield Park on Saturday (2.05) but has the credentials to run well at a high price.

I expected more from Archie Watson’s gelding in the Listed Winter Derby Trial last time out when he finished only fourth behind Fancy Man and King Of The South after dominating a Fast Track Qualifier at Newcastle.

We found ourselves alone in front in the test and traveled quite well throughout the race, but in hindsight I may have been too stable.

The race turned into a sprint, which did not suit him. I will be positive again on Saturday from my box one draw. He’s the kind of horse that needs to be ridden forward, but I don’t expect to have an undisputed lead this time.

Still, I hope a stronger tempo will make it harder for us to pass. There isn’t much between Al Zaraqaan, Fancy Man, King Of The South and Forest Of Dean in terms of odds and profile but it’s a sign of the times that you’re up against horses of Lord North’s caliber and Alenquer.

If Lord North gets close to his 123 rating he will obviously be very tough to beat, but he’s been out for almost a year after a setback and won’t be fully ready for that reappearance.

If he underperforms, it could be a very open race.

Sands my best ride on a busy afternoon

I have seven rides to look forward to at Lingfield but my best bet has to be stablemate Al Zaraqaan Imperial Sands in the MansionBet Proud Partners Of The AWC Handicap (2.40).

He turned over a new leaf after undergoing upwind surgery and being neutered and took his form to a new level when he won over the same mile last month.

The handicappers have him just 3lbs for that impressive lead performance and a win in that will put him in the frame for a crack in the Mile final at Newcastle on Good Friday.

Imperial Sands seemed to lose confidence last year and, being a colt at the time, tended to get upset. Now he walks around the yard like he knows he’s very good and it’s nice to see that confidence in him.

Dixon’s pioneer could prove difficult to catch

I’m also looking forward to Scott Dixon’s ground-breaking speedball One night stand in the Betway Hever Sprint Stakes Listed (1.30).

This gelding was electric winning two class two handicaps on the Surrey track and had them all in the Listed Kachy’s Stakes last time out, finishing just two lengths behind the winner in fifth.

Although he backs one furrow to minimum travel, he has the gate speed to cross his draw into stall five and get them all on the stretch.

It’s a step up in the class, but its natural speed and ability to really scrape the paint around those tight corners makes it worth chasing Black Type.

Fairly processed Alborkan for flat yield

The pace won’t be as hot in the Read Katie Walsh On Betway Insiders Handicap (1.00) when I return to Amy Murphy’s nice stayer Alborcan.

He won in the face of more demanding tests, but this two-mile trip is ideal for a horse returning to the track after wind surgery.

He’s been in form from the hurdles, so hopefully we can do better than when I finished second behind him to an in-form rival Newcastle last season.

Beautiful unexposed an interesting candidate

Marco Botti’s filly Beauty with a blue nose is open to improvement as it leaves the novice level (4.55). She won her first match at Newcastle and therefore faces a very different test on her handicap debut on the same trip.

The daughter of Noble Mission, racing in the sky blue silks of Middleham Park Racing, has relatively little exposure and sets a workable mark of 76.

More experience will be key for Archie’s colt at Churchill Primary objective, which is really a work in progress. He was too green to do himself justice on his debut, but we will look to improve.

I don’t know much about Richard Hughes newcomer Chief White Face in the maiden (3.45) but Jaber Abdullah’s gelding is bred for this trip and his trainer can be counted on to be well prepared for his racetrack debut.

Mehmento can pass the Good Friday trial

I will almost certainly be heading to Newcastle on Tuesday to ride Archie’s Mehmento in a conditional race – a dress rehearsal for the Good Friday sprint final there.

The four-year-old Hambleton Racing rider excelled over seven furlongs, winning over Fibresand and Tapeta at Southwell, and was classy enough to win a Listed race on this trip to Epsom last summer.

Mehmas’ son has the speed to deal with a drop in distance though, especially on a steep track like this, and the long straight will help him navigate the race.

It promises to be a good test of his credentials in the finals with battle-hardened sprinters like Judicial and Venturous looking likely to show up.

Passport ready for Qatar winner Outbox

I’ll have to keep my passport handy this year for Archie’s valiant stay Outboxwho gave me chills winning a local Group 1 in Qatar last weekend and earning over £400,000 for his owners Hambleton Racing in the process.

A Listed winner at Newmarket last summer, he has been a fantastic standard bearer for his proud owners who are now looking forward to a year of globetrotting which could include a trip to the USA.

Hambleton also has its Group 1 star Glen Shiel to look forward to, of course. He’s back to work now at Archie’s and looking stunning after a winter break.

I don’t know what his first mission will be but I can’t wait to get back to him.
