ad 1: Ratification of the 10th GA Minutes

ad 2: New members ratification
President explains general assembly decision by e-voting for new members. It was 4 votes for, 3 votes against and 1 sustain for new members. GA decision is that »Združenie na građani Models Ohrid« and »Wien Majorettes« becomes a full members of EMA.

ad 3: Place of European majorettes' championship 2016.
Mr. President explains that administration didn’t get any candidature till 1st August on e-mail, but Vojvođanski savez mažoretkinja contact him and propose Vrnjačka Banja for host of EMC next year.
Mr. Dejan Đurić in the name of Vojvođanski savez mažoretkinja explains that candidature didn’t come on time, because Mr. Adam Vidaković was on official trip in Italy. Vrnjačka Banja is resort which want to support championship. This resort has capacity of 6000 beds, a lot of space for championship, tribunes and sport hall. In the period of competition there will be a lot of tourist. If general assembly support this candidature majorette dance in Serbia will have an increase. In advance he wants to thank everybody for support.
Mr. President proposes e-voting after administration get documents and finished 1st inspection meeting in Vrnjačka Banja.

ad 4: Presidential report, Financial report and Supervisory report
Mr. President explains that administration had 50 activities in last year that include 30 trips in 10 countries and 2 judging seminars in Zagreb and Laško. EMA have 6 new very good judges. As we agree on GA in February 2014, in October 2014 EMA employ one professional which contact a most of majorettes in Europe. Situation with majorettes in Europe:
• Italy will come to next EMC (very good group in Sicily, good group in Rome, association in Torino)
• Spain will come to EMC this year (EMA contact them for lot of times to became a member of EMA, they were on EMC 2011 and 2012)
• Germany will come to EMC next year (Berlin and Munich have good majorettes)
• EMA start conversation with Ireland
• We have problem in communication with United Kingdom. When we will have some information we will send you immediately.

ad 5: Election of President, Vice - president, General secretary, executive committee and supervisory board
GA starts with election of EMA Executive committee.

EXECUTIVE COMMITTEE
Candidates for executive committee are: Mihai Kiss (Romania), Alen Šćuric (Croatia), Florian Virgili (France), Aleš Breznikar (Slovenia) and Marija Topić Ramljak (Bosnia and Herzegovina)
Mr. Mihai Kiss is elected for EC unanimously.
Mr. Alen Šćuric is elected for EC unanimously.
Mr. Aleš Breznikar is elected for EC unanimously.
Mr. Florian Virgili is elected for EC unanimously.
Mrs. Marija Topić Ramljak is elected for EC unanimously.

PRESIDENT
Candidate for president is: Alen Šćuric
v Mr. Šćuric is unanimously elected as EMA president.

VICE-PRESIDENT
Candidates for vice-president is: Mihai Kiss
v Mr. Mihai Kiss is unanimously elected as EMA vice-president.

Candidates for EMA general secretary is: Marija Topić Ramljak
v Mrs. Marija Topić Ramljak is unanimously elected as EMA general secretary.

SUPERVISORY BOARD
Candidates for SB are: Tibor Tandi (Hungary), Dejan Đurić (Serbia) and Marcela Križova (Czech Republic)
President explains that Mrs. Marcela Križova didn’t answer on e-mail for acceptance of nomination because she is in Zanzibar, so we can’t vote for her.
Mr. Tibor Tandi is elected for SB with 12 votes.
Mr. Dejan Đurić is elected for SB with 11 votes.
Mrs. Marcela Križova get one vote.
Proposal for third member of EMA SB are: Tadeja Rozman from Slovenia and Marina Zadro from Bosnia and Herzegovina.
Mrs. Tadeja Rozman is elected for SB with 7 votes.
Mrs. Marina Zadro gets 5 votes.

ad 6: Changing of EMA Rulebook, proposals by president

Article 1.4.4. between words “input” and “disqualification” there will be “,”

New article 2.1.4.
If in one categories there are less than 3 participants champion can be competitor which earn average of at least 70 points per judge, if competitor earns 60-69 points he/it will get title of vice-champion or 50-59 points bronze medal.

Old article 2.1.3 become article 2.1.4.

Change of article 3.1.2. to:
“Baton must be 400 grams or lighter and 75 cm or shorter, but mace must be 401 grams or heavier and 76 cm or longer”
President explains situation in France and Montenegro. Proposal of vice president is to check weight of mace on EMC. President concludes that administration will bring digital balance and meter that judges can measure it.

2nd paragraph of article 4.1.4:
In case of citizen of any country member of European Union that can prove by ID, other document or on other way that she/he is resident in other country of European Union where she/he is not citizen she/he is considered as citizen of that country and has same status as citizen from article 4.1.4. paragraph 1 where she/he is resident, but during EMC she/he cannot change that status. Citizens of non European Union countries cannot have that status.

Change of article 1.4.2.
1.4.2. For EMC or any competition where EMA international judge is asked to judge EMA Executive committee (EC) is the only body to delegate them. International judges are appointed by EMA and therefore EMA decide who will be judges in those competitions. National competitions with judges from that country is not in jurisdiction of EMA but national association, but international competitions or competitions in one country where they ask judges with EMA license from other countries is in competition of EMA and EMA EC decide which international judge will judge on those competitions.

Change of article 9.7.2
" 9.7.2. Every baton/mace contact with the surface is considered as baton/mace drop, unless any other part of baton/mace is in the hand of a majorette.
Every pom-pom contact with the surface is considered as pom-pom drop, unless any other part of pom-pom is supported and held with any part of the body of a majorette. "

Article 14 paragraph 2 word “one third” is changed to “half”.

Article 16 new paragraph 4
“Members must sent mandate with name of representatives in GA at least 15 days in advance of GA. If they don’t sent mandate with names of representatives in GA EMA will presume that member will not participate in that GA. In case of GA that was summoned by article 14 paragraph 5 mandate must be sent at least 5 days in advance, and if not EMA will presume that member will not participate in that GA. Members cannot sent that mandate latter than 15 days in advance or 5 days in advance in case of GA summoned by article 14 paragraph 5, or during GA.” .

Article 16 new paragraph 5
“If in GA is election for bodies of EMA members must sent proposals at least 7 days In advance of GA and if not EMA will presume they don’t have candidate for bodies. Members cannot sent those proposals latter than 7 days in advance or during GA. If there is no enough candidates for bodies members can candidate persons for bodies in GA but then GA vote separately for proposals sent in advance and separately for “free” number/s of persons between candidates that are proposed on GA. If one national association candidate representative from other national association or country he/she must give them written permission that they can do that and that he/she has will to candidate. Without that permission candidature will not be considered as one.”

Article 3 paragraph 3 is changed to:
“The central administration office is placed in Croatia, Zagreb, Trebež 25, but headquaters is in Široki Brijeg, Bosnia and Herzegovina, Fra Didaka Budića 4”.

Vicepresident propose discussion about:
- judging system - to divide the 110 points in more than 4 parts - like we have now
Mr. Mihai Kiss explains that he wants to help judges with this kind of system. Mr. President explains that Croatia majorettes’ association had this kind of system from 1999. Till 2000. And that was disaster for judges. He also gives examples of that kind of system to GA.
President proposal is that Romanian majorettes’ association start on their level with this kind of judging system and if it will be good option on next GA we will discuss about new judging system.

- the quality of judging to decrease the complaining after competition
some penalties/measures for those judges which are far from the average of all other judges...maybe to put one judge to analyze all judging lists before input the data in the computer and to alert the judge which made an error or a "mistake" and to offer the possibility to made the change in the specific paper...like this we can keep a level of good judging, we can avoid subjective and personal interests and not in the last way we can avoid the stupid and pathetic explanations concerning personal judging...
Head judge have the obligation to control the extreme oscillation in the judging. Mr. Mihai Kiss is supervisor and he can react after the championship with discipline committee.

We will try all three ideas and Mr. Mihai Kiss will send proposal to EMA administration of seminar and date of it.

Proposal of GA
o Communication between the judges
Mr. President opinion few years ago was that this is not a good practice. On the last national competition in France were communication between judges and this is very good for the quality of judging.
Article 5.9.8.
“Judges can communicate between themselves and share facts and opinion about competitor that was perform, and in the some doubtable cases they even should do so. After first performer in each category they should do so.”

o Proposal for new article 2.2.2. of Rulebook
“4 the best teams in each category have the right to participate in next year EMC without participation in National championship or qualification tournament. Those teams don’t have the obligation to participate in National championship or qualification tournament for that year. In same time country that has those teams who directly qualified can nominate another 3 groups in each category, or 5 in case that organize EMC on top of those troop. For nonformation the same rule exists just in case that nonformation consists of same girls in same age class.

o Proposal for Judges court of honor which will deal with judges evaluation, problems with members concerning judges, judges conflicts etc.
Nominate members of Judges court of Honor are Mihai Kiss, Marija Topić Ramljak and Alen Šćuric.

o Proposal of Mr. Mihai Kiss is to liberalize the music for next year. Mr. President explain that we have to redefine that. He proposes e-voting for next year.

ad 7: Other subjects
Mr. Aleš Breznikar suggestion is that Mr. Tibor Tandi put on Judeges court of honor, because he was judge on MTZS championship and on MZS he refused to come.
Mr. President explain that he must write memo with all details and also remark that in that period Mr. Tandi didn’t know about new situation in Slovenia.

o Proposal for this year EMC parade march and stage choreography inside because of very good conditions and space.

o Proposal that Hungarian should became affiliate member because they are full member for 14 years without association and in last few years we didn’t have any Hungarian teams on Europeans.

    WHAT ARE WE DOING?

    • Every year we organize European Championship (1999 Croatia, 2000 Czech Republic, 2001 United Kingdom, 2002 Poland, 2003 Slovakia, 2004 Croatia, 2005 Romania, 2006 Italy, 2007 Montenegro, 2008 Romania, 2009 France, 2010 BiH...) in September. The best year was with 80 teams from 10 countries and more then 1.700 majorettes participated in championship. Championship is organized in senior (15 years and more), junior (12-14 years old) and cadet (8-11 years old) category. In this championship we have competition in parade march (100 m long) and stage choreography (12x12 m). Teams can participate to dance with batons or/and pom-poms. Every majorette is presented a medal (for 1st, 2nd and 3rd place) in each category, and we present cups for each team wining one of the first 3 places. To European championship can come up to 3 teams per country (first 3 places in their national championship, or if they don’t have national championship 3 teams chosen by national federation).

    • We organize seminars and exams for judges (we have 16 international judges from 6 countries).

    • We organize seminars for majorettes and trainers.

    • We give information about shops where teams can buy majorettes equipment (batons, pom-poms, uniforms etc.).

    • We organize collaboration between teams, associations and federations.

    • We organize festivals of majorettes, and participation of teams from other countries on different national championship.

    • We organize commercial performances and tours by collaboration with international managers (average fee for those tours is 4.000-5.000 EUR per 3 days).

    • We organize meetings of EC and other committees of EMA every year, and every time in different country.

    • By participating in our activities teams from different countries learn from each others, and with new experience and dancing technique their performance becomes much more attractive (especially in comparation with other teams from their country).


    HOW TO BECOME MEMBER?
    National association (federation, organization) can become member of EMA on one of the meetings of EMA’s General Assembly. If there is no National association, one or several teams can temporary become members with all possible rights including voting and participating in European championship. As you establish National association, it automatically becomes a member of EMA.
    Each member association must pay annual fee of 175 EUR per year, except for the first year of the membership. Teams (without association) doesn’t pay fee.
