You know, your right.
Had one client who's microphone hung up the radio in transmit.
No amount of button pushing was able to break the transmit cycle.

In this case, the problem seemed to be bad caps caused the 'pic' (a small computer) in the mic to hang up in transmit. What is not well known is there is a constant data exchange between the radio and the microphone. All the commands are sent via data from the microphone, and data back to confirm the action.

Anyhow, when the caps got changed, the hang up problem got solved.

There are many ways to make measurments on parts as there are parts.

A normal 'ohm meter' measures ohms using a DC voltage.
For most people that makes sense and has been done since the beginingn of electronics.

You can also measure ohms using AC. Years ago there was an AC ohm meter made by Keithley. This meter uses AC to measure across a very narrow range of ohms.

Caps are different since they are electro chemical in nature.
Like batteries, they start to fail from the moment they are made. Some tiny fraction of their ability per day until they turn to trash.

A meter that measures uF is a nice thing if all you need is value.
Modern caps do more.
The ability of a cap to pass AC is critical in modern applications. In the case of filter caps that is the function that controls ripple in the DC of the filter.

That property is called ESR or Equilivent Series Resistance.
This is a case of the lower the ESR number, the better the part is.

This ESR meter injects a 100khz signal at very low voltage across the part, and measures the signal. The more the signal drops, the lower the 'ohms' are. So the best caps read nearly zero ohms.
